GOVERNMENT BUSINESS

1.   THE PUNJAB FINANCE (AMENDMENT) BILL 2014 (Bill No. 03 of 2014)

            A MINISTER to move that the requirements of rule 93, rule 95 and all other relevant rules of the Rules of Procedure of the Provincial Assembly of the Punjab 1997 may be dispensed with under rule 234 of the Rules ibid, for immediate consideration of the Punjab Finance (Amendment) Bill 2014.

            A MINISTER to introduce the Punjab Finance (Amendment) Bill 2014.

            A MINISTER to move that the Punjab Finance (Amendment) Bill 2014, be taken into consideration at once.

            A MINISTER to move that the Punjab Finance (Amendment) Bill 2014 be passed.

2.   THE PUNJAB PAYMENT OF WAGES (AMENDMENT) BILL 2013 (Bill No. 11 of 2013)

            A MINISTER to move that the Punjab Payment of Wages (Amendment) Bill 2013, as recommended by Special Committee No.1, be taken into consideration at once.

            A MINISTER to move that the Punjab Payment of Wages (Amendment) Bill 2013, be passed.

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Suspension of Rules:-

On a motion moved by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, the House granted leave to suspend Rules 42(2)(c)(vii) and 83(o)(ii) respectively and others of the Rules ibid, for taking up Question Hour and Adjournment Motions.

Question Hour: −  

Questions relating to Services and General Administration Department were asked and Mr. Ali Asghar Manda, Parliamentary Secretary for Services and General Administration answered the questions.

Adjournment Motions:-

Three Adjournment Motions were taken up. The Motions were moved by Ms. Shunila Ruth regarding involvement of LDA officers in corruption practices and planning to plunder 180 LDA flats located at Mohni Road by selling them through bogus auction to their own bidders, the second motion moved by Ms Raheela Anwar regarding Registry Branch, Revenue Department Ravi Road, has become hub of corruption and illegalities due to corrupt practices of Muhammad Younus (MRI), who through private touts deployed by him to look after Government record are minting money from people and the last motion moved by Sheikh Ala ud Din regarding decision of Punjab University New Campus to handover its most expensive land to Daewoo Pakistan Bus Service. The base of this master plan is in some secret hands. The cause of Punjab University should be imparting education rather commercialization. Private universities mafia, which is earning billions of rupees, is trying to abolish the existence of this prestigious institution i.e. Punjab University. The motions were kept pending.

The Motions were answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

Government Business:-

Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs introduced: THE PUNJAB FINANCE (AMENDMENT) BILL 2014 (Bill No. 03 of 2014), under Rule 91(5) of the Rules of Procedure of the Provincial Assembly of the Punjab 1997.

Suspension of Rules:-

On a motion moved by Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs the House granted leave to dispense with the requirements of Rule 95 and other relevant rules of Rules of Procedure of the Provincial Assembly of the Punjab, 1997, under Rule 234 of the Rules ibid, for immediate consideration of “The Punjab Finance (Amendment) Bill 2014 (Bill No. 03 of 2014)”.

Consideration and passage of the Bill:

Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs moved: THE PUNJAB FINANCE (AMENDMENT) BILL 2014 (Bill No. 03 of 2014), which was passed by the House.

Motion under rule 150 (1)

Minister for Law and Parliamentary Affairs, Rana Sanaullah Khan moved the motion under rule 150 (1) of Rules of Procedure of Provincial Assembly of the Punjab, 1997 regarding electing Mrs. Azma Zahid Bukhari for Standing Committee on Law & Parliamentary Affairs against the seat vacated by Mr. Ahmed Khan Baloch and Mr. Jaffar Hussain Hocha for Standing Committee on Colonies against the seat vacated by Mrs. Azma Zahid Bukhari. The motion was unanimously passed by the House.

Extension In Time Limit For Laying The Reports:-

On a Motion moved by Syed Hussain Jahania Gardezi, the House granted extension for one month to the Standing Committee on Privileges for laying its reports on “Privilege Motions Nos. 6,7,10,11,12, and 13 for the year 2013.”

The Speaker then adjourned the House sine die.
