Sardar Sher Ali Gorchani, Acting Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour: −

Questions relating to the Prisons Department were asked and Minister for Prisons, Abdul Waheed Ch. answered and questions relating to Tourism and Culture Department were answered by Rana Muhammad Arshad, Parliamentary Secretary for Information & Culture.

Privilege Motion:-

Privilege Motion of Dr. Nadia Aziz regarding misbehaviour of Vice Chancellor, Mr Muhammad Akram Chaudhry and Pro Vice Chancellor, Dr. Zahoor Elahi with the member concerned and with other Members of Punjab Assembly who were invited to attend meeting of Syndicate of University of Sargodha was kept pending for two days on the request of Mr. Khalil Tahir Sindhu, Minister for Human Rights and Minorities Affairs.

Adjournment Motions:-

Eleven Adjournment Motions were taken up. The Motion moved by Sheikh Ala-ud-Din regarding payment of extra 200 Million rupees as fine in addition to the full payment by the University of Engineering & Technology Taxila in exparte orders by the court because a fake suit was registered against the University by its higher authorities, the motion moved by Sardar Vickas Hassan Mokal regarding apathetic attitude of sugar mill owners towards farmers in District Kasur, whom neither payments are made by mill owners nor their sugar cane is properly measured and consequently crushing season is delayed and farmers have to face loss of million of rupees, the motion moved by Sheikh Ijaz Ahmad regarding irregularities being committed by Vice Chancellor, University of Education, who is appointing in capable and ineligible people against vacant seats, in violation of merit policy, moreover additional charge of different posts are handed over to inefficient staff of the institution, the motion moved by Mr Ahmad Khan Bhachar regarding involvement of Mr Darya Khan TMA Bhakhar and his TMO and related staff in corrupt practices who openly get bribe by people to pass their maps, the motions moved by Mian Muhammad Aslam Iqbal regarding lack of interest of Archeology Department in historical buildings like Badshahi Mosque, Lahore Fort and Shrine of Ranjit Singh and people are illegally using parking areas of these building for commercial benefits, resulting in the deterioration of these buildings, the other motion regarding X-ray machines in different hospitals of Lahore are lying non-function since long due to negligence of Health Department, and the motion moved by Dr Murad Raas regarding appointment of thousands of work charge employees on bogus documents in almost 100 divisions of Punjab in Irrigation Department resulting in loss of billions of rupees to the National exchequer. These motions were disposed of. The motions moved by Sheikh Ala-ud-Din one regarding non acceptance of DNA test as strong evidence in the cases of rape by Islamic Ideology Council as envisaged in its current judgement, the other motion regarding discontinuity of BS Programme in Murray College Sialkot, which will destroy the future of almost 2000 students, the motion moved by Ch Amir Sultan Cheema regarding plan to buy expensive paper by Lahore Board of Intermediate and Secondary School Education to use it for the preparation of degrees and certificate on the plea that by using that paper which has security factor, fake copies will not be produced and the last motion moved by Nighat Sheikh regarding provision of latest fire fighting equipment to the fire fighters at Fire Fighting Department were kept pending till next week.

The Motions were answered by Mr. Khalil Tahir Sindhu, Minister for Human Rights, Minorities Affairs.

Private member’s Day

Resolutions:-

Five resolutions were taken up. The resolution of Mian Mehmood-ur-Rashid, Leader of the Opposition expressing strong reservations on attack on renowned Journalist, Mr Hamid Mir and demanded immediate arrest of the accused as well as ensure special steps for the protection of lives and properties of Journalists was disposed of because the mover did not move the resolution on the refusal by the Acting Speaker to allow him to move out of turn resolution on Election reforms.

یہ ایوان ممتاز صحافی حامد میر پرہونے والے قاتلانہ حملے پر تشویش کا اظہار کرتا ہے اور اس کی پُرزور مذمت کرتے ہوئے مطالبہ کرتا ہے کہ ملزمان کی فوری گرفتاری عمل میں لائی جائے اور صحافی برادری کے جان و مال کی حفاظت کو یقینی بنانے کے لئے خصوصی اقدامات کئے جائیں۔

The resolution tabled by Mrs Shameela Aslam urging the Federal Government to waive off fee for issuing national identity cards to the citizens was passed by the House.

The resolution of Dr Syed Wasim Akhtar was kept pending which was regarding enactment of strict and comprehensive laws against fake “pirs”, fortune tellers and black magic doers to clean society from their immoral activities.

اس ایوان کی رائے ہے کہ معاشرے میں جعلی پیروں، عاملوں اور جادوگروں کا کاروبار اور ہتھکنڈے اپنے عروج پر ہیں جو معاشرے کے لئے ناسور بن چکے ہیں۔یہ ایوان مطالبہ کرتا ہے کہ  ان ناجائز ہتھکنڈوں کے خلاف جامع انداز میں قانون سازی کی جائےتاکہ اس مکروہ دھندے کا سدباب ہو سکے اور عوام اس ناسور سے نجات پا سکیں۔

The resolution of Mrs Saadia Sohail Rana that the subjects of agriculture and livestock should be made part of education syllabus and regular work should be held was disposed of.

اس ایوان کی رائے ہے کہ زراعت اور لائیوسٹاک کو نصاب تعلیم کا حصہ بنایا جائے اور اس حوالے سے ورکشاپس کا باقاعدگی سے انعقاد کیا جائے۔

The resolution of Ch. Amir Sultan Cheema to revise pay scales of all government employees, absorbing the adhoc increase in their salaries was not allowed by the Acting Speaker.

اس ایوان کی رائے ہے  کہ تمام سرکاری ملازمین کی تنخواہوں کے نئے پے سکیل بنائے جائیں اور ایڈہاک اضافہ اس میں ضم کیا جائے۔

The House was then adjourned till 10:00 am on Wednesday, 21^st March, 2014.
