(a) RESOLUTION UNDER ARTICLE 144 OF THE CONSTITUTION

            A MINISTER to move that leave be granted to move a Resolution under clause(1) of Article 144 of the Constitution.

            A MINISTER to move the following resolution:-

Provincial Assembly of the Punjab resolves in terms of Article 144 of the Constitution of the Islamic Republic of Pakistan that the Majlas-e-Shoora (Parliament) may, by law, regulate matters relating to accurate publication of Federal and Provincial Laws.”

Sardar Sher Ali Gorchani, Acting Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Local Government  & Community Development Department were asked and Mr Sher Ali Khan, Minister for Mines & Minerals (holding additional charge of Local Government & Community Development Department) answered the questions.

At this stage, Mr Speaker welcomed a delegation from Afghanistan under the supervision of Dr Anwar.

Call Attention Notices

Two Call Attention Notices were taken up. The Notice of Mr Sardar Shahab-ud-Din Khan regarding brutal killing of 60 years old property dealer at resistance during dacoity at Old Anarkali, Lahore and the second Notice of Ch. Aamir Sultan Cheema regarding killing of a 3-year old girl naming Fauzia at District Kasur and leaving her dead body in front of her home were disposed of.

The Notices were answered by Col. (R) Shuja Khanzada, Minister for Home.

Privilege Motion

The Privilege Motion moved by Ch Amjad Ali Javed for giving misleading and wrong answer by Housing, Urban Development & Public Health Engineering Department and its endorsement by the concerned Minister on a question raised by the member concerned was disposed of.

The Motion was answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

Adjournment Motions

Nine Adjournment Motions were taken up. The Motion moved by Ms Naheed Naeem,  regarding Loiyanawala Canal and its water distributories containing chemically polluted water mixed with sewerage waste and this water is being used for irrigation purposes which is dangerous for human beings and animals, the Motion moved by Mian Muhammad Rafique that files of applicants applying for the job of educators are caused to disappear to make them ineligible for getting jobs on merit  due to which merit policy announced by the Chief Minister Punjab is being criticized by the general public, the Motion moved by Mr Muhammad Arshad Malik, Advocate regarding lack of basic facilities in various schools of Sahiwal District and that school land/property is being misused by its Headmistress for personal reasons in connivance with the DEO and other officers of the Department, the Motion moved by Ch Aamir Sultan Cheema regarding lawlessness, ultra vires, violation of rules and patronage of land grabbers have become the routine in government officers cooperative residential area approved by Lahore Cooperatives Department and that it has become a hub of corruption and the Motion moved by Mr Ahmad Shah Khagga regarding extraction of oxygen from air by three oxygen manufacturing factories located at Kot Lakhpat Sundar Industrial Estate Shalimar Link Road, depriving people of their right to breathe and that these factories should be shifted to the nearest forest area were disposed of. The Motion moved by Mian Nasir Ahmed regarding illegal construction of residence at Jampur after demolition of mosque by PTI leaders and sitting MPAs Mr Nasar Ullah Khan Dreshak and Mr Ali Raza Khan Dreshak and illegally grabbing 4 kanals government land owned by Irrigation Department, two Motions moved by Sheikh Ala-ud-Din, one regarding up-gradation of existing previous wards in different hospitals of Punjab to minimize pressure on Punjab Institute of Cardiology and that patients have full treatment facilities under one roof because after the establishment of PIC these wards were badly neglected, and so-called medical practitioners engaged by the Government in Mega Projects like Kidney & Liver Transplantation when they themselves are running private hospitals and earning millions of rupees was kept pending till Thursday and the second Motion regarding establishment of Punjab Medical & Dental Council on the pattern of Sindh Medical & Dental Council to counter regulatory authority of Pakistan Medical & Dental Council which had issued notices of De-recognition to the Medical Colleges of Punjab and the motion moved by Aamir Sultan Cheema regarding Drug Inspectors involved in corruption in Gujranwala especially a Drug Inspector namely Umer Chattha, favouring, pharmacist and quacks to sell expired and fake medicines to the general public were kept pending.

The Motions were answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

GOVERNMENT BUSINESS

Motion for Resolution

On a motion moved by Mr Khalil Tahir Sindhu, Minister for Human Rights & Minorities Affairs that leave be granted to move a Resolution under clause (1) of Article 144 of the Constitution, the House granted leave to take up the following Resolution.

Mr Khalil Tahir Sindhu, Minister for Human Rights & Minorities Affairs moved the resolution that Provincial Assembly of the Punjab resolves in terms of Article 144 of the Constitution of the Islamic Republic of Pakistan that the Majlas-e-Shoora (Parliament) may, by law, regulate matters relating to accurate publication of Federal and Provincial Laws was passed by the House.

Pre-Budget Discussion

Pre-Budget general discussion continued for the second day in the House. The following members participated in the discussion: Mr Muhammad Arshad Malik, Ch. Amjad Ali Javed, Mr Kanji Raam, Mr Zulfiqar Ali Khan, Dr Syed Waseem Akhtar, Sheikh Ala-ud-Din, Dr Farzana Nazir, Dr Najma Afzal Khan, Bao Akhtar Ali, Rana Muhammad Arshad and Mr Zulfiqar Ghori.

The House was then adjourned till Tuesday, March 31st, 2015 at 10:00 am.
