Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour 

Questions relating to Food Department were asked and Ch Muhammad Asad Ullah, Parliamentary Secretary for Food answered the questions.

Laying of Report

Ch. Abdul Razaq Dhillon presented the report of the Standing Committee on Local Government and Rural Development regarding “The Punjab Local Government (Second Amendment) Bill 2014 (Bill No. 28 of 2014)”.

Call Attention Notices

Two Call Attention Notices were taken up. The Notice of Mian Tariq Mehmood regarding dacoity of 50 tola gold, twenty thousand Euros and one million cash from the house of Haji Hayat, resident of Thana Jalalpur Jattan, District Gujrat, and the other Notice of Ch. Aamir Sultan Cheema regarding killing of B.Com student by the Bhaghtanwala police, Sargodha were disposed of.

The Notices were answered by Col. (R) Shuja Khanzada, Minister for Home.

Adjournment Motions

Twelve Adjournment Motions were taken up. Two Motions were moved by Ms Naheed Naeem, one regarding Loiyanawala Canal and its water distributaries containing chemically polluted water mixed with sewerage waste and this water is being used for irrigation purposes which is dangerous for human beings and animals, and the other motion regarding obsolete condition of underground water pipes due to which polluted contaminated potable water is supplied to the residents of Gulshan Labour Colony of Gujranwala and they are suffering from various diseases, the motion moved by Sheikh Ala ud Din regarding evasion of taxes by wedding hall owners in Punjab because no government department has record of their earnings and it is example of undocumented economy, therefore, premises usage and catering in these hotels should be treated separately, the motion moved by Mian Tariq Mehmood regarding nepotism prevalent in Revenue Department Kharian and the officers of the department are receiving heavy amount from patwaris to appoint them as per their place of interest and allotting them more than one area of work place, the motion of Aamir Sultan Cheema regarding forced use of banned medicines among sports women of Punjab University, which were creating serious genetic and ancillary medical problems were kept pending while the motion of Dr Syed Waseem Akhtar on the same subject was disposed of, the other three motions of Dr Syed Waseem Akhtar one regarding abolishment of interest in agriculture transactions in Punjab and steps needed in the advancement of “Baisalam” project initiated in 2008, the second motion regarding  private schools receiving heavy fees from students in the cover of entry tests, the third motion regarding sale of substandard ice in Lahore prepared from contaminated water which is harmful for health, the motion moved by Ms Khadija Umer regarding abolishment of local government taxes and fee on the sale and purchase of cattles is benefitting the business community than the common man, the motion moved by Sheikh Ala ud Din regarding irregularities in the over and above admission of students in medical colleges of Punjab which have been declared illegal by PMDC in violation of Rules, as a result future of hundred of students is at stake and the motion moved by Ms Hina Pervaiz Butt regarding death of a mother and a daughter as a result of blast occurred in rickshaw due to incompetency of the concerned department which does not check faulty CNG cylinders installed in rickshaws and measures are required to be taken to ensure fitness of vehicles, were disposed of.

CONTINUATION OF GENERAL DISCUSSION ON RESOLUTION REGARDING DEMOCRACY

General Discussion on Resolution regarding Democracy continued for the fourth consecutive day. The following members participated in the discussion: Mr. Majid Zahoor, Mian Tariq Mehmood, Mr. Abu Hafs Muhammad Ghiyas-ud-Din and Sardar Khalid Mahmood Waran.

The House was then adjourned till Friday, October 24th, 2014 at 9:00 a.m.
