CONSIDERATION AND PASSAGE OF BILLS

1.   THE PUNJAB COMMISSION ON THE STATUS OF WOMEN BILL 2013 (Bill No. 10 of 2013)

            A MINISTER to move that the Punjab Commission on the Status of Women Bill 2013, as recommended by Special Committee No.1, be taken into consideration at once.

            A MINISTER to move that the Punjab Commission on the Status of Women Bill 2013, be passed.

2.   THE PUNJAB SHOPS AND ESTABLISHMENTS (AMENDMENT) BILL 2013 (Bill No. 14 of 2013)

            A MINISTER to move that the Punjab Shops and Establishments (Amendment) Bill 2013, as recommended by Special Committee No.1, be taken into consideration at once.

            A MINISTER to move that the Punjab Shops and Establishments (Amendment) Bill 2013, be passed.

3.   THE PUNJAB PAYMENT OF WAGES (AMENDMENT) BILL 2013 (Bill No. 11 of 2013)

            A MINISTER to move that the Punjab Payment of Wages (Amendment) Bill 2013, as recommended by Special Committee No.1, be taken into consideration at once.

            A MINISTER to move that the Punjab Payment of Wages (Amendment) Bill 2013, be passed.

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour: −  

Questions relating to Livestock & Dairy Development Department were asked and Sahabzada Ghulam Nizam-ud-Din Sialvi, Parliamentary Secretary for Livestock & Dairy Development answered the questions.

Adjournment Motions:-

Eleven Adjournment Motions were taken up. Two motions moved by Ms Nighat Sheikh, one regarding non-operational of Bone Marrow Transplant Centre in Children  Hospital and the other regarding theft of Government wood from “Bhosi” forest in Kamalia in connivance with DFO and other staff of forest Department, which is supplied to owners of coal furnaces, settled in the surrounding area of forest and the motion moved by Mian Tahir regarding non-availability of drivers and related staff for the buses purchased worth million of rupees by the Government to provide pick and drop facility to female students of different women colleges of Faisalabad Division, moreover, there is non provision of petrol and diesel to keep them in working condition. These motions were disposed of. Two motions moved by Ms Saadia Sohail Rana one regarding initial decision of Punjab Government to acquire 22 feet land along drain (Nullah) to cover it from LOS to Multan Road and the project had to be completed by 28 February but later 40-45 percent land has been acquired, which is reason of its incompletion due to which people are facing problems, the other motion regarding non-availability of proper facilities and furniture in the schools located in Baseerpur and its whereabouts, due to which students have to take classes in the open during severe winter season, three motions moved by Ms Nighat Sheikh, one regarding non-availability of Technical Board in South Punjab, due to which students have to travel long distance to get their degrees attested and the solution is to make Postal Department more effective so that such trivial matters can be resolved through mail, the second Motion regarding enactment of laws and imposition of stringent punishments to curb and get rid of dowry, which is emerging as a curse in this Muslim state, and girls whose parents can not afford it become target of domestic violence and painful death and the third Motion regarding sale of substandard cooking oil in the open market, manufactured from the remains of broiler (Chicken), the motion moved by Ms Shunila Ruth regarding dangerous increase in car snatching offences in the city of Lahore by show of weapons and car drivers are abducted by the snatchers and left at far flung area, the motion moved by Dr Nousheen Hamid regarding writing/waiving off fine by Education Department, Government of Punjab, imposed upon company that supplied laptops in violation of agreement to repair and exchange defective laptops on the basis of excuse that it is not fairly calculated and the Motion moved by Ch Amir Sultan Cheema that LDA is becoming the strongest department of Lahore in 2013, which is thrusting its powers upon other Administrative Departments and intruding in the matters of City, District and Housing Departments. These motion were kept pending till next week.

Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs moved THE PUNJAB COMMISSION ON THE STATUS OF WOMEN BILL 2013 (Bill No.10 of 2013), which was passed by the House
