Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Schools Education Department were asked and Rana Mashhood Ahmad Khan, Minister for Schools Education answered the questions.

Laying of Report

Mr. Amjad Ali Javaid presented before the House the report of the Standing Committee on Health in respect of “The Pakistan Kidney and Liver Institute and Research Center Bill 2014 (Bill No. 32 of 2014)”.

Extension in Time Limit for Laying the Report

On a Motion moved by Mr. Amjad Ali Javaid, the House granted two months extension to the Standing Committee on Health for laying its report in respect of “The Punjab Prohibition of Sheesha Smoking Bill 2014 (Bill No. 6 of 2014) moved by Ch Shehbaz Ahmed, MPA (PP-143)”.

Call Attention Notices                                  

Two Call Attention Notices were taken up. The Notice of Ms. Faiza Ahmad Malik regarding assassination of Mr Shabbir, an owner of a sweet shop located at South Cantt, Lahore by 3 dacoits who later on absconded and the other Notice of Ms Khadija Umar regarding looting cash money and injuring a lady on resistance, resident of Kahna were kept pending till Thursday as Minister for Home was not present.

Privilege Motion

The Privilege Motion moved by Aamir Sultan Cheema regarding misbehaviour of Mr. Haroon, Regional Manager Sui Gas, Sargodha with the member concerned was referred to the Committee on Privileges.

The Motion was answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

Adjournment Motions

Thirty Adjournment Motions were taken up. The Motion moved by Aamir Sultan Cheema regarding forced use of banned medicines among sports women of Punjab University, which were creating serious genetic and ancillary medical problems, the Motion moved by Al Haj Muhammad Ilyas Chinioti regarding illegal demolition of a building located at Jhang Road by the District Administration without serving legal notice to the owner, the Motions moved by Ms Khadija Umer, one regarding over crowded jails in the province of Punjab due to moratorium on death row and incurring loss of Rs.160 millions annually to the national exchequer and the second Motion regarding inaction of Board of Revenue and the Government to device effective policies to lease out more than 5 lacs acres Government land in nine Divisions of the province to increase the finances of national exchequer, and the motion moved by Sardar Vickas Hassan Mokal regarding overcharging by transporters despite reasonable cut in petroleum prices were disposed of. Four Motions moved by Mian Tariq Mahmood, one regarding nepotism prevalent in Revenue Department Kharian and the officers of the Department are receiving heavy amount from ‘Patwaris’ to appoint them as per their place of interest and allotting them more than one area of work place, the second Motion regarding corruption by Patwaris through over charging at District Gujrat and non initiation of disciplinary action against the wrong doers, the third Motion regarding cancellation of operation on political basis to demolish and clear encroachments in Dinga city despite announcements by the concerned staff and the fourth Motion regarding shortage of staff in Anti-corruption Department led to 500 pending inquiries, four Motions moved by Ch Aamir Sultan Cheema one regarding pollution caused by 60 tyre factories extracting oil from tyres and inability of District Administration to seal these factories, the second Motion regarding embezzlement of Rs.50 million by Board of Intermediate and Secondary Education and violating rules in the purchase of paper for the next examination year by awarding order to the company which failed to present paper according to specifications and ignoring the company which had fulfilled bid as per specifications, the third Motion regarding usage of substandard material in the construction of a road in Jhang by the Executive Engineer Provincial, Highway Division Jhang which had incurred a loss of Rs.13.2 millions to the department of Communication and Works, the fourth Motion regarding continuation of business of illegal gas refilling in Sargodha City, six Motions moved by Sheikh Ala-ud-Din one Motion regarding export of expired and unhygienic meat by a Chinese firm to Pakistani company which is a supplier of known franchise in Pakistan “MacDonald’s” and this meat is harmful for health of general public, the second Motion regarding embezzlement and misuse of millions of rupees from Government account by few officers of the department allocated for the development of Walled City of Lahore by submitting fake receipts, the third Motion regarding dilapidated condition of buildings, sewerage and infrastructure of Walled City of Lahore and inefficiency of Walled City Lahore Authority to undertake the task of completing renovation work of these ruined buildings on emergency basis and save residents of the area from any untoward incident, the fourth Motion regarding continuous drop out of more than 3 million students from government schools and moving to private schools for admission because substandard quality of education is imparted in government schools and without teachers, the fifth Motion regarding non-availability of potable water to the residents of Government Chauburji Gardens Estate Multan Road Lahore due to non functional condition of transformer lying defective since long because of negligence of staff of the concerned department and the sixth Motion regarding denial of 10 percent free education quota to the deserving students by all Pakistan Private Schools Association thus challenging writ of the state, the Motion moved by Ms. Hina Pervaiz Butt regarding prevalence of illegal parallel banking in Lahore, three Motions moved by Dr. Syed Waseem Akhtar one Motion regarding giving exemption to students to pay examination fee but on the other hand Board of Intermediate and Secondary School Education Lahore is receiving Rs.550 every from successful student as Certificate Fee and that fee should also be exempted and the second Motion regarding revision of rechecking fee by Board of Intermediate and Secondary School Education Lahore from Rs.700 to Rs.1000 hence putting extra financial burden on students and their parents, the third Motion regarding over charging by private medical colleges in the admission process and receiving extra amounts from students under the name of different funds, the Motion moved by Qazi Ahmad Saeed regarding Shelter Homes working under the supervision and control of Social Welfare Department Punjab have poor and weak administration, the Motion moved by Mian Muhammad Rafique regarding Mineral Water manufactured by 21 companies in Punjab was declared to be harmful for health as per rules of Pakistan Standard Quality Control Authority and orders have been issued by all District Governments to take stern action against such violaters, the Motion moved by Ms Lubna Faisal regarding faulty marking of papers in all Boards of Intermediate and Secondary School Education in the Province of Punjab, which reflects the negative mentality of teachers and infringement of rights of students, two Motions moved by Ch. Amjad Ali Javaid one Motion regarding erroneous checking of papers by Boards of Intermediate and Secondary School Education in the Province of Punjab and protest by students of Matric and Intermediate is increasing every year after the announcement of result and indulgence of students in negative activities, and the other Motion regarding decision of Provincial Zakat Council to give contract of distribution of Zakat through Easy Paisa Scheme of a private foreign mobile company i.e “Telenor” to oblige the cellular company and it would get more than Rs.40 million as its commission for providing the service, the Motion moved by Sardar Vickas Hassan Mokal regarding increase deaths rate especially among children who fall and drown in manholes due to the negligence of government since no action has been taken to cover these manholes and the motion moved by Ms Gulnaz Shahzadi regarding exclusion of three important subjects i.e Arabic, Social Studies and Computer Science/Arts from the date sheet of class 8th by Punjab Education Commission for the academic session 2014-15 and examination of these 3 subjects are taken on district level, where by scholarship criteria is challenged were kept pending.

The Adjournment Motion No.1185/14 was on law and order situation and was disposed of under rule 83 (e) of Rules of Procedure of Provincial Assembly of the Punjab, 1997, because debate and general discussion on law and order situation had to take place in the House.
