Sardar Sher Ali Gorchani, Acting Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Fateha:-

The House offered fateha for Dr. Malik Aftab Maqbool Joiya, Senior Secretary Punjab Assembly who died on 25 July 2013 due to cardiac arrest.

Oath:-

The member-elect Mst Bushra Anjum Butt (W-354) made an oath as member of the Punjab Assembly and signed the Roll of Members. Acting Speaker administered the oath.

Question hour:-

Questions relating to Schools Education Department were asked and Rana Mashhood Ahmad Khan, Minister for School Education answered the questions.

Laying of Report:-

Mian Naseer Ahmad presented the report of the Special Committee No.1 before the House in respect of “The Punjab Service Tribunals (Amendment) Bill 2013 (Bill No. 4 of 2013)”.

Suspension of Rules:-

 On a motion moved by Rana Sanaullah Khan, Minister for Law & Parliamentary Affairs under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, the House granted leave to suspend Rule 115 and others of the rules ibid, for taking up the following Resolution.

Resolution:

Rana Sanaullah Khan moved the resolution for Dr. Malik Aftab Maqbool Joiya, Senior Secretary Punjab Assembly. The House eulogized his services to the Assembly and sympathized with the bereaved family. The Resolution was unanimously passed by the House.

Privilege Motion:-

The motion moved by Mian Tahir Pervaz regarding misbehaviour of Mr. Tahir Mushtaq, Head Master, Govt High School, Chak No 172, with the Member concerned was kept pending as mover was not present.

Government Business:-

Bills:-

Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs introduced the following Bills:

“THE PUNJAB LOCAL GOVERNMENT BILL 2013”

which was referred to the Special Committee No.2 with the direction to submit its report within one week and

“MUHAMMAD NAWAZ SHAREEF UNIVERSITY OF AGRICULTURE MULTAN BILL 2013”

“THE PUNJAB BOILERS AND PRESSURE VESSELS (AMENDMENT) BILL 2013”,

THE PUNJAB ANIMALS SLAUGHTER CONTROL (AMENDMENT) BILL 2013

which were referred to the Special Committee No.1 with the direction to submit its report within one month.

Minister for Law and Parliamentary Affairs laid the following ordinance which was referred to the Special Committee No.1 with the direction to submit its report within one month “THE PUNJAB POLICE ORDER (AMENDMENT) ORDINANCE 2013”,.

Motion:-

The motion moved by Rana Sanaullah Khan, Minister for Law & Parliamentary Affairs under Rule 240 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, to use Assembly Chamber as Polling Station for the upcoming Presidential election to be held on 30 July 2013 was passed by the House.

میں یہ تحریک پیش کرتا ہوں کہ قواعد انضباط کار صوبائی اسمبلی پنجاب 9971 کے قاعدہ 240 کے تحت اسمبلی چیمبرز کو صدارتی الیکشن 2013کے سلسلہ میں بطور پولنگ سٹیشن استعمال کرنے کی اجازت دی جائے۔
