CONSIDERATION AND PASSAGE OF BILL

      THE PUNJAB LOCAL GOVERNMENT BILL 2013 (Bill No. 5 of 2013)

            A MINISTER to move that the requirements of Rule 95(3) of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, may be suspended under Rule 234 of the Rules ibid, for immediate consideration of the Punjab Local Government Bill 2013.

            A MINISTER to move that the Punjab Local Government Bill 2013, as recommended by Special Committee No.2, be taken into consideration at once.

            A MINISTER to move that the Punjab Local Government Bill 2013, be passed.

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour:-

Questions relating Food, Zakat and Ushr departments were asked and answered by Malik Nadeem Kamran, Minister for Zakat and Ushr and Mr. Bilal Yasin, Minister for Food respectively.

Laying of Report:-

Rana Muhammad Arshad presented the report of the Special Committee No. 1 before the House in respect of “The Punjab Police Order (Amendment) Bill 2013 (Bill No. 9 of 2013)”.

Adjournment Motions:-

Two adjournment Motions moved the motion moved by Mr Ramesh Singh Arora regarding massive corruption worth billions of rupees by former Evacuee Trust Property Board Chairman Syed Asif Hashmi, who distributed state Land allocated to Gurdwaras and temples among Qabza Mafia and had fled from Pakistan along with plundered money one of such examples is 65 acres state land in Nankana Sahib reserved for gurdwara occupied in the name of development of Lawyer’s Housing Colony. He feared that it would not only damage the national image internationally but also weaken the writ of the government to safeguard the rights of the minorities, the other motion moved by Ms Kanwal Nuaman regarding nonimplementation on the recommendations made in the Resolution unanimously passed by the House on 4 January 2011 to construct a temporary bridge over River Chenab at Muaza Gogria District Jhang enabling farmers to easily transport their crops to the market since roads were destroyed in the flood were kept pending till 22 August 2013.

The Motions were answered by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs.

At this stage a dead lock occurred between Treasury and the Opposition moved on 20 August 2013 by Mian Muhammad Aslam, which was pended till 21 August 2013, members on the issue of resolution against CIA drone attacks on Pakistan Soil and Mr. Speaker adjourned the Resolution till 22 August 2013, under Rule 120 of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997 to bring up the amendment in the Resolution.

Consideration and Passage of Bill:-

Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs moved “THE PUNJAB LOCAL GOVERNMENT BILL 2013 (Bill No. 5 of 2013), which was passed by the House.

The House was then adjourned till 10:00 am on Thursday 22nd August, 2013.
