Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Social Welfare and Bait-ul-Maal Departments were asked and Haji Muhammad Ilyas Ansari, Parliamentary Secretary for Social Welfare and Bait-ul-Maal answered the questions.

Leave of Absence

Rai Mumtaz Hussain Babar, Senior Secretary, Provincial Assembly of the Punjab, read out the leave applications of the following Members and the House granted them leave:-

Adjournment Motions

Five Adjournment Motions were taken up. Two Motions moved by Mian Tariq Mehmood, One regarding dilapidated condition of buildings of elementary colleges for girls and boys at Lala Musa where hundreds of male and female teachers are under training and due to disrepair condition of buildings, trainees are mentally upset and uncomfortable and fail to focus on their studies and the second motion regarding construction of substandard road worth 55 millions rupees in district Gujrat from Chichian to Sadheri via Cheninakwani which was completed in 2014 and within one year it is in disrepair condition and is not fit for traffic load, which is in connivance with the staff of the concerned department with the contractor, and due to their support he is not being blacklisted rather working on other government projects and the Motion moved by Mr Amjad Ali Javed regarding announcement of protest against the Government by contract-employees and teachers working in 118 Commerce Colleges of Punjab for non-payment of their salaries for the last two and a half month, moreover, they are not fully paid contract-employees salary, were kept pending. The Motion moved by Mian Tariq Mehmood regarding protest by Doctors’ Association District Gujrat in front of Gujrat Press Club on transferring Dr Mian Wajid, Medical Superintendent, Government Aziz Bhatti Shaheed Hospital on political basis thus violating all the rules and regulations and the Motion moved by Ch Aamir Sultan Cheema regarding machinery and vehicles of SCARP Department worth millions of rupees have become defective and useless while lying non-functional under the open sky due to which parts/implements of machinery have been lost, were disposed of.

The Motions were answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

Suspension of Rules

On a motion moved by Mian Muhammad Aslam Iqbal under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, the House granted leave to suspend Rule 115 and others of the Rules ibid, for taking up the following Resolution.

Resolution

Mian Muhammad Aslam Iqbal through a Resolution sympathized with the bereaved family of  six children  who died in a fire incident  due to short circuit broke out in house located at Shadbagh, Lahore and urged the government to conclude inquiry, punish those involved in this criminal negligence and present its report before the house, which was unanimously passed by the House.

Private Members’ Day

Resolutions pending from 31 March 2015

The following five Resolutions were taken up.

1.    Ms.‏ Nighat Sheikh moved a Resolution that vaccination be given across the Province against diseases like Gastro caused by contaminated water was unanimously passed by the House.

2.    Ch. Aamir Sultan Cheema moved a Resolution regarding provision of injections in  the Government  hospitals in  proportion to the increase of population of entire province to cure Hepatitis patients  was unanimously passed by the House.

3.    Ms Khadija Umar  through a Resolution  demanded the Federal Government  to increase the number of NADRA staff keeping in view the country’s population was unanimously passed by the House.

4.    Dr. Syed Waseem Akhtar  moved a Resolution  and demanded the Federal Government to cut in fares of Umra  by PIA  after reduction in petroleum prices  was passed by the House.

5.    The Resolution moved by Mrs.‏ Lubna Faisal demanded ban on import of intoxicated substances and  tranquilizers and  rigorous punishment for the culprits was unanimously passed by the House.

Current Resolutions on the Agenda of 19^th May

1.     The Resolution moved by Dr. Syed Waseem Akhtar that while enacting laws for libraries, all corporations, municipal committees, district councils and union councils should fix at least 3% revenue of their department for the development and establishment of libraries besides formulating service rules and service structure for library staff. Moreover libraries should be established in all private and Government educational institutions and funds be arranged for them was kept pending  till next Private Members’ Day.  

اس ایوان کی رائے ہے کہ صوبہ میں لائبریریوں سے متعلق قانون سازی کرتے ہوئے تمام کارپوریشنز، میونسپل کمیٹیوں، ضلع کونسلوں اور یونین کونسلوں کو پابند بنایا جائے کہ وہ اپنی آمدنی کا کم از کم 3% لائبریریوں کے قیام، ترویج اور ترقی پر صرف کریں نیز لائبریری میں کام کرنے والے سٹاف کے لئے سروس سٹرکچر اور سروس رولز بھی بنائے جائیں۔ نیز تمام نجی و سرکاری تعلیمی اداروں میں بھی لائبریریاں قائم کی جائیں اور اس کے لئے ضروری فنڈز کا بندوبست کیا جائے۔
