CONSIDERATION AND PASSAGE OF BILLS

1.   THE PUNJAB LIVESTOCK BREEDING BILL 2014 (Bill No. 09 of 2014)

            A MINISTER to move that the Punjab Livestock Breeding Bill 2014, as recommended by Standing Committee on Livestock and Dairy Development, be taken into consideration at once.

            A MINISTER to move that the Punjab Livestock Breeding Bill 2014, be passed.

2.   THE PUNJAB CIVIL SERVANTS (AMENDMENT) BILL 2014 (Bill No. 08 of 2014)

            A MINISTER to move that the Punjab Civil Servants (Amendment) Bill 2014, as recommended by Standing Committee on Services and General Administration, be taken into consideration at once.

            A MINISTER to move that the Punjab Civil Servants (Amendment) Bill 2014, be passed.

3.   THE PUNJAB EMPLOYEES EFFICIENCY, DISCIPLINE AND ACCOUNTABILITY (AMENDMENT) BILL 2014 (Bill No. 07 of 2014)

            A MINISTER to move that the Punjab Employees Efficiency, Discipline and Accountability (Amendment) Bill 2014, as recommended by Standing Committee on Services and General Administration, be taken into consideration at once.

            A MINISTER to move that the Punjab Employees Efficiency, Discipline and Accountability (Amendment) Bill 2014, be passed.

Sardar Sher Ali Gorchani, Acting Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour:−                          

Questions relating to Housing, Urban Development & Public Health Engineering Departments were asked and answered by Mr. Tanveer Aslam Malik, Minister for Housing, Urban Development & Public Health Engineering.

Laying of Report:-

Ch Muhammad Akram laid the report of Standing Committee on Education on “Khwaja Fareed University of Engineering and Information Technology, Rahim Yar Khan Bill 2014 (Bill No. 17 of 2014)”.

Call Attention Notice:-

Call Attention Notice moved by Dr. Nausheen Hamid regarding robbery of Rs. 2 million at gun point in Baghbanpura, Lahore from the factory of Mr Rehamat Ali was answered by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs.

Adjournment Motions:-

Twelve Adjournment motions were taken up. The motion moved by Ms Nabela Hakim Ali Khan  regarding dilapidated condition of Noor Jahan Tomb, and no action/steps have been taken so far by the Government of Punjab for its renovation, the motion moved by Mr Ahmad Khan Bhachhar regarding incompetency of District Government Lahore to stop the ongoing illegal business of LPG refilling and to take necessary action against those who deal in such business of transferring gas from bigger to smaller cylinders openly and do not observe legal measures to store cylinders and refill them, the motion moved by Ms Shunila Ruth regarding unsatisfactory condition of Sunday Bazars in Lahore due to negligence of District Government Lahore, the motion moved by Sheikh Ala-ud-Din regarding non functional condition of ventilators available in 12 Government Hospitals of Punjab especially in ICUs and CCUs; as a result patients and their relatives have to face difficulties, besides that the number of beds available in ICUs are less than 50% of total beds of any hospital; a standard set by WHO to be followed, the motions moved by Ch Aamir Sultan Cheema one regarding shortage of flour in Sargodha city, which is a result of inefficiency of officers of the concerned department who are reluctant to take action against hoarders and the other regarding usage of tyres and coal powder as fuel in the factories located at Croal Ghattiband Road Lahore, in connivance with staff of Environment Protection Department, which is a environmental hazard and harmful for the local residents, the motion moved by Dr Salah-ud-Din Khan regarding dormant condition of Benevolent Fund in District Mianwali, consequently a number of applications of Government servants, desirous of getting aid under the said Head, are lying pending since 2010, the motion moved by Sardar Shahab-ud-Din Khan regarding embezzlement and corruption committed by Mian Muddassar in the purchase of LED lights, who is a master mind in preparing fake development schemes to commit corruption, the motion moved by Qazi Ahmad Saeed regarding sale of substandard food items in Sunday bazaars, Wahdat Road, Lahore and no action has been taken by Punjab Government against the culprits, the motion moved by Dr Nousheen Hamid regarding non formation of Local Zakat Committees due to lack of interest and sluggishness of Punjab Government, resultantly Zakat Allowance is not being disbursed among the needy in 36 districts of Punjab and the motion moved by Ms Nighat Sheikh regarding laziness of Environment Department in the cover of dengue campaign to take strict action against those who are involved in spreading environmental pollution through open disposal of harmful medical waste and substandard black shopping bags etc were kept pending.

The Motions were answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.
