Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Panel of Chairmen

Under Rule 13(1) of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, Rai Mumtaz Hussain Babar, Senior Secretary Assembly, announced the Panel of Chairmen in the following order:-

1.         Mian Manazir Hussain Ranjha (PP-31)

2.         Ch Yasien Sohl (PP-156)

3.         Syed Abdul Aleem (PP-244)

4.         Mrs. Faiza Ahmad Malik  (W-362)

 

Question Hour

Questions relating to Health Department were asked and Khawaja Imran Nazeer, Parliamentary Secretary for Health answered the questions.

Laying of Reports

Ch Muhammad Akram presented before the House the reports of Standing Committee on Education in respect of “The University of Sahiwal Bill 2015 (Bill No. 20 of 2015) and “The University of Jhang Bill 2015 (Bill No. 21 of 2015)”.

Bao Akhtar Ali presented the report of Standing Committee on Services & General Administration in respect of “The Punjab Overseas Pakistanis Commission (Amendment) Bill 2015 (Bill No.18 of 2015)” before the House.

Ch. Amjad Ali Javaid presented the report of Standing Committee on Health in respect of “The Fatima Jinnah Medical University Lahore Bill 2015 (Bill No.19 of 2015)” before the House.

Suspension of Rules

On motions moved by Mian Mujtaba Shuja-ur-Rehman, Minister for Law & Parliamentary Affairs and Mian Mehmood-ur-Rasheed, Leader of the Opposition under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, the House granted leave to suspend Rule 115 and others of the Rules ibid, for taking up the following Resolutions.

Resolution

Mian Mujtaba Shuja-ur-Rehman, Minister for Law & Parliamentary Affairs moved the Resolution expressing deep sorrow on the helicopter crash in Naltar that killed the ambassadors of Philippines and Norway and the wives of the Indonesian and Malaysian envoys as well as army officers Major Altamash Riaz and Major Waseem Faisal and Naib Subedar Zakir, was unanimously passed by the House. The resolution expressed solidarity with the bereaved families and commended the sacrifices of Pakistan Army with the title of martyrdom.

Resolution

Mian Mehmood-ur-Rashid, Leader of the Opposition moved the Resolution condemning the 13th May, 2015 terrorist attack on a bus in Karachi, wherein 46 people were killed and termed this attack a national tragedy which was unanimously passed by the House. He prayed for the speedy recovery of the injured and called for a stern action against the foreign hand involved in orchestration of bus attacks.

Fateha

The House offered Fateha for those who were killed in the two incidents and observed one-minute silence for the foreigners killed in the Naltar helicopter crash.

Adjournment Motions

Five adjournment Motions were taken up. The Motion moved by Mian Nasir Ahmed regarding illegal construction of residence at Jampur after demolition of mosque by PTI leaders and sitting MPAs Sardar Nasrullah Khan Dreshak and Sardar Ali Raza Khan Dreshak and illegally grabbing 4 kanals government land owned by Irrigation Department, the Motion moved by Mr Ahmed Shah Khagga, regarding presentation of bogus report of 21 districts before Prime Minister and Chief Minister comprising names of hoarders and profiteers and action taken against them was based on wrong information, and the reality is otherwise opposite because inflation has increased manifold and the profiteers are rather provided protection and no action has yet been initiated and they are selling commodities on higher rates, the Motion moved by Mr Arshad Malik, Advocate regarding destruction of harvest in PP-222  due to heavy rains and hailstorm and to facilitate farmers by writing off their loans which they had taken from time to time from different financial institutions and financial compensation to them after government level assessment of their loss and the Motion moved by Mr Amjad Ali Javed regarding illegal possession, demolition and later selling building material worth millions of rupees of PA house located at Mari Pachadh by Shahid Hussain Gorchani and Firdous Khan (Jamadar and Dafadar BMP) respectively, this building was constructed almost 20-year back by the then Chairman Zila Council to accommodate and provide safety to the Security Staff posted in the area and now this building is in personal use of Jamadar and Dafadar and no action has yet been initiated even after the registration of complaint by local public of the area against them were kept pending. The Motion moved by Mr Ahmad Shah Khagga regarding sale of poison infected monkeys’ and haram/prohibited animals’ meat in the market of Bahawalnagar and non-initiation of action against the culprits/meat-sellers was disposed of.

The Motions were answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

Government business

Laying of Ordinance

Mian Mujtaba Shuja-ur-Rehman, Minister for Law & Parliamentary Affairs moved the following Ordinances, which were referred to the Standing Committee on Transport with the direction to submit its report within two months. 

1. THE PROVINCIAL MOTOR VEHICLES (AMENDMENT) ORDINANCE 2015; and

2. THE PUNJAB MASSTRANSIT AUTHORITY ORDINANCE 2015

The House was then adjourned till Monday, May 18th, 2015 at 2:00 pm.

 

Resolutions Passed

میاں مجتبیٰ شجاع الرحمٰن:

"پنجاب اسمبلی کا یہ ایوان 8 مئی 2015 کو گلگت بلتستان کے مقام نلتر پر آرمی ہیلی کاپٹر کو پیش آنے والے حادثے پر گہرے رنج و غم کا اظہار کرتا ہے۔ اس واقعہ میں فلپائن اور ناروے کے سفیر اور ملیشیا اور انڈونیشیا کے سفیروں کی بیگمات کے علاوہ پاک آرمی کے دو افسران میجر التمش ریاض اور میجر وسیم فیصل اور ایک نائب صوبیدار ذاکر جاں بحق ہو گئے تھے نیز متعدد افراد زخمی بھی ہوئے۔ یہ ایوان اس المناک حادثے کو قومی سانحہ قرار دیتا ہے۔

یہ ایوان پاک فوج کے متذکرہ بالا افسران کو خراج عقیدت پیش کرتا ہے جنہوں نے متعدد زندگیوں کو بچانے کے لئے اپنی جانیں قربان کر دیں اور شہید ہوگئے۔

یہ ایوان مرحومین کے درجات کی بلندی کے لئے دُعاگو ہے اور ان کے اہل خانہ سے اظہار تعزیت کرتا ہے اور تمام زخمی افراد کی جلد صحت یابی کے لئے بھی دُعاگو ہے۔"

میاں محمود الرشید:

"پنجاب اسمبلی کا یہ ایوان 13 مئی 2015 کو کراچی میں ہونے والے دہشت گردی کے ہولناک واقعے کی پرزور الفاظ میں مذمت کرتا ہے۔ اس المناک واقعے میں ایک بس میں سوار بچوں اور خواتین سمیت 46 معصوم اور بے گناہ افراد کو فائرنگ کر کے شہید کر دیا گیا اور متعدد افراد زخمی بھی ہوئے۔ معصوم افراد کے اس افسوسناک قتل عام پر پوری قوم سوگوار ہے۔ یہ ایوان اس المناک واقعے کو قومی سانحہ قرار دیتا ہے اور اس کے نتیجے میں ہونے والی شہادتوں پر اپنے گہرے رنج و غم کا اظہار کرتا ہے۔ اس طرح کے واقعات دہشت گردی کے خلاف جنگ کے پوری قوم کے متفقہ عزم کو کمزور نہیں کر سکتے اور پوری قوم افواج پاکستان سمیت تمام سیکورٹی اداروں کی پشت پر کھڑی ہے اور آخری دہشت گرد کے خاتمہ تک یہ جنگ جاری رہے گی۔ جو بیرونی ہاتھ اس کی پشت پر ہیں یہ ایوان ان کی شدید مذمت کرتا ہے۔

یہ ایوان افواج پاکستان اور سیکورٹی کے دیگر اداروں کو اپنی بھرپور تائید اور حمایت کا ایک بار پھر اعادہ کرتا ہے جو ان دہشت گردوں، ان کے سرپرستوں اور سہولت کاروں کے خلاف نبردآزما ہیں اور ان کی جلد کامیابی کے لئے دُعاگو ہے۔

یہ ایوان ان معصوم شہدا کے درجات کی بلندی کے لئے دُعاگو ہے اور ان کے اہل خانہ سے اظہار تعزیت کرتا ہے اور تمام زخمی افراد کی جلد صحت یابی کے لئے بھی دُعاگو ہے۔"
