1.   THE PUNJAB LOCAL GOVERNMENT (AMENDMENT) BILL 2013 (Bill No. 20 of 2013)

            A MINISTER to move that the Punjab Local Government (Amendment) Bill 2013, as recommended by Special Committee No.2, be taken into consideration at once.

            A MINISTER to move that the Punjab Local Government (Amendment) Bill 2013, be passed.

2.   THE PROVINCIAL EMPLOYEES SOCIAL SECURITY (AMENDMENT) BILL 2013 (Bill No. 19 of 2013)

            A MINISTER to move that the Provincial Employees Social Security (Amendment) Bill 2013, as recommended by Special Committee No.1, be taken into consideration at once.

            A MINISTER to move that the Provincial Employees Social Security (Amendment) Bill 2013, be passed.

Sardar Sher Ali Gorchani, Acting Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour: −  

Questions relating to Agriculture Department were asked and Dr. Farrukh Javed, Minister for Agriculture answered the questions.

Call Attention Notices:-

Two Call Attention Notices were taken up. The Notice of Dr. Murad Rass regarding dacoity of five hundred thousand rupees at gun point from Ahmad Akbar after entering his house located at Manga Mandi, Lahore was disposed of and the other Notice of Mian Manazir Hussain Ranjha regarding dacoity of forty thousand rupees, three licensed weapons and mobile phone from Sultan Ranjha at Bhabra, Kot Momin Road, District Sargodha was kept pending till next week.

The Notices were answered by Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs.

Privilege Motion:-

Privilege Motion moved by Mr. Muhmmad Saqlain Anwar Sipra regarding misbehavior of Arbab Samija, Sub Inspector, Choki Incharge, Mukhayna, Jhang with the member concerned was kept pending till 10-12-2013 as mover was not present.

Adjournment Motions:-

Fourteen Adjournment Motions were taken up. Two Motions moved by Sheikh Ala-ud-Din one regarding installation of three waste water treatment plants at River Ravi, starting from the Babu Sabu, and the other Motion regarding construction of flats on parks at Chauburji Gardens Estate, Multan Road, Lahore, on the proposal of Mr Farooq, Estate Officer S&GAD, declaring these parks useless which on the contrary provide entertainment as well as fresh air to the families of Government servants residing in the attached houses of parks and there are 24 attached houses with each park while 400 houses in totality, the Motion moved by Ms Azma Zahid Bokhari regarding collection and raising of charity and funds by certain groups on different roads of cities in Punjab for rehabilitation of flood victims, notwithstanding whether these funds are reaching the affectees, therefore, the Government needs to monitor these groups, the motion moved by Ms. Kanwal Nauman regarding 100% increase in the prices of vegetables by Market Committees in the cover of flood and monsoon rains, two Motions of Ms. Nighat Sheikh, one regarding upgradation of Government College for Women, Madina Town, Faisalabad from college to university status due to which 200 staff members working there since long have been declared to be on probation and 8000 students studying there have to face financial constraints due to fee increase. On the contrary a separate university had to be established so that identity of the college could be maintained, and the other Motion regarding non preservation of historical building, where Allama Iqbal the great philosopher spent last days of his life, which has turned into ruins. Notwithstanding the fact that building was taken into custody by the Government in 1958, and is now used as sale depot of books written by Allama Iqbal as well as written by others on him, the Motion moved by Mian Muhammad Aslam Iqbal regarding lack of space for graveyard, due to which residents of attached localities residing near Chowk Chauburji to Yateem Khana are facing difficulties for the burial of their loved ones. Government had allocated 200 kanals of land for the purpose of constructing graveyard near Babu Sabu interchange, however this matter is in delay, the Motion moved by Mr. Muhammad Siddique Khan regarding sale of text books to a scrapmerchant at cheaper price by Headmistress (Ms Shahnaz Latif) of Government English Medium Girls High School, Rakh Machekey, Sheikhupura, which were sent free of cost to the public school by the Punjab Government to promote education among masses, the Motion moved by Sardar Vickas Hassan Mokal regarding recovery of 14 years old boy Mr Ali Raza a student of class 9 from a private torture cell of police at Ghaziabad Police Station, Lahore where detainees are tortured after arrest, the Motion of Mrs. Saadia Sohail Rana regarding 5% increase in the already levied property tax by Lahore Excise Department in accordance with price hike were disposed of. The Motion moved by Mr. Ahmad Shah Khagga regarding broadening of road by the Punjab Government from Thokar Niazbaig to Sodiwal in the public interest but the road from Sodewal to Samnabad is still narrow, due to which traffic remains jam and blocked at Samnabad Morre and people have to face difficulty to reach their destinations thus the project is considered as failed, the Motion moved by Sardar Vickas Hassan Mokal regarding construction of encroachments by some ground floor allotees in G.O.R IV Khushnuma due to which other allotees are facing parking problems as well as security matters are also affected and operation is required to demolish these encroachments, the motion moved by Ms. Shunila Ruth regarding sale of substandard garlic and ginger in vegetable market of Lahore, which is injurious to health and Agriculture Marketing Department is taking no action in this regard, moreover, due to weak policies devised by Agriculture Department, tomato produce has also badly been affected, and the motion moved by Mian Mehmood-ur-Rasheed regarding non-releasement of development funds in respect of 3 constituencies of Lahore from where PTI members won the general elections 2013 whereas funds for the remaining constituencies have been released from where PML(N) members got victory were kept pending till next week.

Mian Naseer Ahmad presented the report of the Special Committee No.1 before the House in respect of “The Punjab Transparency and Right to Information Bill 2013 (Bill No. 18 of 2013)”.
