1.   THE PUNJAB EXPLOSIVES (AMENDMENT) BILL 2014 (BILL No. 24 of 2014)

            A MINISTER to move that the Punjab Explosives (Amendment) Bill 2014, as recommended by Standing Committee on Home Affairs, be taken into consideration at once.

            A MINISTER to move that the Punjab Explosives (Amendment) Bill 2014, be passed.

2.   THE PUNJAB ARMS (AMENDMENT) BILL 2014 (BILL No. 30 of 2014)

            A MINISTER to move that the Punjab Arms (Amendment) Bill 2014, as recommended by Standing Committee on Home Affairs, be taken into consideration at once.

            A MINISTER to move that the Punjab Arms (Amendment) Bill 2014, be passed.

SUMMARY OF THE PROCEEDINGS

Sardar Sher Ali Gorchani, Acting Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Home Department were asked and Col. (R) Shuja Khanzada, Minister for Environment Protection (holding additional charge) answered the questions.

Extension in Time Limit for Laying the Reports

1.         On a Motion moved by Qazi Adnan Fareed, the House granted extension from 13 December, 2014 up to one year to the Public Accounts Committee-I for laying its reports on “the report of Auditor General of Pakistan for expenditure of Government of Punjab for the year 2002-03, 2003-04,2004-05,2008-09,2010-11 and 2012-13”.

2.         On a Motion moved by Dr. Mukhtar Ahmad Bharath, the House granted extension from 13 December, 2014 up to one year to the Public Accounts Committee-II for laying its reports on “the report of Auditor General of Pakistan for expenditure of Government of Punjab for the year 2009-10 and 2011-12”.

Privilege Motions

Two Privilege Motions were taken up. The Motion moved by Mian Naveed Ali regarding misbehaviour of Javaid Akhtar Mehmood, DCO Pakpattan with the member concerned and the other Motion of Ms Kanwal Nauman regarding misbehavior of traffic warden deputed at Model Town Link Road and later no response attitude of Mr Tayyab SSP traffic with the member concerned were referred to the Committee on Privileges with the direction to submit its report within one month.

The Motions were answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

Adjournment Motions

Thirteen Adjournment Motions were taken up. Seven Motions were moved by Sheikh Ala-ud-Din, one regarding embezzlement and misuse of millions of rupees from Government account by few officers of the department allocated for the development of Walled City of Lahore by submitting fake receipts, the second regarding dilapidated condition of buildings, sewerage and infrastructure of Walled City of Lahore and ineffiency of Walled City Lahore Authority to undertake the task of completing renovation work of these ruined buildings on emergency basis and save residents of the area from any untoward incident, the third Motion regarding shortage of staff in Jinnah Hospital Lahore because (SNES) for the appointment of new staff was not approved by the Health Department, the fourth Motion regarding continuous drop out of more than 3 million students from government schools and moving to private schools for admission because substandard quality of education is imparted in government schools without teachers, the fifth Motion regarding non-availability of potable water to the residents of Government Chauburji Gardens Estate Multan Road Lahore due to non functional condition of transformer lying defective since long because of negligence of staff of the concerned department, the sixth Motion regarding shortage of qualified doctors and nurses in BHUS and RHCS because qualified medical graduates and para-medical staff from well-known colleges of Pakistan move to foreign countries for financial reasons and better salary package is not available to them in Pakistan, the last Motion regarding rapid population growth rate which is a result of non-cooperation of civil society, religious scholars and child marriage, two motions moved by Dr. Syed Waseem Akhtar, one regarding revision of rechecking fees by Board of Intermediate and Secondary School Education Lahore from Rs.700 to Rs.1000 hence putting extra financial burden on students and their parents and the second Motion regarding giving exemption to students to pay examination fee but on the other hand Board of Intermediate and Secondary School Education Lahore is receiving Rs.550 from successful students as certificate fee and this fee should also be exempted, were kept pending. The Motion moved by Ms Khadija Umer regarding non-availability of “Interferon” injections used for Hepatitis vaccination and thousands of patients suffering from this disease are on the death bed and responsibility to purchase this injection was initially on Secretary Purchase and now on DG Health Office Hepatitis Control Programme, the Motion moved by Qazi Ahmad Saeed regarding setting up a private nursery on the most precious land adjacent to and owned by Allama Iqbal Medical College Lahore on lend lease basis at the rate of 25000/- per anum by Board of Management of the college without approval by the government or open auction, two Motions moved by Ms Hina Pervaiz Butt one regarding use of faulty and defective gas cylinders by rickshaw drivers and transports because of provision of clearance certificate by the concerned departments without the trial of vehicle and horrible road accidents take place and the other Motion regarding high rate of tuition fee and under hand bribes in private medical colleges which impart substandard quality education to their students and thereupon graduates of these colleges are unable to compete with the contempories and need of the time is to monitor and regulate these colleges were disposed of.
