Sardar Sher Ali Gorchani, Acting Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Due to the absence of Secretary of Home Department, the Chair postponed the Question Hour relating to this Department till Tuesday 7th April 2015 and took serious notice of the absence of concerned Secretary and said it was a clear violation of his earlier ruling that Secretary of concerned Ministry must ensure his presence during Question Hour of his department.

Adjournment Motions

Ten Adjournment Motions were taken up. Two Motions moved by Ch Aamir Sultan Cheema, one regarding shortage of medicines in various government hospitals of Lahore, consequently, free medicines are not available to patients and they have to face problems as their expenditure has increased when they have to purchase medicines from the market, the other regarding massive embezzlement of millions of rupees in Punjab Arts Council has been disclosed for which inquiry has been initiated by Anti-Corruption, the Motion moved by Mr Ahmad Shah Khagga regarding theft of donkeys from the residences of farmers in Sambrial to sell  their meat, two Motions moved by Dr Syed Waseem Akhtar, one regarding import of substandard wheat from Central Asia despite the fact that surplus wheat is available in stores and the next crop is near to come, consequently government shall not be able to store this additional yield and farmers have to face financial loss, contrary to other countries where farmer is facilitated and support price is ensured and subsidy is given, the other Motion that broiler chicken is prepared from dead animals veins and meat against the basic principles of health and feed preparing companies do not differentiate between the concept of Halal and Haram and it is the duty of government to monitor these companies so that feed is prepared as per principles of health, two Motions moved by Mian Tariq Mehmood, one regarding dilapidated condition of Matianwali Road near Sekarwali, District Gujrat due to substandard material used by the contractor, whereupon a number of accidents have taken place and the other motion regarding non-provision of privileges to two deceased employees of Punjab Police due to sluggishness of officers of the department. Mr Khayyam Razzaq a constable while getting training at Elite Training School, Bedian Road, Lahore and the other deceased Mr Muhammad Bhatti Sub-Inspector posted at Shadbagh Lahore Investigation died during police encounter have neither been conferred upon privileges of a martyr nor their families have received privileges of a civil servant including legal grants and offering employment to one of their dependents, the Motion moved by Mr Ehsan Riaz Fatyana regarding a mega sewerage scheme constructed worth almost three and a half billion rupees at Rahim Yar Khan city has become flop and roads of posh areas have become pools of water, for this matter inquiry was held by CMIT but its report has not yet been made public were kept pending. The Motion moved by Mr Amjad Ali Javed regarding misappropriation of funds by the management in the Education Department in the name of training imparted to PTC teachers, where training material is not provided to them and trainees are forced to sign that they have received the material and such illegal practice has been continuing since long in the Education Department and the Motion moved by Mr Ahmad Shah Khagga that 1700 government schools are working without their heads and 50000 teachers hired on contract basis have not been regularized and by not enforcing teachers package they are financially exploited were disposed of.

The Motions were answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

Introduction of Bills

Malik Nadeem Kamran, Minister for Zakat & Ushr introduced THE UNIVERSITY OF SAHIWAL BILL 2015”, and Mian Mujtaba Shuja-ur-Rehman, Minister for Finance introduced THE UNIVERSITY OF JHANG BILL 2015 in the House, which were referred to the Standing Committee on Education with the direction to submit its reports within one month and two months respectively.

Laying of the Special Audit Report

Mian Mujtaba Shuja-ur-Rehman, Minister for Finance laid before the House the Special Audit Report on the Accounts of “Livestock Experimental Stations, Livestock and Dairy Development Department, Government of the Punjab for the Audit Year 2008-09” which was referred to the Public Accounts Committee-1 with the direction to examine and submit its report within one year.

PRE-BUDGET DISCUSSION

Pre-Budget discussion continued for the fifth day and the following members participated in the discussion: Mrs Tamkeen Akhtar Niazi, Mian Muhammad Saqib Khurshid, Sardar Vickas Hassan Mokal, Mr Ehsan Riaz Fatyana, Ms Nighat Sheikh, Mr. Shehzad Munshi, Tariq Subhani, Ch Aamir Sultan Cheema, Mr Abdul Rauf Mughal, Ms Rashida Yaqoob Sheikh, Major (Retd) Moeen Nawaz Warriach, Ch Irshad Ahmad Arain, Mst Nabira Indleeb, Mrs Iram Hassan Bajwa, Mst Shazia Kamran, Ms Surriya Naseem, Malik Muhammad Ahmad Khan, Mr Muhammad Yaqoob Nadeem Sethi, Malik Muhammad Ali Khokhar and Mr Ali Asghar Manda.

Mian Mujtaba-ur-Rehman, Minister for Finance, had to deliver the wind up speech, when the quorum was pointed out and the House was then adjourned till Monday, 6th April, 2015 at 2:00 pm.
