CONSIDERATION AND PASSAGE OF BILL

      THE PUNJAB LOCAL GOVERNMENT (THIRD AMENDMENT) BILL 2014 (BILL No. 34 of 2014)

            A MINISTER to move that the Punjab Local Government (Third Amendment) Bill 2014, as recommended by Standing Committee on Local Government and Rural Development, be taken into consideration at once.

            A MINISTER to move that the Punjab Local Government (Third Amendment) Bill 2014, be passed.

Engineer Qamar ul Islam Raja, Chairman assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Irrigation Department were asked and Ch Khalid Mehmood Jajja, Parliamentary Secretary for Irrigation answered the questions.

Fateha

The House offered fateha for mother of Malik Muhammad Nawaz, MPA.

Call Attention Notices                                  

Two Call Attention Notices were taken up. Notice of Malik Fiaz Ahmad Awan regarding kidnapping for ransom of famous Orthopedic Doctor Hafiz Fayyaz Ahmad from Hafizabad city and inability of police in his recovery and the other Notice of Mian Tariq Mehmood regarding torturing of Mr Sheraz Mehmood s/o Muhammad Fazil, resident of Mararian Police Station Lala Musa District Gujrat and snatching car and other valuables from him, were kept pending on the request of Minister concerned.

Privilege Motion

The Privilege Motion moved by Mian Tahir was kept pending regarding misbehavior of Vice-Chancellor, Government College University Madina Town, Faisalabad with the Member concerned and insulting and ignoring him listen to public matters.

The Motion was answered by Mian Mujtaba Shuja ur Rehman, Minister for Law & Parliamentary Affairs.

Adjournment Motions

Fourteen Adjournment Motions were taken up. There were seven adjournment motions of Aamir Sultan Cheema, one Motion regarding embezzlement of Rs.50 million by Board of Intermediate and Secondary Education and violating rules in the purchase of paper for the next examination year by awarding order to the company which failed to present paper according to its specifications and ignoring the company which had fulfilled bid as per specifications, the second Motion regarding usage of substandard material in the construction of a road in Jhang by the Executive Engineer Provincial, Highway Division Jhang which had incurred a loss of Rs.13.2 millions to Communication and Works, the third Motion regarding continuation of business of illegal gas refilling in Sargodha city, the fourth Motion regarding non-availability of sufficient security arrangements in the Higher Educational institutions of the Punjab despite government directions for foolproof security arrangements and more than 25 thousand vacancies of security guards in 63 districts are lying vacant, the fifth Motion regarding shortage of space in charity Homes to accommodate beggars who were released soon after their arrest and that the first Beggar Home in Punjab could not become operational even after its construction and after the lapse of three years was not handed over to the social Welfare Department, consequently campaign to arrest beggars has lost its importance, the sixth Motion regarding illegal construction of commercial buildings in Sargodha city without approval of their designs and fee payment, the seventh Motion regarding provision of financial relief to the parents by imparting free of cost higher education in colleges and universities to the students, because to study in higher classes is highly expensive and it is difficult for parents to provide financial support to their children, and the Motion moved by Mian Tariq Mahmood, regarding cancellation of operation on political basis to demolish and clear encroachments in Dinga city despite announcements by the concerned staff, were disposed of. The Motion moved by Sheikh Ala-ud-Din regarding denial of 10 percent free education quota to the deserving students by all Pakistan Private Schools Association thus challenging writ of the state, the Motion moved by Mian Muhammad Rafique regarding bottled/Mineral Water manufactured by 21 companies in Punjab was declared to be harmful for health as per rules of Pakistan Standard Quality Control Authority and orders have been issued by all District Governments to take stern action against such violators, the Motion moved by Ch. Amjad Ali Javaid regarding erroneous checking of papers by Boards of Intermediate and Secondary School Education in the Province of Punjab and protest by students of Matric and Intermediate is increasing every year after the announcement of result and indulgence of students in negative activities, the Motion moved by Mian Tariq Mahmood regarding stoppage of water supply at Chak No.69/RB Rehmanpura of Tehsil Jaranwala, District Faisalabad by the influential people after forcibly occupying the area where water reservoir is located, the Motion moved by Ch Ashraf Ali Ansari regarding closure of Angiography Department in DHQ Hospital, Gujranwala and selling angiography machine installed there to a private company on the direction of Health Commission thus compelling patients to go for private tests after paying heavy fee, the government should take steps to facilitate patients rather to disturb them, the Motion moved by Sardar Vickas Hassan Mokal regarding dacoity occurred during day time at fertilizer store at Chowk Allahabad Kasur and looting millions of rupees at gun point and seriously injuring an employee and occurrence of such dacoities during day time has become a routine in the area on daily basis and inability of police to arrest the culprits, were kept pending.

Consideration and Passage of Bill

Mian Mujtaba Shuja ur Rehman, Minister for Law & Parliamentary Affairs moved THE PUNJAB LOCAL GOVERNMENT (THIRD AMENDMENT) BILL 2014 (BILL No. 34 of 2014)”, which was passed by the House.

 

The Chair read out the Prorogation Order of the Governor Punjab and the House was then prorogued.
