Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

 

Adjournment Motions:-

Twelve Adjournment Motions were taken up. Two motions were moved by Dr. Syed Waseem Akhtar, one regarding spread of measeals among children due to which 139 have died in Punjab and 80 in the city of Lahore, while 5 thousand cases have been registered, the reason being that there remains some deficiency in its campaign or procedure, the other motion regarding 2 brothers from the village of District Bhakkar reached their village after 2 years  imprisonment on bail who were found guilty  eating meat of a dead woman and also admitted during investigation that they had even eaten meat of 4 dead children. They otherwise had to be kept under observation to be reformed, rather than get them free, there upon people of the area protested, the four motions were moved by Mst Samina Khawar Hayat one regarding abolishment of special units in the Services Hospital which was providing free of cost treatment to the government employees. The functioning of this special unit along with provision of Diabetes center  and free medical slips for government employees in the hospital is now urgently required, the second motion regarding non-availability of girls hostel in Govt Amir-ud-din-Medical college Lahore, due to which girl students from other cities have to face  a lot of residential problems, the third motion regarding death of 11 years student who was drown in the swimming pool in the presence of instructor of a private school due to his negligence, the fourth motion regarding spread of deadly disease of measeals which is resulting in the death of infants and no measures have yet been taken for its prevention and the motion moved by Sheikh Ala ud Din regarding establishment of “Crises Hepatitis Center” after collecting record of all patients suffering from this disease from all private doctors, Basic Health units and Rular Health Centrers and provision of free medical treatment to these patients till the disease disappears were disposed of. The four motions moved by Sheikh Ala ud Din one regarding provision of parking area in all the educational institutions be made compulsory as per decision made by the City District Government and LDA, the second motion regarding Dental Department of PMC Faisalabad working without obtaining permission from PMDC due to which 50 graduates of this department are unable to get degrees, the third Motion regarding winding up of Allied Health Sciences Program in 11 medical colleges of Punjab and restriction on admission in these programmes. Moreover, Government Medical College affiliated with University of Heath Sciences are also intending to stop admission in these courses which will affect the future of students who fail to get admission in MBBS due to low marks in FSc, and the last Motion regarding sale and mutation of trust property in the name of Defence Housing Authority which under law cannot be sold and mutated and the Motion moved by Mst Samina Khawar Hayat regarding non-installation of 600 ton air conditioning system worth 500 million in Jinnah Hospital Lahore due to conflict between hospital administration and the firm on the issue of payment were kept pending till next session.

The Motions were answered by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs.

 

Government Business

Discussion and Voting on Demands for Grants for the Year 2013-14:-

The Minister for Finance moved Demands for grants in respect of Police, Education and Health Departments, Which were opposed by opposition members and they moved the cut motions. The Follwoing members expressed their views on the cut motions:- Mian Muhammad Aslam Iqbal, Mrs. Samina Khawar Hayat, Dr. Syed Waseem Akhtar, Mr. Muhammad Siddique Khan, Sardar Waqas Hassan Mokal, Dr. Murad Raas, Mr. Muhammad Sibtain Khan, Ch. Aamir Sultan Cheema . However, the House rejected the cut motions and approved the grants.

The House was then, adjourned till Wednesday, June 26, 2013 at 10:00 a.m.
