            A MINISTER to lay the Punjab Disabled Persons (Employment and Rehabilitation) (Amendment) Ordinance 2015.

2.   THE PUNJAB OVERSEAS PAKISTANIS COMMISSION (AMENDMENT) ORDINANCE 2015

            A MINISTER to lay the Punjab Overseas Pakistanis Commission (Amendment) Ordinance 2015.

(b)  INTRODUCTION OF BILL

      THE FATIMA JINNAH MEDICAL UNIVERSITY LAHORE BILL 2015

            A MINISTER to introduce the Fatima Jinnah Medical University Lahore Bill 2015.

(c) RESOLUTION UNDER ARTICLE 144 OF THE CONSTITUTION

            A MINISTER to move that leave be granted to move a Resolution under clause(1) of Article 144 of the Constitution.

            A MINISTER to move the following resolution:-

Provincial Assembly of the Punjab resolves in terms of Article 144 of the Constitution of the Islamic Republic of Pakistan that the Majlas-e-Shoora (Parliament) may, by law, regulate matters relating to accurate publication of Federal and Provincial Laws.”

Sardar Sher Ali Gorchani, Acting Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Panel of Chairmen

Under Rule 13(1) of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, Rai Mumtaz Hussain Babar, Senior Secretary Assembly, announced the Panel of Chairmen in the following order:-

1.         Engineer Qamar ul Islam Raja (PP-5)

2.         Mian Marghoob Ahmad (PP-150)

3.         Mrs Raheela Naeem alias Raheela Khadim Hussain (W-345)

4.         Qazi Ahmad Saeed (PP-286)

 

Question Hour

Questions relating to Forestry, Wildlife & Fisheries and Livestock & Dairy Development Departments were asked and Mr Muhammad Asif Malik, Minister for Forestry, Fisheries & Wildlife and Mr Bilal Yasin, Minister for Food (holding additional charge of Livestock & Dairy Development Department) answered the questions.

Laying of Report

Ms Mary Gill presented the report of Standing Committee on Culture & Youth Affairs before the House in respect of “The Lahore Arts Council (Amendment) Bill 2015 (Bill No. 9 of 2015)”.

Suspension of Rules

On a motion moved by Mian Mujtaba Shuja-ur-Rehman, Minister for Law & Parliamentary Affairs under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, the House unanimously granted leave to suspend Rule 115 and others of the Rules ibid, for taking up the following Resolution.

Resolution

Mian Mujtaba Shuja ur Rehman, Minister for Law & Parliamentary Affairs moved the Resolution condemning twin suicide blasts on Youhanabad churches which claimed the lives of 18 persons during Sunday mass service and lynching of two young men by a mob afterwards. The resolution unanimously passed by the House expressed sympathies with the families of innocent people who died due to these attacks and also commended the performance of security guards who averted collective damage by laying down their lives. The resolution stated that the perpetrators behind both incidents would be held accountable for their actions and their designs to undermine  inter-faith harmony in Pakistan had been foiled as the entire nation was resolved to eliminate terrorism.

Prayer for the victims

The resolution was followed by prayer for the victims of attack on Youhanabad churches and also for the two Muslims, which were lynched by the perpetrators.

Privilege Motion

The Privilege Motion moved by Ch Amjad Ali Javed for giving misleading and wrong answer by Housing, Urban Development & Public Health Engineering Department and its endorsement by the concerned Minister on a question raised by the member concerned was kept pending till next week.

The Motion was answered by Ch Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

Adjournment Motions

Six Adjournment Motions were taken up. The Motion moved by Ms Naheed Naeem,  regarding Loiyanawala Canal and its water distributaries containing chemically polluted water mixed with sewerage waste and this water is being used for irrigation purposes which is dangerous for human beings and animals, the Motion moved by Ms Hina Pervaiz Butt regarding mixing of highly dangerous chemicals like sulphur etc. in the imported LPG causing Cancer and other fatal diseases, to increase its volume unabashedly and unchecked by concerned authorities, the Motion moved by Mr Ahmad Shah Khagga regarding allotment of land for establishing a police station reserved for the construction of two mosques at Jewan Shah Tehsil, Arifwala, District Pakpattan, and two Motions moved by Ch Aamir Sultan Cheema, one regarding construction of illegal buildings without the approval of maps/layouts in connivance with the Tandlianwala administration and bringing a loss of million of rupees to the national exchequer and the other regarding 465 classrooms of 167 government schools in Faisalabad were declared unsafe while 115 classrooms are in hazardous condition yet in use, thus endangering the lives of students were disposed of. The Motion moved by Mian Nasir Ahmed regarding illegal construction of residence at Jampur after demolition of mosque by PTI leaders and sitting MPAs Sardar Nasrullah Khan Dreshak and Sardar Ali Raza Khan Dreshak and illegally grabbing 4 kanals government land owned by Irrigation Department was kept pending till Tuesday.

The Motions were answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

Laying of Ordinance

Mian Mujtaba Shuja-ur-Rehman, Minister for Law & Parliamentary Affairs introduced the following Ordinances in the House, which were referred to the concerned Standing Committees with the direction to submit its reports within two months:-

Introduction of Bill

Mian Mujtaba Shuja-ur-Rehman, Minister for Law & Parliamentary Affairs introduced “THE FATIMA JINNAH MEDICAL UNIVERSITY LAHORE BILL 2015” in the House, which was referred to the Standing Committee on Health with the direction to submit its report within two months.

Pre-Budget Discussion

Mian Mujtaba Shuja-ur-Rehman, Minister for Finance initiated Pre-Budget discussion in the House. The following members participated in the discussion: Mr Muhammad Waheed Gull, Mr Faizan Khalid Virk and Rana Munawar Hussain alias Rana Munawar Ghous.

The House was then adjourned till Monday, March 30th, 2015 at 2:00 pm.

Resolutions Passed

میاں مجتبیٰ شجاع الرحمٰن

(وزیر قانون و پارلیمانی امور)

"پنجاب اسمبلی کا یہ ایوان اتوار 15مارچ2015 کو یوحنا آباد، لاہور میں واقع گرجا گھروں پر ہونے والے خودکش دھماکوں کی پُرزور الفاظ میں مذمت کرتا ہے اور اس سانحے میں خواتین اور بچوں سمیت متعدد افراد کے جاں بحق/شہید اور زخمی ہونے پر اپنے گہرے رنج و غم کا اظہار کرتا ہے اور ان کے لواحقین سے اظہار تعزیت اور ہمدردی کرتا ہے۔ یہ ایوان پولیس کے ان جوانوں اور سیکورٹی گارڈز کو بھی خراج تحسین پیش کرتا ہے جنہوں نے اپنی جان کا نذرانہ دے کر بڑے جانی نقصان سے بچا لیا۔

اس ایوان کی رائے ہے کہ ملک دشمن عناصر، دہشت گردی کی ان وارداتوں سے مذہبی ہم آہنگی کو نقصان پہنچانا چاہتے ہیں جس میں وہ کبھی کامیاب نہیں ہوں گے۔ یہ ایوان اس عزم کا اظہار کرتا ہے کہ ان واقعات میں ملوث افراد اور گروہوں کی نشاندہی کر کے انہیں نشان عبرت بنایا جائے گا اور اس حوالے سے کی جانے والی ہر حکومتی کوشش کی مکمل حمایت و تائید کی جائے گی۔

یہ ایوان اس سانحے کے بعد ہونے والے احتجاج کے دوران دو نوجوانوں حافظ محمد نعیم اور بابر نعمان کو تشدد کے بعد زندہ جلائے جانے کے واقعے کی بھی شدید مذمت کرتا ہے اور مطالبہ کرتا ہے کہ ان دونوں نوجوانوں کی ہلاکت کے ذمہ داران کو قانون کے کٹہرے میں لا کر قرار واقعی سزا دی جائے۔

یہ ایوان ان دونوں شہدا کے درجات کی بلندی کے لئے دُعاگو ہے اور ان کے اہل خانہ سے اظہار تعزیت کرتا ہے۔"
