CONSIDERATION AND PASSAGE OF BILLS

1.   THE PARKS AND HORTICULTURE AUTHORITY (AMENDMENT) BILL 2015 (BILL No. 31 of 2014)

            A MINISTER to move that the Parks and Horticulture Authority (Amendment) Bill 2015, as recommended by Standing Committee on Housing, Urban Development and Public Health Engineering, be taken into consideration at once.

            A MINISTER to move that the Parks and Horticulture Authority (Amendment) Bill 2015, be passed.

2.   THE PUNJAB STRATEGIC COORDINATION (AMENDMENT) BILL 2015 (BILL No. 33 of 2014)

            A MINISTER to move that the Punjab Strategic Coordination (Amendment) Bill 2015, as recommended by Standing Committee on Home Affairs, be taken into consideration at once.

            A MINISTER to move that the Punjab Strategic Coordination (Amendment) Bill 2015, be passed.

3.   THE PUNJAB CURRICULUM AND TEXTBOOK BOARD BILL 2015 (BILL No. 26 of 2014)

            A MINISTER to move that the Punjab Curriculum and Textbook Board Bill 2015, as recommended by Standing Committee on Education, be taken into consideration at once.

            A MINISTER to move that the Punjab Curriculum and Textbook Board Bill 2015, be passed.

Sardar Sher Ali Gorchani, Acting Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Fateha

The House offered Fateha for the victims of terrorist attacks on the Qila Gujjar Singh Lahore and Imambargah Rawalpindi.

Question Hour

Questions relating to Cooperatives and Services & General Administration Departments were asked and Malik Muhammad Iqbal Channar, Minister for Cooperatives and Mr. Ali Asghar Manda, Parliamentary Secretary for Services & General Administration Department, answered the questions.

Call Attention Notices

Three Call Attention Notices were taken up. The Notice of Mr. Ahmad Shah Khagga kept pending on 16th February 2015 regarding kidnapping and gang rape of 10th standard student resident of Ahmadpur Sharqia, who later lost her mental balance, the Second Notice of Ch. Aamir Sultan Cheema regarding murder of a Neurosurgeon by two unknown motorcyclists at District Sahiwal and the Notice of Sardar Shahab-ud-Din Khan regarding robbery of 1kg gold, cash and other valuables at jewelry shop at D Type Police Station, District Faisalabad and murdering a passerby and injuring others by the robbers were disposed of.

The Notices were answered by Col. (R) Shuja Khanzada, Minister for Home.

Privilege Motion

The Privilege Motion moved by Mian Tahir Pervaz regarding misbehaviour of Vice- Chancellor, Government College University, Madina Town, Faisalabad with the member concerned was referred to the Committee on Privileges with the direction to submit its report within two months.

The Motion was answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

Adjournment Motions

Five Adjournment Motions were taken up. Two Motions moved by Ms. Khadija Umar, one regarding non-implementation of revised fares of transports following reduction in petroleum prices and over-charging from the passenger at Bund Road Lahore, the second Motion regarding negligence of Schools Education Department which compelled million of girl students to continue their studies in the absence of basic health facilities and shortage of staff in more than 22 thousand girl schools of Punjab and the Motion moved by Mian Tariq Mehmood regarding non-regularization of teachers/educators inducted on contract basis in different districts of Punjab whereas employees appointed in other departments of the Punjab during the same period had been regularized on the direction of Chief Minister were disposed of. The Motion moved by Ch. Aamir Sultan Cheema regarding appointment of a Coolie Supervisor  on temporary work-charge basis in the Provincial Building Division, Sargodha after ignoring all the formalities and such practice of inducting employees on work-charge basis has been continuing since long and the said staff is serving at the residences of officers and the Motion moved by Sheikh Ala-ud-Din regarding sale of branded and local liquor on a large scale by hotels and at other places on the new year eve and otherwise, which is harmful for health and is resulting in increase of deaths of wine-bibbers, were kept pending.

Consideration and Passage of Bills

Mian Mujtaba Shuja ur Rehman, Minister for Law & Parliamentary Affairs moved the following Bills, which were passed by the House.
