(b) CONSIDERATION AND PASSAGE OF BILL

      THE PUNJAB SERVICE TRIBUNALS (AMENDMENT) BILL 2013

            A MINISTER to move that the Punjab Service Tribunals (Amendment) Bill 2013, as recommended by Special Committee No.1, be taken into consideration at once.

            A MINISTER to move that the Punjab Service Tribunals (Amendment) Bill 2013, be passed.

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Oath:-

The member-elect, Ms. Jayeda Khalid Khan (W-361) made an oath as member of the Punjab Assembly and signed the Roll of Members. Mr. Speaker administered the oath.

Question Hour:-

Questions relating to Communication and Works Department were asked and answered by Mr. Tanveer Aslam Malik, Minister for Housing.

Call Attention Notices:-

Two Call Attention notices were taken up. The notice moved by Mrs. Faiza Ahmad Malik regarding dacoity at gun point of Rs.3.5 million at the house of Mubeen Khan located at Defence Block B, Lahore, and the other notice of Mian Tahir Pervaz regarding murder of a woman on resistance by dacoits at Chak No 95 GB, Toba Tak Singh were disposed of.

The notices were answered by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs.

Suspension of Rules:-

On a motion moved by Dr. Syed Waseem Akhtar, under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, the House granted leave to suspend Rule 115 and others of the Rules ibid, to move the following Resolution.

Resolution:-

Dr. Syed Waseem Akhtar through a Resolution condemned the illegal act of Egyptian army toppling down a democratically elected political government, removing an elected President and massacre of Egyptian people by the armed military and demanded immediate restoration of Morsi government. The Resolution was unanimously passed by the House.


Laying of Reports:-

Mian Naseer Ahmad presented the reports of the Special Committee No.1 on “The Punjab Boilers and Pressure Vessels (Amendment) Bill 2013 (Bill No. 7 of 2013)” and “The Punjab Animals Slaughter Control (Amendment) Bill 2013 (Bill No. 8 of 2013)” before the House.

Extension In Time Limit For Laying The Report:-

On a Motion moved by Malik Mazhar Abbas Raan, MPA the House granted extension upto two weeks to the Special Committee-II for laying its report on “The Punjab Local Government Bill 2013 (Bill No. 5 of 2013)”.

Privilege Motion:-

The Privilege Motion moved by Mian Tahir Pervaz regarding misbehaviour of Mr. Tahir Mushtaq, Headmaster, Government High School Chak No.172 GB, Tehsil Samundri, District Faisalabad with the Member concerned was kept pending for fifteen days.

The motion was answered by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs.

Adjournment Motions:-

Fifteen Adjournment Motions were taken up. Eight Adjournment Motions were moved by Sheikh Alla-ud-Din (i) regarding provision of parking area in all the educational institutions be made compulsory as per decision made by the City District Government and LDA, (ii) Motion regarding sale and mutation of trust property in the name of Defense Housing Authority which under law cannot be sold and mutated was referred to the Anti-Corruption Department, (iii) Motion regarding non-issuance of 17 lac number plates to the owners of vehicles in the Province of Punjab due to which vehicles are running on the roads without having these plates, notwithstanding that their price has been paid, (iv) motion regarding purchase of substandard cold rooms in 14 Districts of Punjab to preserve vaccines to prevent different diseases as a result of which, vaccine have been expired, (v) motion regarding establishment of “Crises Hepatitis Center” after collecting record of all patients suffering from this disease from all private doctors, Basic Health units and Rular Health Centrers and provision of free medical treatment to these patients till the disease disappears were kept pending till next week. (vi) motion regarding Dental Department of PMC Faisalabad working without obtaining permission from PMDC due to which 50 graduates of this department are unable to get degrees was kept pending till next session. (vii) Motion regarding winding up of Allied Health Sciences Program in 11 medical colleges of Punjab and restriction on admission in these programmes. Moreover, Government medical colleges affiliated with University of Heath Sciences are also intending to stop admission in these courses which will affect the future of students who fail to get admission in MBBS due to low marks in FSc, (viii) motion regarding eviction of inhabitants residing since long in Changa Manga Forest on the orders of Divisional Forest Officer and injuries occurred to children during this operation who were present in their houses. Even residents were not allowed to shift their households to some safe place were disposed of.

The Motion moved by Mr. Ahmed Khan Bhachar regarding non regularization of employees of Greater Thal Canal Project, the motion moved by Syed Wasim Akhtar regarding steps to be taken by the government to start awareness campaign against spread of hepatitis B and C and how to prevent it, and the motion moved by Mian Muhammad Aslam regarding death of 35 years old Sheikh Muhammad Ramzan, who while driving a motor bike fell from Muslim Town, Wahdat Road Fly Over on taking dangerous cut/turn and died on the spot were kept pending till next week. The motion moved by Ch Aamir Sultan Cheema regarding recovery of 16 years old girl, Maryam, by police in Mandi Baha-ud-din Bherowal who was kept in police custody and raped by Police Incharge and ASI Mr. Ijaz, the motion moved by Dr. Syed Waseem Akhtar regarding steps to be taken by the Punjab Government against one wheelers running their vehicles on the roads of Lahore resulting in their deaths and the motion moved by Ch Iftikhar Hussain Chhachhar regarding increase in the number of dacoties in the Provincial capital of Punjab and inefficiency of police officials to stop occurrence such of incidents rather their involvement in the commission of crimes were disposed of.

Five Adjournment motions regarding torture by the Police on crowd, protesting against unscheduled load shedding of electricity and gas in Faisalabad without considering respect for women and children and they were baton charged and shells were thrown on them were moved by Ch Aamir Sultan Cheema, Mrs. Saadia Sohail Rana, Mrs Raheela Anwar and Mr Khawaja Muhammad Islam were disposed of.

CONSIDERATION AND PASSAGE OF BILL:-

Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs moved “THE PUNJAB SERVICE TRIBUNALS (AMENDMENT) BILL 2013” which was unanimously passed by the House.

The House was then adjourned till 9:00 am on Friday 16th August, 2013.
