Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Home Department were asked and Col. (R) Shuja Khanzada, Minister for Home answered the questions.

Adjournment Motions

Five Adjournment Motions were taken up. Two Motions  moved by Sheikh Ala-ud-Din, one regarding sale of highly expensive land of Punjab University New Campus under the cover of commercialization and long lease, and this practice is being continued to fill non-existence budget deficit of University which otherwise could be resolved through soft loans borrowed from State Bank of Pakistan rather illegal sale of University property, the second Motion regarding zero utilization of building worth millions of rupees allocated for Writers’ Guild of Pakistan located in highly commercialized area near Punjab Assembly is extremely in dilapidated condition and if it is not used for suitable purpose it would be illegally occupied by the “qabza mafia” therefore this building can have multifarious usages to financially strengthen literary people and their families, the Motion moved by Ch Aamir Sultan Cheema that heavy rains and hailstorm had badly effected crops cultivated in his constituency PP-32, whereupon farmers are facing heavy financial loss who had set target to get forty maund produce from one acre land and are now expecting to get only ten maund yield, therefore Government should conduct survey to give relief to the farmers, and the Motion moved by Dr Syed Waseem Akhtar regarding frequent traffic jams on the roads of Lahore which is result of illegal parking in front of the plazas and roads and stressed that parking places should be allocated and contractors who encroach roads  and extend parking area or demand extra fee from clients should be penalized, were kept pending. The Motion moved by Mr Amjad Ali Javaid that due to strict checking of steroid based food supplements by Karachi Customs Authorities imported from other countries are injurious for public health, the mafia has now moved to Punjab, where it has become easy for them to import these foods supplements or steroid based medicines and get their clearance them from Lahore Dry Port and thereafter are openly sold in the market, was disposed of.

The Motions were answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

Introduction of Bills

Mr Khalil Tahir Sindhu, Minister for Human Rights introduced the following bills, which were referred to their concerned Standing Committees with the directions to submit their reports within two months.

1.    The Punjab Maternity Benefits (Amendment) Bill 2015; and

2.    The Stamp (Amendment) Bill 2015

GENERAL DISCUSSION

GENERAL DISCUSSION ON LAW AND ORDER

Col. (R) Shuja Khanzada, Minister for Home initiated the general discussion on Law & Order. He said that the Chief Minister Punjab is committed to get rid of prevailing thana culture for which reforms are being introduced. He also asked the legislators to give workable proposals for ending political interference and giving the Punjab Police free hand to improve law and order. The following members participated in the discussion:  
Dr Murad Rass, Dr Syed Waseem Akhtar, Mian Muhammad Rafique, Malik Muhammad Ahmad Khan and Ch. Amjad Ali Javaid.

The House was then adjourned till Monday, May 25, 2015 at 2:00 pm.
