CONSIDERATION AND PASSAGE OF BILL

      THE PUNJAB FAIR REPRESENTATION OF WOMEN BILL 2014 (Bill No. 04 of 2014)

            A MINISTER to introduce the Punjab Fair Representation of Women Bill 2014.

            A MINISTER to move that the requirements of rule 94, rule 95 and all other relevant rules of the Rules of Procedure of the Provincial Assembly of the Punjab 1997 may be dispensed with under rule 234 of the Rules ibid, for immediate consideration of the Punjab Fair Representation of Women Bill 2014.

            A MINISTER to move that the Punjab Fair Representation of Women Bill 2014, be taken into consideration at once.

            A MINISTER to move that the Punjab Fair Representation of Women Bill 2014 be passed.

Sardar Sher Ali Gorchani, Deputy Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Motion under Rule 240:-

Minister for Law and Parliamentary Affairs, Rana Sanaullah Khan moved the motion under Rule 240 of Rules of Procedure, regarding permission to use upper chamber of the House for female guests to watch the proceedings with reference to celebration of World Women’s day. The motion was unanimously passed by the House.

Adjournment Motions:-

Only two Adjournment Motions were taken up which were moved by Ms Nighat Sheikh, one regarding non-availability of Technical Board in South Punjab, due to which students have to travel long distance to get their degrees attested and the solution is to make Postal Department more effective so that such trivial matters can be resolved through mail and  the second Motion regarding enactment of laws and imposition of stringent punishments to curb and get rid of dowry, which is emerging as a curse in this Muslim state, and girls whose parents cannot afford it become target of domestic violence and painful death were kept pending till next week.

The Motions were answered by Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs.

 Suspension of Rules:-

On a motion moved by Hameeda Waheed Ud Din, Minister for Women Development under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab, the House unanimously granted leave to suspend Rule 115 and others of the Rules ibid, for taking up the Resolution regarding constitution of Punjab Women parliamentary group on World Women’s day.

Resolution:-

The Resolution moved by Hameeda Waheed Ud Din, Minister for Women Development recommended the establishment of a Punjab Women Parliamentary Group that would work for protection of women’s rights. The Resolution was unanimously passed by the House.

 

Government Business:-

Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs introduced the following Bill:

THE PUNJAB FAIR REPRESENTATION OF WOMEN BILL 2014 (Bill No. 04 of 2014)”.

Suspension of Rules:-

On a motion moved by Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab, the House Unanimously granted leave to suspend Rule 94 and 95 and others of the Rules ibid, for immediate consideration of THE PUNJAB FAIR REPRESENTATION OF WOMEN BILL 2014 (Bill No. 04 of 2014.

Consideration and Passage of Bill:-

Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs moved the Bill THE PUNJAB FAIR REPRESENTATION OF WOMEN BILL 2014 (Bill No. 04 of 2014, which was passed by the House.

At this stage, Mian Muhammad Shahbaz Sharif, Leader of the House addressed the House. He said this bill is a big step towards women empowerment. He also said that 60 percent of 2000000 laptops had been distributed among women, similarly 50 perecnt small loans had been awarded to women for starting their businesses. He said that government would regularize   the services of Lady Health Workers. 

Suspension of Rules:-

On a motion moved by Mst. Hina Pervaiz Butt under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab, the House unanimously granted leave to suspend Rule 115 and others of the Rules ibid, for taking up the Resolution on World Women’s day.

Resolution:-

The Resolution moved by Mst. Hina Pervaiz Butt recommended to legislate to ensure stoppage of violence against women and equality of rights to them. The Resolution was unanimously passed by the House.

The House was then adjourned till 3:00 p.m. on Tuesday, 11th March, 2014.

"پنجاب اسمبلی کا یہ ایوان خواتین کے عالمی دن کے موقع پر بابائے قوم قائداعظم محمد علی جناحؒ کی بصیرت کی روشنی میں پاکستان کی خواتین کو معاشی، سماجی اور سیاسی شعبوں میں پاکستان کے مساوی شہری کے طور پر قومی دھارے میں لانے کے لئے اپنی بھرپور وابستگی اور حمایت کا اظہار کرتا ہے۔ نیز یہ ایوان اس ضمن میں حکومت پنجاب کی خدمات کو
خراج تحسین پیش کرتا ہے اور اس امر کی سفارش کرتا ہے کہ اسلامی جمہوریہ پاکستان کے آئین کے تحت خواتین کے حقوق اور ترقی کے لئے صوبہ میں پنجاب خواتین پارلیمانی گروپ قائم کیا جائے۔"

"پنجاب اسمبلی کا یہ ایوان بین الاقوامی یوم خواتین کے موقع پر پاکستانی خواتین کو زندگی کے ہر شعبے میں اپنے حقوق کے حصول کو یقینی بنانے کی قابل تعریف کوششوں پر خراج تحسین پیش کرتا ہے اور اس ضمن میں حکومت پنجاب کی خدمات کو قدر کی نگاہ سے دیکھتا ہے۔ ان خواتین کی بدولت ہی خاندان مضبوط، معاشرے بااختیار اور اقوام کی تعمیر ہوتی ہے۔ نیز پنجاب کا یہ منتخب ایوان اس بات کا عزم کرتا ہے کہ خواتین کے خلاف تشدد کے خاتمے اور خواتین کو معاشرے میں باوقار مقام دینے نیز برابری کے حقوق دلانے کے لئے مؤثر قانون سازی کی جائے گی۔"
