Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour:- 

Questions relating to Transport Department were asked and Mr. Muhammad Nawaz Chohan, Parliamentary Secretary for Transport answered the questions.

Privilege Motion:-

The Privilege Motion moved by Mr Ghulam Murtaza regarding misbehavior of EDO, Education, Bahawalnagar with the Member concerned was referred to the Privilege Committee.

The Motion was answered by Mian Mujtaba Shuja ur Rehman, Minister for Law & Parliamentary Affairs.

Adjournment Motions:-

Nine Adjournment Motions were taken up. The Motion moved by Dr Syed Waseem Akhtar, regarding sale of substandard ice in Lahore prepared from contaminated water which is harmful for health, two motions moved by Ms Naheed Naeem regarding Loiyanawala Canal and its water distributaries containing chemically polluted water mixed with sewerage waste and this water is being used for irrigation purposes which is dangerous for human beings and animals, the other motion regarding obsolete condition of underground water pipes due to which polluted contaminated potable water is supplied to the residents of Gulshan Labour Colony of Gujranwala and they are suffering from various diseases, two Motions moved by Sheikh Ala-ud-Din, one regarding transfer of 4300 acres land of Bhratri Trust a Hindu Property in Layyah in the name of Evacuee Trust Property Board and later seized by “Qabza group” through claims of inheritance and the other Motion regarding Lahore being declared the 10th most polluted city of the world by WHO and one of the reasons of its pollution is installation of coal power plant in Indian Punjab were kept pending. The motion moved by Dr Nousheen Hamid regarding non regularization of class IV employees of Benazir Hospital Rawalpindi by the Health Department of the Punjab Government, notwithstanding the orders of Supreme Court of Pakistan passed on January 4, 2011, hence guilty of contempt of Court, the motion moved by Sheikh Ijaz Ahmad that due to non installation of bio metric system in Allied Hospital and DHQ hospitals Faisalabad, the doctors and para-medical staff do not attend hospitals regularly and patients coming from far flung areas have to face difficulties to get proper treatment, the motion moved by Ms Nabeela Hakim Ali Khan regarding establishment of independent and autonomous university in Sahiwal city naming after the said city instead of upgrading government college for boys which will financially burden students presently studying in the college and the motion moved by Bao Akhtar Ali regarding shifting of Zonal Office of Excise Department Punjab from GT Road Baghbanpura to Empress Road and inconvenience being faced by the general public were disposed of.

 Government Business:-

Introduction of Bill:-

Mian Mujtaba Shuja ur Rehman, Minister for Law & Parliamentary Affairs introduced “THE PUNJAB INSTITUTE OF QURAN AND SEERAT STUDIES BILL 2014”, which was referred to the Standing Committee on Religious Affairs and Auqaf with the direction to submit its report within two months.

Suspension of Rules:-

On a motion moved by Mian Mujtaba Shuja ur Rehman, Minister for Law & Parliamentary Affairs under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, the House granted leave to suspend Rule 115 and others of the Rules ibid, for taking up the following Resolutions.

Resolutions:-

Mian Mujtaba Shuja ur Rehman, Minister for Law & Parliamentary Affairs moved the following two Resolutions which were unanimously passed by the House. The first resolution condemned the attacks carried out by Indian Army on the Line of Control and Working Boundary and urged the world community to play its role in checking the Inidan hostile acts against Pakistan which is a blatant violation of International law and asked the Pakistan Government to raise the issue at the level of the United Nations to halt unprovoked firing by India and said the issue should be further voiced on international forum until India is forced to stop.

The second resolution congratulated Ms Malala Yousafzai on her accolades, including her recent Nobel Peace Prize won for resisting extremist forces and continuing to fight for girls education across the world. She is “Daughter of Pakistan” who had displayed unprecedented courage and brought pride to the Government of Pakistan and its people.

 

General Discussion:-

GENERAL DISCUSSION ON RESOLUTION REGARDING DEMOCRACY:-

The following Members participated in the discussion on Resolution regarding Democracy: Malik Muhammad Waheed, Khadija Umar, Mr. Ch. Amjad Ali Javaid, Mr. Zulfiqar Ghori, Mrs. Najma Begum, Ms. Surriya Naseem, Dr. Najma Afzal Khan and Mst. Nabira Indleeb.

The House was then adjourned till Thursday, October 23rd, 2014 at 10:00 a.m.

"صوبائی اسمبلی پنجاب کا یہ ایوان کنٹرول لائن اور ورکنگ باؤنڈری پر جاری بھارتی جارحیت کی پُرزور الفاظ میں مذمت کرتا ہے۔ پاک فوج کے ساتھ ساتھ عام شہریوں کو اپنی جارحیت کا نشانہ بنا کر بھارتی حکومت بین الاقوامی قوانین کی مسلسل خلاف ورزی کی مرتکب ہو رہی ہے۔ یہ ایوان بھارتی جارحیت کے نتیجے میں ہونے والی ہلاکتوں پر اظہار غم کرتا ہے اور شہداء کی بلندی درجات کے لئے دُعاگو ہے۔ یہ ایوان بھارتی جارحیت کو بین الاقوامی سطح پر اٹھانے کے وفاقی حکومت کے اقدام کو تحسین کی نگاہ سے دیکھتا ہے اور مطالبہ کرتا ہے کہ عالمی برادری کے ذریعے بھارتی جارحیت اور اس کے جارحانہ عزائم کا نوٹس لیکر اسے بین الاقوامی قوانین کی پابندی پر مجبور کیا جائے۔ مزید برآں یہ ایوان افواج پاکستان کو بھی خراج تحسین پیش کرتا ہے کہ انہوں نے بھرپور انداز میں دشمن کو منہ توڑ جواب دیا ہے تاکہ وہ آئندہ ایسی جرات نہ کر سکے۔"
