      MOTION UNDER RULE 127 OF THE RULES OF PROCEDURE OF PROVINCIAL ASSEMBLY OF THE PUNJAB, 1997.

            A MINISTER to move that leave be granted to move a Resolution under Article 128(2)(a) of the Constitution for extension of the Punjab Higher Education Commission Ordinance 2014.

            A MINISTER to move the following Resolution:-

RESOLUTION

            “The Provincial Assembly of the Punjab extends the period of the Punjab Higher Education Commission Ordinance 2014 (XV of 2014), promulgated on 2nd October 2014, for a further period of ninety days with effect from 31st December 2014.”

1.   THE PUNJAB HIGHER EDUCATION COMMISSION BILL 2014 (BILL No. 27 of 2014)

            A MINISTER to move that the Punjab Higher Education Commission Bill 2014, as recommended by Standing Committee on Education, be taken into consideration at once.

            A MINISTER to move that the Punjab Higher Education Commission Bill 2014, be passed.

2.   THE PAKISTAN KIDNEY AND LIVER INSTITUTE AND RESEARCH CENTER BILL 2014 (BILL No. 32 of 2014)

            A MINISTER to move that the Pakistan Kidney and Liver Institute and Research Center Bill 2014, as recommended by Standing Committee on Health, be taken into consideration at once.

            A MINISTER to move that the Pakistan Kidney and Liver Institute and Research Center Bill 2014, be passed.

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Environment Protection and Special Education Departments were asked and Mr. Akmal Saif Chatha, Parliamentary Secretary for Environment Protection and Mr. Asif Saeed Manais, Minister for Special Education answered the questions.

Laying of Report

Mrs. Gulnaz Shahzadi presented the report of Standing Committee on Local Government and Rural Development in respect of “The Punjab Local Government (Third Amendment) Bill 2014 (Bill No. 34 of 2014)” before the House.

Call Attention Notices                                  

Three Call Attention Notices were taken up. The Notice of Ms. Faiza Ahmad Malik regarding assassination of Mr Shabbir, an owner of a sweet  shop located at South Cantt, Lahore by 3 dacoits who later on absconded and the other Notice of Ms. Khadija Umar related to injuring a lady on resistance who was resident of Kahna and looting cash money by dacoits and the third Notice of Sardar Vickas Hassan Mokal regarding group rape and murder of two women at Kasur were disposed of.

The Notices were answered by Col. (R) Shuja Khanzada, Minister for Home.

Privilege Motion

The Privilege Motion moved by Malik Mazhar Abbas Raan regarding misbehavior of Mr. Arshad Bhatti, SHO, Budhla Sant and Mr. Rashid Masood Ahmed DSP with the Member Concerned was referred to the Committee on Privileges.

The Motion was answered by Mian Mujtaba Shuja ur Rehman, Minister for Law & Parliamentary Affairs.

Adjournment Motions

Twenty one Adjournment Motions were taken up. Three Motions were moved by Dr Syed Waseem Akhtar, one Motion regarding giving exemption to students to pay examination fee but on the other hand Board of Intermediate and Secondary School Education Lahore is receiving Rs.550 from successful students as certificate fee and that this fee should also be exempted, the second Motion regarding revision of rechecking fee by Board of Intermediate and Secondary School Education Lahore from Rs.700 to Rs.1000 hence putting extra financial burden on students and their parents, the third Motion regarding over charging by private medical colleges in the admission process and receiving extra amounts from students under the name of different funds,  the Motion moved by Ms Khadija Umer regarding increase death rate especially among children who fall and drown in manholes due to the negligence of government since no action has been taken to cover these manholes and the Motion moved by Ms Gulnaz Shahzadi regarding exclusion of three important subjects i.e Arabic, Social Studies and Computer Science/Arts from the date sheet of class 8th by Punjab Education Commission for the academic session 2014-15 and examination of these 3 subjects are taken on district level, where by scholarship criteria is challenged, were disposed of. Three Motions were moved by Mian Tariq Mehmood, one Motion regarding nepotism prevalent in Revenue Department Kharian and the officers of the Department are receiving heavy amounts from Patwaris to appoint them as per their place of interest and allotting them more than one area of work place, the second Motion regarding cancellation of operation on political basis to demolish and clear encroachments in Dinga city despite announcements by the concerned staff and the third Motion regarding stoppage of water supply at Chak No.69/RB Rehmanpura of Tehsil Jaranwala, District Faisalabad by the influential people after forcibly occupying the area where water reservoir is located, two Motions were moved by Sheikh Ala-ud-Din one regarding export of expired and unhygienic meat by a Chinese firm to Pakistani company which is a supplier of known franchise in Pakistan “MacDonald’s” and this meat is harmful for health of general public and the second Motion regarding denial of 10 percent free education quota to the deserving students by all Pakistan Private Schools Association thus challenging writ of the state, eight Motions were moved by Ch Aamir Sultan Cheema, one Motion regarding embezzlement of Rs.50 million by Board of Intermediate and Secondary Education and violating rules in the purchase of paper for the next examination year by awarding order to the company which failed to paper according to its specifications and ignoring the company which had fulfilled bid as per specifications, the second Motion regarding usage of substandard material in the construction of a road in Jhang by the Executive Engineer Provincial, Highway Division Jhang which had incurred a loss of Rs.13.2 millions to the department of Communication and Works, the third Motion regarding disclosure/confirmation by the Health Department Punjab about defects in the oxygen supply system in District Head quarters Hospital Sargodha where by as per report, babies died before birth due to short of breath, the fourth Motion regarding continuation of business of illegal gas refilling in Sargodha City, the fifth Motion regarding non-availability of sufficient security arrangements in the Higher Educational institutions of the Punjab despite government directions for foolproof security arrangements and more than 25 thousand vacancies of security guards in 63 districts are lying vacant, the six Motion regarding shortage of space in charity Homes to accommodate beggars and who were released soon after their arrest and that the first Beggar Home in Punjab could not become activated even after its construction and after the lapse of three years was not handed over to the social Welfare Department, consequently campaign to arrest beggars has lost its importance, the seventh Motion regarding illegal construction of commercial buildings in Sargodha city without approval of their designs and fee payment and the last Motion regarding provision of financial relief to the parents by imparting free of cost higher education in colleges and universities to the students, because to study in higher classes is highly expensive and it is difficult for parents to provide financial support to their children, the Motion moved by Mian Muhammad Rafique regarding Mineral Water manufactured by 21 companies in Punjab was declared to be harmful for health as per rules of Pakistan Standard Quality Control Authority and orders have been issued by all District Governments to take stern action against such violators, the Motion moved by Ms Hina Pervaiz Butt to put ban on entry test to get admission in Medical or Engineering Colleges, when transparent Examination system of F.A/F.Sc is already available and this examination system becomes valueless after entry test is conducted by the government which is a burden on students and their parents, therefore either examination system should be banned or entry test should be discontinued and the Motion moved by Ch. Amjad Ali Javaid regarding erroneous checking of papers by Boards of Intermediate and Secondary School Education in the Province of Punjab and protest by students of Matric and Intermediate is increasing every year after the announcement of result and indulgence of students in negative activities, were kept pending.

The Adjournment Motion no. 1116 of Ch Aamir Sultan Cheema regarding rapid increase in Hepatitis cases in Pakistan and main cause of its spread is unhygienic potable water, therefore need of the time is to take measures on war footing for the preventation and control of this disease which will otherwise produce horrible result was disposed of under Rule 83 (e) of Rules of Procedure of Provincial Assembly of the Punjab, 1997, because debate/general discussion on health had to take place in the House.

On a motion moved by Mian Mujtaba Shuja ur Rehman, Minister for Law & Parliamentary Affairs the House granted leave to move the following Resolution under Article 128(2)(a) of the Constitution.
