یہ ایوان فلسطین کے خلاف اسرائیلی جارحیت اور بے گناہ فلسطینیوں کے قتل عام کی پرزور مذمت کرتے ہوئے حکومت پاکستان سے مطالبہ کرتا ہے کہ وہ معاملہ کو اقوام متحدہ میں اٹھائے کہ مسلمان ممالک کے خلاف اسرائیل کی بڑھتی ہوئی جارحیت کو ختم کروانے کے لئے عملی اقدامات کئے جائیں۔ نیز OIC سے بھی مطالبہ کیا جائے کہ معاملے کی سنگینی کے پیش نظر ضروری اور موثر کارروائی کا فوری آغاز کیا جائے۔

اس ایوان کی رائے ہے کہ نکاح نامہ میں Thalassemia Free  ہونے کی تصدیقی شِق کا اضافہ کیا جائے اور نکاح خواہوں کو اس پر سختی سے عمل درآمد کرانے کا پابند کیا جائے۔

اس ایوان کی رائے ہے کہ چونکہ ربا کو اللہ اور اس کے رسولﷺ کے خلاف کھلی جنگ قرار دیا گیا ہے
اور
1999ء میں شریعت کونسل نے بھی ربا کے خلاف تاریخی فیصلہ دے دیا تھا، لہذا اس فیصلے پر
عملدرآمد کرنے کی غرض سے یہ ایوان وفاقی حکومت سے اس امر کی سفارش کرتا ہے کہ پاکستان میں ربا سے پاک معاشی نظام کے نفاذ کے لئے فی الفور ضروری اقدامات اُٹھائے جائیں (مثلاً سونا، دینار، چاندی،درھم،
Guilds, Free markets اور بیع سلم کا زرعی نظام) تاکہ قرضوں کے بوجھ تلے دبی معیشت اور ربا سے چھٹکارا حاصل کیا جا سکے۔

اس ایوان کی رائے ہے کہ مڈل، سیکنڈری اور ہائر سکول کی بچیوں کے تعلیمی نصاب میں بچیوں اور خواتین کی تولیدی صحت سے متعلق ایک آگاہی باب کا اضافہ کیا جائے  تاکہ بچیاں اپنی صحت کا خیال رکھ سکیں اور مستقبل میں اچھی مائیں بن سکیں۔

Rana Mashhood Ahmad Khan, Acting Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Fateha:-

The House offered fateha for Former Prime Minister, Benazir Bhutto on her fifth Death Anniversary. 

Question Hour: −

Questions relating to Revenue and Colonies Departments were asked and Sardar Qaiser Abbas Khan Magassi, Parliamentary Secretary for Revenue answered the questions.

Call attention Notices:-

Two Call Attention Notices were taken up. The Notice of Shaikh Allauddin regarding looting and injuring Jamshed, Police Constable by the dacoits at Bhagbanpura, Lahore and the other Notice of Mr. Ejaz Ahmad Kahlon regarding looting eight hundred thousand and injuring family of Muhammad Riaz, resident of Shahdra, Lahore were kept pending.

The Notices were answered by Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs.

Adjournment Motions:-

Twelve Adjournment Motions were taken up.  The motions moved by Shaikh Allauddin regarding torture upon Carpenters at the hands of staff of Forest Department who sealed their shops in the suburb of Changa Manga Forest to cover their own corruption who had become millionaire through embezzlement and bringing devastation to this forest, the second regarding dilapidated condition of a road connecting Lahore Cantt Station entrance with Lahore Cantt and Gulberg II, and the third regarding Punjab Medical College of Faisalabad is running its dental Department without permission and recognition by Pakistan Medical and Dental Council and thus unable to award Degrees to 50 successful Graduates, the motion moved by Rana Afzal Khan regarding illegal possession in terms of lease of land of Govt Muslim Model Girls High School Nigham Pura in PP-66 by one Mr Ghulam Muhammad Sabir in connivance with the Revenue Department and the Motion moved by Ch Javed Ahmad Advocate regarding Water Fee collection without its supply, provision of inputs at higher prices and decrease in the rates of crop yield in district Pakpattan making farmers life miserable were kept pending till next week. The Motions moved by Nighat Nasir Sheikh regarding illegal possession and usage of school in “Meeran Kalan” by Influential people which was constructed for 5 million rupees, due to negligence of Hafizabad Administration, the second Motion regarding Matric Students facing hurdles to submit admission forms due to mal functioning of on-line system installed at Lahore Board and the third Motion regarding protests lodged by residents of Mustafa Town against the Department of LDA, who had been served notices by the Department in connivance with the land Mafia for cancellation of plots allotted to them after observing all the codal formalities, the Motion moved by Shaikh Allauddin slamming trade with India saying, so far it had costed $ 2.5 billion while Indian traders were not ready even to purchase Pakistan’s surplus potatoes. It is the time for Pakistanis to think why we are eating so expensive fruits and vegetables of India when Pakistan has many alternatives. By restricting Indian items, Pakistan can save huge forex, which otherwise was going to India without any benefit to Pakistan, the Motion moved by Ms Khadija Umer regarding illegal construction of encroachments in Lahore Food Street in connivenace with the District Administration and influential politicians, The Motion moved by Ms Seemal Kamran regarding non-provision of alternative land by DCO Faisalabad to the tenants who were farming the agricultural land in Ayub Research Centre as per agreement between these two parties and later the land occupied by them was forcefully vacated to construct GC University leaving them unemployed and violating principles of human rights, and the Motion moved by Ch Amir Sultan Cheema regarding sale of substandard meat at higher prices in Rawalpindi city due to the negligence and bad performance of City Government were disposed of.

The Motions were answered by Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs.

Private Members Day:-

The Resolution of Ch. Zaheer-ud-Din condemning Israeli aggression and genocide of innocent Palestinans at their hands and demanded the Federal Government to take up the mater at UNO for taking up practical steps to stop Israeli aggression, more over demanded O.I.C to take important and appropriate steps in view of seriousness of matter was disposed of as the mover was not present.

The Resolution moved by Shaikh Allauddin regarding adding a compulsory Clause to the Nikkah Nama (Marriage Certificate) to confirm that both bride and bride-groom were Thalassemia Free was passed by the House.

The Resolution of Humaira Awais Shahid demanding the Federal Government to take actions to impose Rabba economic system in Pakistan in accordance with the Shariat Council decision of 1999 to free Pakistani economy from heavy borrowings was disposed of due to the mover not present.

Resolution:-

The Resolution moved by Ch. Javed Ahmad regarding provision of electricity to tube-wells in the agriculture sector on flat rates was unanimously passed by the House.

The Resolution moved by Ch. Ehsan-ul-Haq Ahsan Nolatia paying tribute to the first Muslim woman Prime Minister Benazir Bhutto for her services for democracy and her struggle against dictatorship was unanimously passed by the House.

Extension In Time Limit For Laying The Reports:-

On a Motion moved by Ch. Javed Ahmad (Advocate), the House granted extension up to 31st January, 2013 to the Standing Committee on Education for laying its reports on “The Punjab Private Education Commission Bill 2012 (Bill No. 35 of 2012)” and “Starred Question Nos.3435*&3436*”.

On a Motion moved by Mehr Ishtiaq Ahmad, the House granted extension from 15st December, 2012 to 8th April, 2013 to the Standing Committee on PAC-I for laying its report in respect of “Report of Auditor General of Pakistan for Audit Paras of Government of the Punjab for Works, Civil, Revenue Receipts and Commercial for the year 2010-11”.

The House was then adjourned till 9:00 am on Friday 28th December, 2012.
