LAYING OF ORDINANCE

1.   THE PUNJAB PUBLIC PRIVATE PARTNERSHIP ORDINANCE 2014

            A MINISTER to lay the Punjab Public Private Partnership Ordinance 2014.

INTRODUCTION OF BILL

2.   THE PUNJAB FAIR REPRESENTATION OF WOMEN BILL 2014 (Bill No. 04 of 2014)

            A MINISTER to introduce the Punjab Fair Representation of Women Bill 2014.

            A MINISTER to move that the requirements of rule 94 of Rules of Procedure of the Provincial Assembly of the Punjab 1997 may be dispensed with in terms of rule 234 of the said Rules, for the purpose of consideration of the Punjab Fair Representation of Women Bill 2014 on 8th March 2014.

Sardar Sher Ali Gorchani, Deputy Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Panel of Chairmen:-

Under Rule 13(1) of Rules of Procedure of Provincial Assembly of the Punjab 1997, the Senior Secretary Assembly announced the Panel of Chairmen in the following order:

Ch Yasien Sohl (PP-156)

Rana Munawar Hussain alias Rana Munawar Ghous (PP-36)

Mrs. Saba Sadiq (W-306)

Mr. Sardar Shahab-ud-Din Khan (PP-263)

Questions relating to Home Department were asked and Mahar Ijaz Ahmad Achlana, Parliamentary Secretary for Home Department answered the questions.

Laying of Reports:-

Mrs. Shameela Aslam presented the report of the Standing Committee on Education before the House in respect of “The Lahore Garrison University Bill 2014 (Bill No.2 of 2014)”.

Rana Abdul Rauf Khan presented the report of the Standing Committee on Housing, Urban Development and Public Health before the House in respect of “The Punjab Development of Cities (Amendment) Bill 2014 (Bill No.1 of 2014)”.

Adjournment Motions:-

Six Adjournment Motions were taken up. Two motion moved by Sheikh Alla-ud-Din, one regarding incompletion of project due to negligence of TMA and Public Health Department to provide clean potable water through 17 water tanks in the city of Gujrat, out of which only 2 water tanks have been completed was disposed of and the other Motion regarding deteriorating condition of Sheikh Zayed Hospital after its transfer to Punjab Government due to cut in its annual budget and suspension of Board of Governors, consequently educational institutions attached with the hospital are also becoming ineffective was kept pending till next session. The motion moved by Ms Shunila Ruth regarding dangerous increase in car snatching offences in the city of Lahore by show of weapons and car drivers are abducted by the snatchers and left at far flung area was kept pending till next week. The Motion of Sardar Vickas Hassan Mokal regarding construction of encroachments by some ground floor allotees in G.O.R IV Khushnuma due to which other allotees are facing parking problems as well as security matters are also affected and operation is required to demolish these encroachments, the motion moved by Mr Ahmad Shah Khagga regarding broadening of road from Thokar Niazbaig to Sodiwal by the Punjab Government in the public interest but the road from Sodiwal to Samanabad is still narrow, due to which traffic remains jammed and blocked at Samanabad Morre and people have to face difficulty to reach their destinations thus the project is conceived as failed, the motion moved by Ms Saadia Sohail Rana regarding initial decision of Punjab Government to acquire 22 feet land along drain (Nullah) to cover it from LOS to Multan Road and the project had to be completed by 28 February but later 40-45 percent land has been acquired, which is reason of its incompletion due to which people are facing problems were disposed of.

The Motions were answered by Mr. Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

Laying of Ordinance:-

 

Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs laid the following Ordinance ” THE PUNJAB PUBLIC PRIVATE PARTNERSHIP ORDINANCE 2014” before the House, which was referred to the standing committee on Planning & Development with the direction to submit its report within one month.

 

At this stage, the quorum was pointed out and the House was then adjourned till 2:00 pm on Saturday, March, 8, 2014.
