SUMMARY OF THE PROCEEDINGS

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Suspension of Rules:-

On a motion moved by Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab, the House granted leave to suspend Rule 27(2) and other Rules ibid, for suspending the rest of business and allowing to start Government Business.

Government Business:-

Introduction of Bills:-

Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs introduced the following Bills which were referred to the Concerned Standing Committees for report within one month:

1. THE DEFENCE HOUSING AUTHORITY RAWALPINDI BILL 2013 and

2. MUHAMMAD NAWAZ SHARIF UNIVERSITY OF ENGINEERING AND TECHNOLOGY MULTAN BILL 2013.

Laying of Report:-

Ch. Ghulam Nabi presented the report of the Standing Committee on Services & General Administration before the House in respect of “The Punjab Public Service Commission (second Amendment) Bill 2012 (Bill No. 41 of 2012)”.

Mr Tahir Ahmed Sindhu presented the report of the Standing Committee on Local Government and Rural Development before the House in respect of “The Punjab Local Government (fifth Amendment) Bill 2012 (Bill No. 44 of 2012)”.

Suspension of Rules:-

On motions moved by Ch Shaukat Mahmood Basra and Ms Arifa Khalid Pervaiz under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab, the House unanimously granted leave to suspend Rule 115 and other Rules ibid, for taking up the following Resolutions.

Resolutions:-

Through a Resolution Ch Shaukat Mahmood Basra vowed to foil any bid to sabotage elections and urged all democratic forces to join hands against elements conspiring against democracy and also urged the Federal Government and the Election Commission of Pakistan to take all possible measures to ensure smooth holding of General Elections. The Resolution which was unanimously passed by the House, condemned all sorts of conspiracies being hatched against democracy.

"پنجاب کا یہ نمائندہ ایوان حال ہی میں جمہوریت اور نمائندہ ایوانوں کے خلاف ہونے والی تمام سازشوں کی شدید مذمت کرتا ہے۔ یہ ایوان آئندہ انتخابات کو ملتوی کروانے اور غیرنمائندہ افراد کو قوم پر مسلط کرنے کے منصوبوں کی بھی مذمت کرتا ہے۔ یہ ایوان الیکشن کمیشن آف پاکستان اور وفاقی حکومت سے مطالبہ کرتا ہے کہ بلاخوف و خطر آئندہ انتخابات کو وقت پر یقینی بنانے کے اقدامات کئے جائیں  اور تمام سیاسی قوتوں سے اپیل کرتا ہے کہ جمہوریت اور انتخابات کو سبوتاژ کرنے کی تمام سازشوں کے خلاف متحد ہو جائیں۔"

The Following members expressed their views on the Resolution: Maj(R) Zulfiqar Ali Gondal, Ms. Sajida Mir, Ch. Ali Asghar Manda, Ch. Ehsan-ul-Haq Ahsan Nolatia, Malik Muhammad Waris Kallu, Rana Muhammad Arshad, Ch Shaukat Mahmood Basra, Rana Muhammad Afzal Khan, Dr. Muhammad Akhtar Malik, Ms. Arifa Khalid Pervez, Mian Muhammad Rafiq, Ms. Rifat Sultana Dar, Mr. Ijaz Ahmed Khan, Major (R) Abdul Rehman Rana, Ms Shazia Abid, Al-Haaj Muhammad Ilyas Chinioti, Sardar Malik Jehanzeb Warn, Rana Tanveer Ahmad Nasir, Rai Shah Jahan and Syed Hassan Murtaza.

Ms. Arifa Khalid Pervez through a Resolution condemned Tehreek-i-Insaf Chairman Imran Khan’s statement who opposed Reserved Seats for women. The Resolution was passed by the House.

“This House condemns disparaging remarks of Mr Imran Khan, Chairman, Tehrik-e-Insaf, about the qualification and merit of Members of Assembly elected on Reserved Seats. The comments were derogatory and have insulted women who have been serving this nation by being active members of their respective assemblies.”

The House was then adjourned till 9:00 am on Friday 4^th January, 2013.
