Sardar Sher Ali Gorchani, Acting Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Labour & Human Resource and Women Development Departments were asked and Raja Ashfaq Sarwar, Minister for Labour & Human Resource and Ms Hameeda Waheed-ud-Din, Minister for Women Development answered the questions.

Laying of Report

Mr Muhammad Mansha Ullah Butt presented before the House the report of Standing Committee on Planning & Development in respect of “The Punjab Social Protection Authority Bill 2015 (Bill No. 8 of 2015)”.

Adjournment Motions

Ten Adjournment Motions were taken up. Four Motions moved by Ch. Aamir Sultan Cheema, one regarding use of intoxicated materials are at peak in the jails of Punjab and now poisonous lizard powder is being used resultantly 15 prisoners including one women died during a week, and this practice is being continued in connivance with the jail staff, the second Motion regarding increase in the price of fertilizer from Rs.180/- to Rs.200/- per bag applicable from 1st April, 2015 due to increase in gas tariff which is disturbing the farmers as their expenditures are gradually increasing and income is reducing, the third Motion that stock of test kits of Hepatitis B and C have been exhausted in Jinnah Hospital, Lahore for the last three months and Ultrasound machines are lying inoperative being defective consequently, patients have to move to private hospitals and laboratories and the last Motion regarding issuance of handout by the Punjab Ombudsman criticizing Punjab Finance Department for misinterpreting the decision of High Court and Supreme Court with reference to payment of double pension to the old pensioners and instead of issuing payment notification the Department has established a Complaint Cell to delay the process of payment of pension while in three provinces of Pakistan and at Federal level double pension is being paid to the old pensioners were disposed of. Two Motions moved by Mr Amjad Ali Javed, one regarding to restrain marking of papers of 8th class in the province by Punjab Examination Commission due to mismanagement and non-availability of answering key of papers, the fact admitted by Secretary Education Punjab with the commitment to pass all the students, which has put the future of students at stake and finances  used to operate this system stands wasted, the second Motion regarding announcement of protest against the Government by contract-employees and teachers working in 118 Commerce Colleges of Punjab for non-payment of their salaries for the last two and a half month and they are not fully paid contract-employees salary, two Motions moved by Dr Syed Waseem Akhtar, one regarding increase in the sale of dead and haram animals’ meat and duty of the Government to take stern and stringent action against the culprits, the second Motion regarding Police demanding heavy amounts from tenants for the sale of forms enlisting their personal details as made mandatory by the Government, the Motion moved by Mr Ahmad Shah Khagga regarding 60 percent increase in the number of professional and habitual beggars in Punjab who use crossings and chouks as their points of begging and sell them for heavy amounts and female beggars carrying handicapped children are also sold consequently, crime rate is on the rise and the Motion moved by Mian Tariq Mehmood regarding protest made by Doctors’ Association District Gujrat in front of Gujrat Press Club on transferring Dr Mian Wajid, Medical Superintendent, Government Aziz Bhatti Shaheed Hospital on political basis thus violating all the rules and regulations, were kept pending.

The Motions were answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

PRE-BUDGET DISCUSSION

Pre-Budget discussion continued for the third day and the following members participated in the discussion: Mian Muhammad Rafique, Mst Zeb-un-Nisa Awan, Mr Ahmad Shah Khagga, Al Haj Muhammad Ilyas Chinioti, Mr Zafar Iqbal, Mr Muhammad Asif Bajwa, Advocate, Malik Muhammad Waris Kallu, Mr Muhammad Naeem Anwar, Mr Javed Akhtar, Mian Tariq Mehmood, Ch Muhammad Akram, Malik Mazhar Abbas Raan, Malik Muhammad Javed Iqbal Awan, Qazi Adnan Fareed, Mian Manazir Hussain Ranjha, Ch. Abdul Razzaq Dhillon and Mst Hina Pervaiz Butt.

The House was then adjourned till Thursday, April 2nd, 2015 at 10:00 am.
