6.   AUDIT REPORT ON THE ACCOUNTS OF PUBLIC SECTOR ENTERPRISES GOVERNMENT OF PUNJAB AUDIT YEAR 2012-2013 (COMMERCIAL AUDIT & EVALUATION)

            A MINISTER to lay the Audit Report on the Accounts of Public Sector Enterprises Government of Punjab Audit Year 2012-2013 (Commercial Audit & Evaluation).

 Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour:−

Questions relating to Revenue and Colonies Department were asked and Mr. Bilal Yasin, Minister for Food (having additional charge of Revenue and Colonies Department) answered the questions.

Privilege Motion:-

The Privilege Motion moved by Mr. Muhmmad Saqlain Anwar Sipra regarding misbehavior of Arbab Samija, Sub Inspector, Choki Incharge, Mukhayna, Jhang with the member concerned was kept pending till next week.

The Motion was answered by Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs.

Adjournment Motions:

Fifteen Adjournment Motions were taken up. Three Motions moved by Dr.  Nausheen Hamid, one regarding sale of rotten meat which is harmful and injurious to health and no action is being taken against responsible butchers, the second motion regarding condemnation of machinery worth millions of rupees after declaring it out of order scrap in “Children Hospital” by the administration, and concealing it from the Health Department for inspection which is generally affecting patients, and the last motion regarding sale of “Urea” by the dealers on high rates in the city of Sahiwal and its whereabouts in connivance with the officers of Agriculture Department, two Motions moved by Mian Mehmood-ur-Rasheed, one regarding death of 30 years old Mr Jaffar Hussain in Jinnah Hospital, Lahore, who died due to non-availability of injection for snake bite notwithstanding the fact that more than 35 injections were available in the store of hospital, the second Motion regarding dismissal of more than 300 wardens who were performing their duty very honestly, without conducting their inquiry and following relevant rules, on the allegation that they were involved in the change of seniority list and the Motion moved by Dr. Murad Rass one regarding traffic jam occurring in different roads of Lahore due to heavily constructed encroachments and as a result of such traffic jams environment pollution is also increasing, the second motion moved by Dr Murad Rass and Amir Sultan Cheema were identical as they were regarding submission of conditional resign by 3 senior District Emergency Officers of Punjab Emergency Service (Rescue 1122) in a protest against DG Rescue 1122 Dr Rizwan Naseer, who according to them is inefficient, harass employees of the Department and indulges in corrupt practices thus incur huge loss to the national exchequer, two Motions moved by Dr. Syed Waseem Akhtar, one regarding mushroom of private medical hospitals in the province and their owners after, ignoring the relevant rules, are generating inefficient doctors in the society resultinging in the occurrence of health problems, and the other Motion regarding purchase of substandard medicines in the Government hospitals, of the Punjab, for being available at cheaper rates, the Motion moved by Sheikh Ala-ud-Din regarding sale of steroids in Lahore in the cover of herbal medicines by fake peers and quacks which can be causes of heart and kidney failures, the Motion moved by Mrs. Azma Zahid Bukhari regarding spread of Dengue fever in the provincial capital because preventive measures have not been taken in time, the Motion moved by Ms. Shunila Ruth regarding shortage of medicines in the market used for the treatment of Dengue fever were disposed of. The Motion of Mrs. Nighat Sheikh regarding non preservation of historical building, where Allama Iqbal the great philosopher spent last days of his life, which has turned into ruins. Notwithstanding the fact that building was taken into custody by the Government in 1958, and is now used as sale depot of books written by Allama Iqbal as well as written by others on him and the motion moved by Mian Muhammad Aslam Iqbal regarding lack of space for graveyard, due to which residents of attached localities residenting near Chowk Chauburji to Yateem Khana are facing difficulties for the burial of their loved ones. Government had allocated 200 kanals of land for the purpose of constructing graveyard near Babu Sabu interchange, however this matter is in delay were kept pending till next week.

General Discussion:-

“General Discussion on Law and Order:

Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs, opened up the discussion on Law and Order. He said that terrorism in Punjab was under control due to measurements taken by the Punjab Government. He added that the Punjab Government had set up a forensic lab and wanted to expand its network to district and tehsil levels to remove loopholes in the process of investigation. Moreover, the Punjab Government was taking revolutionary steps to eliminate the traditional thana culture in the Province and for the purpose special training would be imparted to the police officials. The following members participated in the discussion: Dr. Syed Waseem Akhtar, Ch. Muhammad Iqbal, Mr. Ehsan Riaz Fatyana and Mr. Muhammad Sibtain Khan.

At this stage, the quorum was pointed out and the House was adjourned till 10:00 am on Thursday, December, 5th, 2013.
