Sardar Sher Ali Gorchani, Acting Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour: −  

Questions relating to the Forestry, Wildlife and Fisheries Department were asked. Mr.   Muhammad Asif Malik, Minister for Forestry, Wildlife and Fisheries answered the questions.

Privilege Motions:-

Three Privilege Motions were taken up. The Motion moved by Ch. Amjad Ali Javaid regarding misbehavior of Dr. Ejaz Haider, EDO Health, Toba Tek Singh with the Member concerned, the Motion moved by Pir Khizer Hayat Shah Khagga regarding misbehavior of Mr. Farukkh, SHO, Ghala Mandi, Sahiwal with the Member concerned and the last Motion moved by Mr. Najeeb Ullah Khan Niazi regarding misbehavior of Mr. Gull Noor, DFO, Bhakkar with the Member concerned, were kept pending till next working day.

The Motions were answered by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs.

Call Attention Notices:-

Two Call Attention Notices were taken up. The Notice of Ch Ashraf Ali Ansari regarding news-item about dacoity at residence of lady doctor, sister of Dr. Anwar Aman, M.S., Civil Hospital, Gujranwala, where dacoits looted one million cash, jewellery and injured her with guns was disposed of and second Notice of Sardar Muhammad Jamal Khan Laghari regarding kidnapping of twenty women for ransom money by Ghulam Hussain Zanjani at Taman Khosa, Dera Ghazi Khan was kept pending till next session. 

The Notices were answered by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs.

 Adjournment Motions:-

Twelve Adjournment Motions were taken up. Three Motions were moved by Sheikh Ala-ud-Din, one regarding non operational Bone Marrow Transplant Center at Children’s Hospital, second Motion demanding Financial Audit of eleven Consumer Courts under Consumer Act, 2005 and the last Motion regarding deteriorating condition of Sheikh Zayed Hospital after its transfer to Punjab Government due to cut in its annual budget and suspension of Board of Governors, consequently its affiliated educational institutions are also becoming ineffective, the Motion moved by Ms Raheela Anwar regarding Registry Branch, Revenue Department Ravi Road, has become hub of corruption and illegalities due to corrupt practices of Muhammad Younus (MRI), who through private touts minting money from people, the Motion moved by Ch Amir Sultan Cheema regarding LDA’s intrusion in the matters of City, District and Housing Departments, the Motion moved by Ms Nighat Sheikh, one regarding non-availability of Technical Board in South Punjab, due to which students have to travel long distance to get their degrees attested and making Postal Department more effective to resolve such trivial matters, were disposed of. The Motion moved by Ms Shunila Ruth regarding dangerous increase in car snatching incidents in the city of Lahore at gun point and other Motion of Sheikh Ala-ud-Din regarding not considering DNA Test as evidence for rape cases by the Islamic Ideology Council, were kept pending till Wednesday, two Motions of Ms Nighat Sheikh regarding enactment of laws and imposition of stringent punishments to curb dowry and related domestic violance and other Motion regarding closure of BS Program at Murray College by the University of Gujrat, two Motions of Sheikh Ala-ud-Din regarding giving 50 Kanals of land of Punjab University on lease to the Daewoo Pakistan Bus Service and second Motion regarding extra Rs. 200 million after purchase of land by the University of Engineering and Technology, Texla, were kept pending till next week.

The Motions were answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

 Government Business:-

Pre-Budget Discussion:-

Mian Mujtaba Shuja-ur-Rehman, Minister for Finance opened up the pre-budget general discussion and apprised the House that the Government priorities for the next budget would be poverty alleviation, employment opportunities, food, energy, spending on health and education and promotion of private sector.  He further informed that the next budget will be part of three-year medium term development strategy. The first year would set the platform and targets for the next two years.

At this stage, the quorum was pointed out and the House was then adjourned till 10:00 am on Tuesday, 18th March 2014.
