Sardar Sher Ali Gorchani, Acting Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Auqaf and Human Rights & Minorities Affairs Departments were asked and Mr. Khalil Tahir Sindhu, Minister for Human Rights & Minorities Affairs and Mian Atta Muhammad Manika, Minister for Auqaf, answered the questions.

Call Attention Notices

Five Call Attention Notices were taken up. Two notices were kept pending on 5th January 2015 and two were kept pending on 12 February 2015 respectively. The Notice moved by Malik Fiaz Ahmad Awan regarding kidnapping for ransom of Dr. Hafiz Fiaz Ahmad, Orthopedic Surgeon from Hafizabad city and inability of Police to recover him, the second Notice of Mian Tariq Mehmood regarding torturing and looting a car and other valuables including cash by the dacoits from Mr Sheraz Mehmood s/o Mr Muhammad Fazil, resident of Murarian, Lalamusa Police Station, District Gujrat, the third Notice of Ch. Aamir Sultan Cheema regarding killing of Mr Muhammad Yar and his relative Ms Khalida Parveen by armed persons at Ratu Kala, Phularwan, District Sargodha, the fourth Notice of Ms. Faiza Ahmad Malik regarding killing of six people and injuring others in a suicide attack on Imambargah, Chittian Hattian, Rawalpindi were disposed of. The Notice of Mr. Ahmad Shah Khagga regarding kidnapping and gang rape of 10th standard student resident of Ahmadpur Sharqia who later lost her mental balance was kept pending till Monday.

The Notices were answered by Col. (R) Shuja Khanzada, Minister for Home.

Privilege Motion

The Privilege Motion moved by Abu Hafs Muhammad Ghiyas-ud-Din regarding misbehaviour of Mr Najaf Iqbal, District Coordination Officer Narowal with the member concerned, who did not relieve Mr Amra Khan, Assistant Commissioner, Shakargarh even on the direction of Chief Minister, Punjab, thus favoring the incumbent who was revengeful and inimical to the member concerned. The motion was referred to the Committee on Privileges with the direction to submit its report within two months.

The Motion was answered by Mian Mujtaba Shuja ur Rehman, Minister for Law & Parliamentary Affairs.

Adjournment Motions

Eight Adjournment Motions were taken up. The Motion moved by Ms Hina Pervaiz Butt to put ban on entry test to get admission in medical or engineering colleges, when transparent Examination system of F.A/F.Sc is already available and this examination system becomes valueless after entry test is conducted by the Government which is a burden on students and their parents, therefore either examination system should be banned or entry test should be discontinued, Two Motions moved by Ch Aamir Sultan Cheema one regarding corruption of Rs.10.24 million allocated by UNICEF to take steps to monitor spread of Measles and to take preventive measures by Dr. Tanveer Ex-DG, Health and other officers of Health Department and the second Motion regarding unsafe Government and non-Governmental bus stands situated at Bund Road due to poor security arrangements and negligence of concerned administration, the motion moved by Ms Khadija Umar regarding shortage of space for graveyards in Lahore especially in populated area of Chowk Yateemkhana to Chauburji Multan Road, Lahore, even in the presence of land available for the purpose in UCs 83 & 90 due to irresponsible behaviour of Punjab Local Government Department consequently residents of the area are facing constant problem of burial of their dear ones, were disposed of.  The Motion moved by Mian Tariq Mahmood regarding shortage of staff in Anti-Corruption Department led to 500 pending inquiries, the Motion moved by Sardar Vickas Hassan Mokal regarding dacoity occurred during day time at fertilizer store at Chowk Allahabad Kasur and looting millions of rupees at gun point and seriously injuring an employee and occurrence of such dacoities during day time has become a routine in the area on daily basis and inability of police to arrest the culprits, two Motions moved by Ms Khadija Umar, one regarding falling of six years old girl from the roof of Xinwa Mall located at Hussain Chowk, Gulberg, Lahore, due to negligence of Mall administration as well as carefree attitude of LDA and Local Government, allowing incomplete Mall to be operational, and the other Motion regarding violation of building bye-laws and inability of concerned departments of Punjab to get them implemented as a result buildings are being constructed without approval of outlay and design and acquiring NOC from the concerned departments and no action is being taken against the violators, were kept pending till next week.
