2.   THE LAHORE ARTS COUNCIL (AMENDMENT) BILL 2015 (BILL No. 09 of 2015)

            A MINISTER to move that the Lahore Arts Council (Amendment) Bill 2015, as recommended by Standing Committee on Culture & Youth Affairs, be taken into consideration at once.

3.   THE PUNJAB SOCIAL PROTECTION AUTHORITY BILL 2015 (BILL No. 08 of 2015)

            A MINISTER to move that the Punjab Social Protection Authority Bill 2015, as recommended by Standing Committee on Planning & Development, be taken into consideration at once.

Sardar Sher Ali Gorchani, Acting Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Schools Education Department were asked and Rana Mashhood Ahmad Khan, Minister for Schools Education answered the questions.

Fateha

The House offered Fateha on the sad demise of Mr Asad Sahi, a Senior Reporter of City 42 (a private TV channel).

Extension in Time Limit for Laying the Report

On a Motion moved by Ch Amjad Ali Javed, the House granted one month extension to the Standing Committee on Health for laying its report on “The Punjab Prohibition of Sheesha Smoking Bill 2014 (Bill No. 6 of 2014) moved by Shahbaz Ahmad MPA (PP-143)”.

The Call Attention Notices were kept pending on the request of concerned Minister for being non-available.

Adjournment Motions

Six Adjournment Motions were taken up. The Motion moved by Mian Nasir Ahmed regarding illegal construction of residence at Jampur after demolition of mosque by PTI leaders and sitting MPAs Sardar Nasrullah Khan Dreshak and Sardar Ali Raza Khan Dreshak and illegally grabbing 4 kanals government land owned by Irrigation Department, two Motions moved by Mr Ahmed Shah Khagga, one regarding presentation of bogus report of 21 districts before Prime Minister and Chief Minister comprising names of hoarders and profiteers and action taken against them was based on wrong information, and the reality is opposite because inflation has increased manifold and the profiteers are rather provided protection and no action has yet been initiated and they are selling commodities on higher rates and the other motion regarding sale of poison infected monkeys’ and haram animals’ meat in the market of Bahawalnagar and non-initiation of action against the culprits/meat-sellers and the Motion moved by Mr Arshad Malik, Advocate regarding destruction of harvest in PP-222  due to heavy rains and hailstorm and to facilitate farmers by writing off their loans which they had taken from time to time from different financial institutions and financial compensation to them after government level assessment of their loss were kept pending. Two Motions moved by Sheikh Ala-ud-Din, one regarding up-gradation of existing wards in different hospitals of Punjab to minimize pressure on Punjab Institute of Cardiology and that patients have full treatment facilities under one roof because after the establishment of PIC these wards were badly neglected, and so-called medical practitioners engaged by the Government in mega projects like Kidney & Liver Transplantation when they themselves are running private hospitals and earning millions of rupees and the second Motion regarding establishment of Punjab Medical & Dental Council on the pattern of Sindh Medical & Dental Council to counter regulatory authority of Pakistan Medical & Dental Council had issued notices of de-recognition to the Medical Colleges of Punjab were disposed of.

The Motions were answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

GOVERNMENT BUSINESS

PRE-BUDGET DISCUSSION

Mian Mujtaba Shuja-ur-Rehman, Minister for Finance while concluding the Pre-Budget discussion for the year 2015-2016 said that the law and order, social sector development, health and education are being given top priority in the upcoming budget. He said that the government is drafting pro-poor budget with facilities in health and education. “Additional funds will be allocated in the budget for setting up hospitals at Tehsil and District headquarters. The scope of 1122, will be expanded with the setting up of 162 emergency units in Tehsil Hospitals. He stated that Rs.13 billion will be kept for clean/potable water and Rs.400 million for washroom facilities in the rural areas. Additional funds will be allocated for generating energy through small hydel dams, solar, wind, bio, coal and other means. The 100 mw power generation plant will be operational next month and the next year will see gradual and consistent increase in the power production.

At this stage, Mian Mehmood-ur-Rasheed, Leader of the Opposition and other members of PTI rejoined the Assembly who had dissociated from National and Provincial Assemblies since last September over the issue of alleged rigging in last general elections. Now after government assurance to form judicial commission that will probe the electoral irregularities, PTI returned to their seats in Assemblies. The Treasury Members welcomed the members of Tehreek-e-Insaf and clapped for them.

Consideration and passage of Bills

Mian Mujtaba Shuja-ur-Rehman, Minister for Law & Parliamentary Affairs moved the following Bills, which were passed by the House.
