Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour: −  

Questions relating to Irrigation Department were asked and Mian Yawar Zaman, Minister for Irrigation answered the questions.

Call Attention Notices:-

Two Call Attention Notices were taken up. The Notice of Mr. Muhammad Arif Abbasi regarding collision occured between two religious groups at Fawara Chowk Rawalpindi, in which ten people were killed and fifty were injured and the other Notice of Mian Tahir Pervaz regarding murder of M/s. Yasin and Zaheer Butt, (Moharar), Police station Jaranwala , District Faisalabad by the motorcyclists were disposed of.

The Notices were answered by Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs.

Adjournment Motions:

Eleven Adjournment motions were taken up. The motion moved by Mian Muhammad Aslam Iqbal regarding lack of space for graveyard, due to which residents of attached localities residenting near Chowk Chauburji to Yateem Khana are facing difficulties for the burial of their loved ones. Government had allocated 200 kanals of land for the purpose of constructing graveyard near Babu Sabu interchange, however this matter is in delay, the motion moved by Mian Mahmood-ur-Rasheed regarding non-releasement of development funds in respect of 3 constituencies of Lahore from where PTI members won the General Elections 2013 whereas funds for the remaining constituencies have been released from where PML(N) members got victory, the motion moved by Mian Muhammad Sadique Khan regarding sale of text books to a scrapmerchant at cheaper price by Headmistress (Ms Shahnaz Latif) of Government English Medium Girls High School, Rakh Machekey Sheikhupura, which were sent free of cost to the public school by the Punjab Government to promote education among masses, the motion moved by Mr Ahmad Shah Khagga regarding broadening of road by the Punjab Government from Thokar Niazbaig to Sodiwal in the public interest but the road from Sodewal to Samnabad is still narrow, due to which traffic remains jam and blocks at Samnabad Morre and people have to face difficulty to reach their destinations thus the project is conceived as failed, the motions moved by Sardar Vickas Hassan Mokal one regarding recovery of 14 years old boy Mr Ali Raza a student of class 9 from a private torture cell of police at Ghaziabad Police Station, Lahore where detainees are tortured after arrest and the other motion regarding construction of encroachments by some ground floor allotees in G.O.R IV Khushnuma due to which other allotees are facing parking problems as well as security matters are also affected and operation is required to demolish these encroachments, were kept pending till next week. Three motions moved by Mst Shunila Ruth one regarding death of 7 years old daughter of Mr Safdar Ali Awan, who died due to negligence of doctors deputed in Government Hospitals, Faisalabad including T.H.O and Allied Hospital, the other motion regarding sale of substandard garlic and ginger in vegetable market of Lahore, which is injurious to health and Agriculture Marketing Department is taking, no action in this regard, Moreover, due to weak policies devised by Agriculture Department, tomato produce has also badly affected and the last motion regarding violation of orders of Provincial Ombudsman by the Finance Department of Punjab, which were in accordance with the ruling of the Supreme Court to increase pension with effect from 1 July 2013 of those who retired 15 years back. The Finance Department instead of execution the orders of Provincial Ombudsman, filed appeal in the Supreme Court, which was not entertained and stay order was not allowed, two motions moved by Sardar Vickas Hassan Mokal one regarding illegal sale of kidneys in Lahore which were removed from bodies of needy people who came to the hospital owned by criminals for free treatment and the motion regarding decision taken by Lahore Parking company to hand over all parking stands of Lahore to a German firm, the decision is not only against the National interest but also shows lack of trust upon local companies and will further weaken corporate sector were disposed of.

The Motions were answered by Mr. Khalil Tahir Sindhu, Minister for Human Rights.

Laying of Reports:-

Sheikh Ijaz Ahmad presented the report of the Special Committee No.II before the House in respect of the following:-

“The Punjab Local Government (Amendment) Bill 2013 (Bill No. 20 of 2013)”.

“The Punjab Local Government (Second Amendment) Bill 2013 (Bill No. 21 of 2013)

“The Punjab Local Government (Third Amendment) Bill 2013 (Bill No. 22 of 2013) and

“The Punjab Local Government (Fourth Amendment) Bill 2013 (Bill No. 23 of 2013).

Rana Muhammad Arshad presented the report of the Special Committee No.1 before the House in respect of “The Provincial Employees Social Security (Amendment) Bill 2013 (Bill No. 19 of 2013)”.

Government Business:-

“Continuation of General Discussion on Law And Order:-

General Discussion on Law and Order continued for the second day. The following members participated in the discussion: Mian Mehmood-ur-Rasheed, Leader of Opposition, Rana Muhammad Arshad, Ms. Hina Pervaiz Butt, Mr. Muhammad Arif Abbasi, Mr. Ahmed Khan Baloch, Malik Muhammad Ahmad Khan, Mr. Ahmed Khan Bhachar, Sheikh Ijaz Ahmad, Mian Khurram Jahangir Wattoo, Mr. Tariq Masih Gill and Sardar Shahab-ud-Din Khan.

The House was then adjourned till 9:00 am on Friday, 6th December, 2013.
