Sardar Sher Ali Gorchani, Acting Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour: −

Questions relating to Prison Department were asked and Mr. Abdul Waheed Ch, Minister for Prison answered the questions.

Privilege Motion:-

Privilege Motion moved by Mr. Muhmmad Saqlain Anwar Sipra regarding misbehavior of Arbab Samija, Sub Inspector, Choki Incharge, Mukhayna, Jhang with the member concerned was kept pending till 12-12-2013.

The Motion was answered by Mr. Khalil Tahir Sindhu, Minister for Human Rights.

Adjournment Motions:-

Nine Adjournment Motions were taken up. The Motion moved by Ms Nighat Sheikh regarding non-functional of B.Sc classes in Government Gurunanak Degree College for Women, Nankana Sahib, inspite of the fact that its building has been completed since last three years and its laboratories are now turning into ruins, the motion moved by Mr Muhammad Yaqub Nadeem Sethi regarding directions to bound newspaper publishers to put scissors and cutting marks around all the “Qurani verses and its translation” appearing in the newspapers, so that they can be easily cut off to preserve their sanctity, the motion moved by Mr Javed Akhtar regarding severe shortage of medicines in South Punjab which is a proof of bad pharma Policy of Government. The Health Department should ensure availability of medicines in the market and take measures to stop their smuggling, the motion moved by Mr Muhammad Saqlain Anwar Sipra regarding grant of university status to College of Veterinary and Animal Sciences, Jhang Campus because it fulfils the conditions required to become a university and giving it the name after Mian Muhammad Sharif Veterinary University, Jhang and the motion moved by Mian Mahmood-ur-Rasheed that in accordance with the verdict of Supreme Court of Pakistan, Pakistan Government has started granting pre-mature increment on upgradation of posts as on promotion with effect from 28 January 2002 where as, the Punjab Government is reluctant to obey the orders of Supreme Court and is refusing to grant the said increment to their employees were disposed of. The motion moved by Ms. Shunila Ruth that after the arrest of terrorists from Punjab University and UET hostels, Government has imposed strict restrictions on these hostels, as a result, terrorists have started moving towards private hostels located in different areas of Lahore and landlords of these hostels in order to get financial gains do not ask for relevant information from the occupants, the motions moved by Dr. Nausheen Hamid, one regarding improper cleanliness arrangements in the graveyards of Lahore, which have become hub of mosquitoes breed, as a result, people visiting these graveyards and living in the attached localities are at a greater risk to catch Dengue fever, and the other regarding incompletion of “Ashiyana” Housing Scheme located at Ferozpur Road, Lahore, which was started in 2011 to accommodate poor and homeless families and Government officers. Only 350 houses have been completed by now and a huge number of allotees are facing difficulties and the motion moved by Mian Mahmood-ur-Rasheed regarding increase in number of ‘AIDS’ patients in the prisons of Punjab, and the reason is drug addiction and drugs are injected from the same syringe to all the prisoners were disposed of.

Resolutions:-

1.         The Resolution moved by Mr. Muhmmad Saqlain Anwar Sipra demanded to award charter and university status to Jhang Campus of University of Veterinary and Animals Sciences, Lahore, and its name be changed to Mian Muhammad Sharif Veterinary University was passed by the House.

اس ایوان کی رائے ہے کہ یونیورسٹی آف ویٹرنری اینڈ اینیمل سائنسز لاہور کے جھنگ میں واقع کیمپس کالج آف ویٹرنری اینڈ اینیمل سائنسز جھنگ کو یونیورسٹی کا چارٹر/ درجہ دیا جائے اور اس یونیورسٹی کا نام میاں محمد شریف ویٹرنری یونیورسٹی رکھا جائے۔

2.         The Resolution moved by Mian Mehmood-ur-Rasheed was to remove encroachments and illegal constructions at the mausoleum of Dulla Bhatti and also start its renovation was passed by the House.

اس ایوان کی رائے ہے کہ دُلا بھٹی شہید کے مزار اور راستوں کو فوری طور پر ناجائز تجاوزات و قبضہ سے پاک کیا جائے نیز شہید کے شایانِ شان مزار تعمیر کیا جائے۔

3.         The Resolution moved by Ms. Kanwal Nauman regarding provision of best employment opportunities to the disabled persons was unanimously passed by the House.

اس ایوان کی رائے ہے کہ معذور افراد کے لئے روزگار کے بہتر مواقع فراہم کرنے کے لئے اقدامات اٹھائے جائیں ۔

4.         The Resolution moved by Ms. Surriya Naseem regarding registration of domestic lady workers under Labour Laws and provision of facilities to them as are provided to workers, working in factories, industries and in other institutions was disposed of as the mover was not present.

اس ایوان کی رائے ہے  کہ گھروں میں کام کرنے والی خواتین کو لیبر لاء کے تحت رجسٹر کیا جائے اور ان کو بھی فیکٹریوں/کارخانوں/ دیگر اداروں میں کام کرنے والے مزدوروں کی طرح سہولیات دی جائیں۔

5.         The Resolution moved by Mrs.‏ Raheela Naeem Alias Raheela Khadim Hussain demanded enactment of laws to punish those who are involved in molestation of children was disposed of.

اس ایوان کی رائے ہے کہ صوبہ میں بچے اور بچیوں کے ساتھ زیادتی کرنے والوں کے خلاف موثر قانون سازی کی جائے۔

6.         The Resolution moved by Ch. Aamir Sultan Cheema regarding 100% increase in the number of seats of science students in all Government Universities and Post-Graduate Colleges to save students from exploitation at the hands of private educational institutions was disposed of as the mover was not present.

اس ایوان کی رائے ہے کہ طلباء کے مستقبل کو لاحق خطرات اور ان کو پرائیویٹ یونیورسٹیوں اور تعلیمی اداروں کے استحصال سے بچانے کیلئے پنجاب کی تمام سرکاری یونیورسٹیوں اور پوسٹ گریجوایٹ کالجز میں سائنس مضامین کی سیٹوں میں بتدریج 100 فیصد تک اضافہ کر کے مستحق طلباء کو داخلے کی سہولیات فراہم کی جائیں۔

Suspension of Rules:-

On motions moved by Dr. Syed Waseem Akhtar and Mst Kanwal Nuaman under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, the House granted leave to suspend Rule 115 and others of the Rules ibid, for taking up the following Resolutions.

Resolution:

Dr. Syed Waseem Akhtar through a resolution condemned the ongoing political victimization of political leaders in Bangladesh in the name of so called war crimes and award of death sentence to political leaders of Jamaat-i-islami in Bangladesh for their alleged war crimes, urging the Federal government to raise the issue at world forum was unanimously passed by the House.

Resolution:

Ms. Kanwal Nauman through a resolution paid rich tribute and homage to the services of late President of South Africa Nelson Mandela in the field of human rights and racial discrimination, and who won many awards for his services to his Nation was unanimously passed by the House.

The House was then adjourned till 10:00 am on Wednesday, 11^th December, 2013.
