            A MINISTER to lay the Punjab Transparency and Right to Information Ordinance 2013.

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Panel of Chairmen:-

Under Rule 13(1) of the Rules of Procedure of Provincial Assembly of the Punjab, 1997, Rai Mumtaz Hussain Babar Secretary Assembly announced the Panel of Chairmen in the following order:

Mian Manazir Hussain Ranjha  (PP-31)

Malik Muhammad Zahoor Anwer (PP-23)

Mrs. Saba Sadiq (W-306)

Mr. Muhammad Sibtain Khan (PP-46)

OATH: −

The members-elect Mian Marghoob Ahmad (PP-150), Mr. Khurram Shehzad (PP-72) and Mr. Hammad Nawaz Tippu (PP-254) made oath as members of the Punjab Assembly and signed the Roll of Members. The Speaker administered the oath.

Question Hour: −

Questions relating to Industries, Commerce and Investment Department were asked and Ch Muhammad Shafique, Minister for Industries, Commerce and Investment answered the questions.

Fateha:-

The House offered fateha for father of Dr. Salah ud Din Khan, MPA and brother of Javed Ansari, MPA and also for those who died in Baluchistan earthquake and Peshawar bomb blast.

The House observed one minute silence for Non Muslims who died in the bomb blast in a church in Peshawar.

Laying of Reports:-

Mian Naseer Ahmad presented the reports of the Special Committee No. 1 before the House in respect of the following:

1.    The Punjab Commission on the Status of Women Bill 2013 (Bill No. 10 of 2013),

2.    The Punjab Payment of Wages (Amendment) Bill 2013 (Bill No. 11 of 2013)

3.    The Employees Cost of Living (Relief) (Amendment) Bill 2013 (Bill No. 12 of 2013)

4.    The Punjab Minimum Wages for Unskilled Workers (Amendment) Bill 2013 (Bill No. 13 of 2013)

5.    The Punjab Shops and Establishments (Amendment) Bill 2013 (Bill No. 14 of 2013)

6.    The Punjab Workmen’s Compensation (Amendment) Bill 2013 (Bill No. 15 of 2013) and

7.    The Punjab Weights and Measures (International system Enforcement) (Amendment) Bill 2013 (Bill No. 16 of 2013).

Privilege Motion:-

The Privilege Motion moved by Mr. Abu Hafs Muhammad Ghiyas-ud-Din regarding misbehavior of AC, Shakargarh with the member concerned was kept pending till next week.

The Motion was answered by Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs.

Adjournment Motions:-

Thirteen Adjournment Motions were taken up. Four adjournment Motions were moved by Sheikh Ala-ud-Din, the motion regarding Dental Department of PMC Faisalabad working without obtaining permission from PMDC due to which 50 graduates of this department are unable to get degrees, the Speaker directed to constitute a Committee in terms of Rule 187 of the Rules of Procedure, Provincial Assembly of the Punjab, 1997, to probe the matter, the second Motion demanding installation of waste water treatment plants at River Ravi, starting from the point of Babu Sabu was kept pending, the third Motion regarding sale and mutation of Trust Property in the name of Defence Housing Authority which under law cannot be sold and mutated, the fourth Motion regarding non-issuance of 17 lac number plates to the owners of vehicles in the province of Punjab due to which vehicles are running on the roads without having these plates, notwithstanding that their price has been paid, the motion moved by Syed Wasim Akhtar regarding steps to be taken by the Government to start awareness campaign against spread of Hepatitis B and C and measures to prevent it, the motion moved by Ms Saadia Sohail Rana regarding revelation made by WHO about non-availability of flood related viral diseases vaccination and medicines in the province of Punjab and snake bite, neither amount is allocated for the purchase of such medicines, the motions moved by Mr Amjad Ali Javed and Mian Muhammad Rafique on the same subject regarding “Target Operation” against hawkers/vendors in the month of Ramzan under taken by District Administration of Toba Tek Singh through TMA, ejecting them from Mian Bazar thus depriving them of their livelihood and making them unemployed, the Motion moved by Mr Muhammad Sibtain Khan regarding construction of defensive dam out of funds allocated for the purpose on immediate basis in Allowali Tehsil Piplain District Mianwali located in PP-46 to prevent flood water, the Motion of Mr. Mannan Khan regarding maintainance of wrecked condition of bridge constructed nearly 30 years ago on Nuala Banstar located at Noor Kot Fort Ahmadabad Road, in Tehsil Shakargarh, District Narowal which can be the cause of fatal accidents, the Motion moved by Ms Kanwal Nuaman regarding non-implementation on the recommendations made in the Resolution unanimously passed by the House on 4 January 2011 to construct a temporary bridge over River Chenab at Muaza Gogera District Jhang enabling farmers to easily transport their crops to the market since roads were destroyed in the flood, the two Motions moved by Ch. Aamir Sultan Cheema, one regarding protest made by the victims of Joseph Colony, Badami Bagh incident for not receiving Ministration cheques grant from Government and the second motion regarding increase in the prices of chicken meat and eggs were disposed of.

The Motions were answered by Mr. Khalil Tahir Sindhu, Minister for Human Rights.

Extension in Time Limit for Laying the Report:-             

On a Motion moved by Malik Mazhar Abbas Raan the House granted one month extension to the Special Committee No.II for laying its report on “the Privilege Motion No. 6, 2013 of Dr. Nausheen Hamid, MPA”.

Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs, laid the following Ordinances before the House, which were referred to the Special Committee No. 1 and Special Committee No. II, respectively with the direction to submit their respective reports within one month.
