CONSIDERATION AND PASSAGE OF BILLS

1.   THE PUNJAB SHOPS AND ESTABLISHMENTS (AMENDMENT) BILL 2013 (Bill No. 14 of 2013)

            A MINISTER to move that the Punjab Shops and Establishments (Amendment) Bill 2013, as recommended by Special Committee No.1, be taken into consideration at once.

            A MINISTER to move that the Punjab Shops and Establishments (Amendment) Bill 2013, be passed.

2.   THE PUNJAB PAYMENT OF WAGES (AMENDMENT) BILL 2013 (Bill No. 11 of 2013)

            A MINISTER to move that the Punjab Payment of Wages (Amendment) Bill 2013, as recommended by Special Committee No.1, be taken into consideration at once.

            A MINISTER to move that the Punjab Payment of Wages (Amendment) Bill 2013, be passed.

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour: −

Questions relating to Housing, Urban Development and Public Health Engineering Department were asked and Mr. Tanveer Aslam Malik, Minister for Housing, Urban Development and Public Health Engineering answered the questions.

Call Attention Notices:-

Two Call Attention Notices were taken up. The Notice moved by Mian Muhammad Aslam Iqbal regarding kidnapping of Mr. Ali Adnan Munir, resident of Sabzazar, Lahore for ransom money and black mailing and second Notice moved by Sardar Shahab-ud-Din Khan regarding dacoity at gun point with Rai Shahjahan Ahmad Khan, Ex-MPA at Bucheki, Nankana Sahib and looting money, mobile and other expensive things from him and his friends were disposed of.

The Notices were answered by Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs.

Adjournment Motions:-

Six Adjournment Motions were taken up. The motion moved by Sheikh Ala ud Din regarding sale of plots by land mafia reserved for Government employees at ‘Mohlanwal’ by Punjab Government Servant Housing Foundation for which Government employees are paying installments since initiation of its scheme in 2004 was disposed of under rule 83 (c) of Rules of Procedure of Provincial Assembly of the Punjab, 1997. The motion moved by Dr Syed Waseem Akhtar regarding fixation of sugarcane price at Rs.230/- instead of Rs.170/- per ton and that sugarcane crushing should be allowed to those sugar mill owners who have paid previous dues of the farmers, two motions moved by Ch. Aamir Sultan Cheema, one regarding lithotripsy machines used in crushing a stone in Kidney through surgical operation are lying out of order since long in all the Government hospitals of Lahore and Rawalpindi due to negligence of officers of Health Department and no action has been taken to get them repaired, the other motion regarding corruption and embezzlement of funds worth millions of rupees by the officers of Provincial Disasters Management Authority meant for rehabilitation of flood and earthquake affectees, the motion moved by Sardar Waqas Hassan Mokal regarding research report of Agha Khan University, disclosing that death rate in Pakistan is increasing extensively due to Diarrhea and great number of deaths are occurring in Punjab. These motions were disposed of. The motion moved by Dr Syed Waseem Akhtar regarding exploitation of farmers at the hands of sugar mafia, whose agents become active as soon as the crushing season starts and middleman plays a major role in looting farmers, when permit is not allowed to them in time and middleman buys sugarcane on cheap rates. The motion was kept pending.

Consideration and Passage of Bill:-

Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs moved the: THE PUNJAB SHOPS AND ESTABLISHMENTS (AMENDMENT) BILL 2013 (Bill No. 14 of 2013), which was passed by the House.

The House was then adjourned till 9:00 a.m on Friday, 14th February, 2014.
