Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Fateha:-

The House offered fateha for the departed soul of Mr Musharraf Khan brother of Mrs.‏ Naseem Lodhi, MPA.

Question Hour: −  

Questions relating to Finance, Cooperatives and Information & Culture, Departments were asked and Malik Muhammad Iqbal Channar, Minister for Cooperatives, Rana Muhammad Arshad, Parliamentary Secretary for Information & Culture and Rana Babar Hussain, Parliamentary Secretary for Finance answered the questions.

Adjournment Motions:-

Seven Adjournment Motions were taken up, Two motions moved by Ch Aamir Sultan Cheema, one regarding shortage of flour in Sargodha city which is a result of inefficiency of officers of the concerned department who are reluctant to take action against hoarders and the other regarding usage of tyres and coal powder as fuel in the factories located at Croal Ghatti Bund Road Lahore in connivance with staff of Environment Protection Department, which is an environmental hazard and harmful for the local residents, the motion moved by Dr Salah-ud-Din Khan regarding dormant condition of Benevolent Fund in District Mianwali, consequently a number of applications of Government servants desirous of getting aid under the said Head, are lying pending since 2010, the motion moved by Sardar Shahab-ud-Din Khan regarding embezzlement and corruption committed by Mian Muddassar in the purchase of LED lights, who is a master mind in preparing fake development schemes to commit corruption, the motion moved by Qazi Ahmad Saeed regarding sale of substandard food items in Sunday bazaars, Wahdat Road, Lahore and no action has been taken by Punjab Government against the culprits, the motion moved by Dr Nousheen Hamid regarding non- formation of Local Zakat Committees due to lack of interest and sluggishness of Punjab Government, resultantly Zakat Allowance is not being disbursed among the needy in 36 districts of Punjab and the motion moved by Ms Nighat Sheikh regarding laziness of Environment Department in the cover of Dengue campaign to take strict action against those who are involved in spreading environmental pollution through open disposal of harmful medical waste and substandard black shopping bags were disposed of.

The Motions were answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

Five Resolutions were taken up.

The Resolution of Dr. Syed Waseem Akhtar paid homage and tributes to the services of Late Majeed Nizami in the field of Journalism and prayed for his forgiveness. The resolution was kept pending as mover was not present.

مجید نظامی (مرحوم)نظریاتی صحافت کا ایک تابناک اور زریں عہد تھے جو اپنے اختتام کو پہنچ گئے۔ یہ ایوان اس تابناک اور روشن عہد صحافت کو خراج تحسین پیش کرتا ہے اور اللہ رب العزت سے دُعاگو ہے کہ وہ انہیں کروٹ کروٹ جنت عطا فرمائے۔ آمین۔

The Resolution of Ms Kanwal Nauman demanded the Federal Government to give incentives to private sector so that it can accommodate and allocate quota of jobs for the disabled and special people was disposed of.

اس ایوان کی رائے ہے کہ حکومت پاکستان معذور افراد کو قومی دھارے میں شامل کرنے کے لئے غیرسرکاری اداروں کو مختلف ترغیبات دے تاکہ وہ بھی اپنے اداروں میں معذور افراد کو سرکاری کوٹے کی طرح بھرتی کریں۔

Sheikh Ala-ud-din informed that there is a rapid increase among youth, attracting towards drug addiction and according to a careful estimation 8 million people are drug addicts. The ratio of drug addicts is far more high in educational institutions. Therefore through a resolution he demanded the Punjab Government and Federal Government to take appropriate steps for the eradication of drug addiction and save youth from the damages of this curse. Which was unanimously passed by the House.

Ms‏ Nighat Sheikh had withdrawn the resolution which demanded the Provincial Government to upgrade the status of Child Protection Bureau to a Directorate.

Ms Hina Pervaiz Butt tabled a resolution, calling an end to TV clips of torture and rape victims and requested the Government to take notice of the increasing number of clips and images featuring female violence victims on TV screens and bring this practice to a halt in acknowledgement of the self respect of the victims and their families. Which was unanimously passed by the House.

On a motion moved by Mian Mujtaba Shuja ur Rehman, Minister for Law & Parliamentary Affairs under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997 the House granted leave to suspend Rule 115 and others of the Rules ibid, for taking up the following Resolution.

Resolution:-

Mian Mujtaba Shuja ur Rehman, Minister for Law & Parliamentary Affairs moved the Resolution requesting the Federal Government to entitle Speaker and Deputy Speaker of Punjab Assembly to Diplomatic passports and asked for all the MPAs and Senior Officers of Punjab Assembly Secretariat to be entitled to Blue passport, to ease their foreign parliamentary travels. The resolution was unanimously passed by the House.

The House was then adjourned till Wednesday, October 22^nd, 2014 at 10:00 a.m.

"اس ایوان کی رائے ہے کہ ملک بھر میں نوجوان نسل میں منشیات نوشی کے رحجان میں دن بدن تیزی سے اضافہ ہو رہا ہے۔ ایک محتاط اندازے کے مطابق 80 لاکھ سے زائد افراد منشیات نوشی کی دلدل میں پھنس چکے ہیں۔ زیادہ تر منشیات نوشی کا استعمال تعلیمی اداروں اور یونیورسٹیوں میں ہو رہا ہے۔صوبائی اسمبلی کا یہ نمائندہ ایوان صوبائی حکومت اور وفاقی حکومت سے اس امر کی سفارش کرتا ہے کہ ملک بھر میں منشیات نوشی کی بڑھتی ہوئی تباہ کاریوں کے معاشرہ پر اثرات کا فوری تدارک کیا جائے اور ایسا لائحہ عمل بنایا جائے کہ نوجوان نسل منشیات نوشی کی لعنت سے بچ سکے۔"

"یہ ایوان وفاقی حکومت سے اس امر کی سفارش کرتا ہے کہ ملک کے تمام ٹی وی چینلز پر زیادتی کا شکار لڑکیوں اور خواتین کے clips بار بار دکھانے پر پابندی عائد کی جائے تاکہ ان خواتین اور ان کے خاندان کی عزت نفس کو مزید مجروح ہونے سے بچایا جا سکے۔"

"صوبائی اسمبلی پنجاب کا یہ ایوان وفاقی حکومت سے سفارش کرتا ہے کہ صوبائی اسمبلیوں کے سپیکر اور ڈپٹی سپیکر صاحبان کو ڈپلومیٹک پاسپورٹ اور ارکان صوبائی اسمبلی اور اسمبلی سیکرٹریٹ کے سینئر افسران کو بلیو پاسپورٹ جاری کرنے کے لئے فی الفور ضروری اقدامات کئے جائیں۔"
