1.   THE PUNJAB LAND REVENUE (AMENDMENT) BILL 2015

            A MINISTER to introduce the Punjab Land Revenue (Amendment) Bill 2015.

            A MINISTER to move that the requirements of rule 94 and 95 and all other relevant rules of the Rules of Procedure of the Provincial Assembly of the Punjab 1997 may be suspended under rule 234 of the Rules ibid, for immediate consideration of the Punjab Land Revenue (Amendment) Bill 2015.

            A MINISTER to move that the Punjab Land Revenue (Amendment) Bill 2015, be taken into consideration at once.

2.   THE PUNJAB PARTITION OF IMMOVABLE PROPERTY (AMENDMENT) BILL 2015

            A MINISTER to introduce the Punjab Partition of Immovable Property (Amendment) Bill 2015.

            A MINISTER to move that the requirements of rule 94 and 95 and all other relevant rules of the Rules of Procedure of the Provincial Assembly of the Punjab 1997 may be suspended under rule 234 of the Rules ibid, for immediate consideration of the Punjab Partition of Immovable Property (Amendment) Bill 2015.

1.   THE PUNJAB SECURITY OF VULNERABLE ESTABLISHMENTS BILL 2015 (BILL No. 01 of 2015)

            RESUMPTION OF CLAUSE-BY-CLAUSE consideration (from Clause 18) of the Punjab Security of Vulnerable Establishments Bill 2015.

            A MINISTER to move that the Punjab Security of Vulnerable Establishments Bill 2015, be passed.

2.   THE PUNJAB ARMS (AMENDMENT) BILL 2015 (BILL No. 03 of 2015)

            A MINISTER to move that the Punjab Arms (Amendment) Bill 2015, as recommended by Standing Committee on Home Affairs, be taken into consideration at once.

            A MINISTER to move that the Punjab Arms (Amendment) Bill 2015, be passed.

3.   THE PUNJAB MAINTENANCE OF PUBLIC ORDER (AMENDMENT) BILL 2015 (BILL No. 06 of 2015)

            A MINISTER to move that the Punjab Maintenance of Public Order (Amendment) Bill 2015, as recommended by Standing Committee on Home Affairs, be taken into consideration at once.

4.   THE PUNJAB CRIMINAL PROSECUTION SERVICE (CONSTITUTION, FUNCTIONS AND POWERS)(AMENDMENT) BILL 2015 (BILL No. 07 of 2015)

            A MINISTER to move that the Punjab Criminal Prosecution Service (Constitution, Functions and Powers)(Amendment) Bill 2015, as recommended by Standing Committee on Home Affairs, be taken into consideration at once.

5.   THE PUNJAB SOUND SYSTEMS (REGULATION) BILL 2015 (BILL No. 05 of 2015)

            A MINISTER to move that the Punjab Sound Systems (Regulation) Bill 2015, as recommended by Standing Committee on Home Affairs, be taken into consideration at once.

6.   THE PUNJAB PROHIBITION OF EXPRESSING MATTERS ON WALLS (AMENDMENT) BILL 2015 (BILL No. 04 of 2015)

Sardar Sher Ali Gorchani, Acting Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Prisons and Population Welfare Departments were asked and
Mr. Abdul Waheed Ch. Minister for Prisons and Mrs. Zakia Shah Nawaz Khan, Minister for Population Welfare answered the questions.

Laying of Report

Mrs. Madiha Rana presented the report of Standing Committee on Social Welfare and Bait-ul-Maal in respect of “The Punjab Disabled Persons (Employment and Rehabilitation) (Amendment) Bill 2015 (Bill No. 10 of 2015)” before the House.

Adjournment Motions

Six Adjournment Motions were taken up. Four motions moved by Ch. Aamir Sultan Cheema, one regarding construction of illegal buildings without the approval of maps/layout in connivance with Tandlianwala administration and bringing a loss of million of rupees to the national exchequer, the second motion regarding 465 class rooms of 167 government schools in Faisalabad were declared unsafe while 115 class rooms are in hazardous condition yet they are in use thus endangering the lives of students, the third motion that lawlessness, ultra vires, violation of rules and patronage of land grabbers have become the routine in government officers cooperative residential area approved by Lahore Cooperatives Department and that it has become a hub of corruption and the fourth motion regarding three oxygen manufacturing factories located at Kot Lakhpat Sundar Industrial Estate are depriving citizen of their right to breathe after extracting oxygen from air and their factories should be moved from city to area covered with forest, the motion moved by Mr. Muhammad Arshad Malik Advocate regarding lack of basic facilities in various schools of Sahiwal district and that school land is being used by its staff for personal benefits and the motion moved by Mian Nasir Ahmed regarding illegal construction of residence after demolition of mosque by PTI leaders and sitting MPAs Mr Nasar Ullah Dreshak and Mr Ali Raza Dreshak and illegally grabbing 4 kanals government land of Irrigation Department in Jampur, were kept pending till next week.

Mian Mujtaba Shuja ur Rehman, Minister for Law & Parliamentary Affairs Introduced the following Bills before the House.

1. THE PUNJAB LAND REVENUE (AMENDMENT) BILL 2015.

Suspension of Rules:-

1. On motions moved separately by Mian Mujtaba Shuja ur Rehman, Minister for Law & Parliamentary Affairs under Rule 234 of Rules of Procedure of the Provincial Assembly of the Punjab 1997, the House granted leave to suspend Rule 94, 95 and all other relevant rules of the Rules ibid, for immediate consideration and passage of the following bills, which were later passed by the House.

1.   The Punjab Land Revenue (Amendment) Bill 2015.

2.   The Punjab Partition of Immovable Property (Amendment) Bill 2015.

3.   The Family Courts (Amendment) Bill 2015.

4.   The Child Marriage Restraint (Amendment) Bill 2015.

5.   The Muslim Family Laws (Amendment) Bill 2015.

Consideration and Passage of Bills

Mian Mujtaba Shuja ur Rehman, Minister for Law & Parliamentary Affairs moved the following Bills as recommended by the respective Standing Committees, which were passed by the House.
