Rana Muhammad Iqbal, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour:−

Questions relating to the Higher Education Department were asked and answered by Parliamentary Secretary for Higher Education, Ms. Mehwish Sultana.

Laying of Reports and Extension in time limit for laying report:

On the motion moved by Mrs.‏ Kiran Imran, the House granted one month extension in time limit for laying the report of Standing Committee on Housing, Urban Development and Public Health Engineering in respect of Adjournment Motion No. 237/14;

Syed Hussain Jahania Gardezi laid the reports of Committee on Privileges in respect of Privilege Motion Nos.13/13 and 10/14 and on the motion moved by him, the House granted one month extension in time limit for laying the reports of Committee on Privileges in respect of Privilege Motion Nos. 6, 7, 8, 9, 10-16 of 2014.

Adjournment Motions:-

Six Adjournment Motions were taken up. The Motion moved by Ms Nighat Sheikh regarding incompetence of Motorway Police deputed at Lahore Multan National Highway due to which this highway has become one of the dangerous roads in the world and the motion moved by Sheikh Ala-ud-Din regarding illegal possession and transfer of 4300 acres of land of “Bhratri Trust” located in Layyah by the Qabza group, were kept pending. The Motion moved by Mrs. Nabela Hakim Ali Khan regarding dilapidated condition of Noor Jahan Tomb and no action/steps have been taken by the Government of Punjab for its renovation, the Motion moved by Ms. Shunila Ruth regarding shambolic living conditions of majority of female prisoners imprisoned in different jails of Punjab and sufficient steps have not been taken for their improvement, the Motion moved by Malik Mazhar Abbas Raan regarding rupture of road  in PP-201 of District Multan due to transportation of heavy vehicles and machinery by the contractor to whom contract to construct Multan, Faisalabad Motorway section has been assigned by NHA and under the agreement maintenance of this road is the duty of the contractor and the Motion moved by Ahmed Khan Bhachar regarding incompetence of District Government Lahore to stop the ongoing illegal business of LPG refilling and to take necessary action against those who openly deal in such business of transferring gas from bigger to smaller cylinders and do not observe legal measures to store cylinders and refill them were disposed of.

Resolutions:-

Seven resolutions were taken up. The following resolution of Dr Syed Waseem Akhtar regarding enactment of strict and comprehensive laws against fake “pirs”, fortune tellers and black magic doers to clean society from their immoral activities was disposed of:-

اس ایوان کی رائے ہے کہ معاشرے میں جعلی پیروں، عاملوں اور جادوگروں کا کاروبار اور ہتھکنڈے اپنے عروج پر ہیں جو معاشرے کے لئے ناسور بن چکے ہیں۔یہ ایوان مطالبہ کرتا ہے کہ  ان ناجائز ہتھکنڈوں کے خلاف جامع انداز میں قانون سازی کی جائےتاکہ اس مکروہ دھندے کا سدباب ہو سکے اور عوام اس ناسور سے نجات پا سکیں۔

The following resolution of Mrs.‏Faiza Ahmad Malik regarding lifting of ban without delay on Youtube was disposed of as mover did not move the resolution:-

یہ ایوان وفاقی حکومت سے سفارش کرتا ہے کہ "یوٹیوب"پر عائد پابندی بلاتاخیر اٹھائی جائے۔

The following resolution of Mehr Muhammad Fayyaz regarding hail storm and its after effects on the crops in Tehsil Dina, district Jhelum and to declare it calamity hit area where rains and snowfall have destroyed 50 percent crops was disposed of as withdrawn by the mover:-

اس ایوان کی رائے ہے کہ چونکہ پچھلے دنوں ژالہ باری سے تحصیل جہلم اور دینہ میں گندم اور دوسری تیار فصلیں بالکل تباہ و برباد ہو گئی ہیں اور کسانوں کا سب کچھ لٹ گیا ہے لہذا مذکورہ تحصیلوں کو آفت زدہ قرار دیتے ہوئے متاثرہ کاشتکاروں کو فوری طور پر خاطر خواہ مالی امداد دی جائے تاکہ ان کی بحالی ہو سکے نیز ان کے زرعی قرضے معاف کئے جائیں۔

The following resolution of Ms Azma Zahid Bukhari demanding trial of incidents related to acid throwing in special anti-terrorism Courts was passed by the House:-

The following resolution of Ms Nighat Sheikh regarding implementation of punishments awarded to prisoners convicted in child molestation and murder was passed by the House:-

Ms Farhana Afzal moved the following resolution demanding establishment of a help desk and posting of female Social Welfare Officers at DCO offices across the province for redressing complaints of women was passed by the House:-

Suspension of Rules:-

On a motion moved by Ms Kanwal Nauman under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, the House granted leave to suspend Rule 115 and others of the rules ibid, for taking up the following Resolution:-

Ms Kanwal Nauman moved a resolution that the payments of artists performing at PTV was low and it had not been revised for the last 18 years and demanded the Federal Government to revise rate of payments of artists in accordance with the increasing price hike. The resolution was passed by the House.

"صوبائی اسمبلی پنجاب کا یہ ایوان اس امر پر تشویش کا اظہار کرتا ہے کہ اگرچہ PTV کے فنکار قوم کا اثاثہ ہیں لیکن ان کے معاوضے میں پچھلے اٹھارہ سال سے اضافہ نہیں ہوا ہے۔اس ایوان کی رائے ہے کہ بڑھتی ہوئی مہنگائی سے نبردآزما ہونے کے لئے ان کے معاوضے میں فوری طور پر مناسب اضافہ کیا جائے۔"

The House was then adjourned till 03:00 p.m. on Monday, 28^th May, 2014.
