            RESUMPTION OF CLAUSE-BY-CLAUSE consideration (from Clause 21) of the Fatima Jinnah Medical University Lahore Bill 2015.

            A MINISTER to move that the Fatima Jinnah Medical University Lahore Bill 2015, be passed.

2.   THE UNIVERSITY OF JHANG BILL 2015 (BILL No. 21 of 2015)

            A MINISTER to move that the University of Jhang Bill 2015, as recommended by Standing Committee on Education, be taken into consideration at once.

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Transport Department were asked and Mr Muhammad Nawaz Chohan, Parliamentary Secretary for Transport answered the questions.

Call Attention Notices

Three Call Attention Notices were taken up. The Notice moved by Ch Tahir Ahmad Sindhu, Advocate pending from the proceedings of 21 May, 2015 regarding dacoity at Ahli Rawana Thana, Kot Momin, Sargodha and torturing males and female, the second Notice of Dr Syed Waseem Akhtar asking for the details of five people arrested by the police near Government Housing Society, thana Baghdad-ul-Jadid Bahawalpur were kept pending. The Notice of Sardar Vickas Hassan Mokal regarding murder of a police constable appointed at the security of Prime Minister House at Raiwind, was disposed of.

The Notices were answered by Col. (R) Shuja Khanzada, Minister for Home.

Privilege Motion

The Privilege Motion moved by Mr Inamullah Khan Niazi regarding misbehavior of DPO, Mianwali with him on whose directions SHO City Mianwali had raided his house without warrants and harassing his Manager while he was in Lahore for Assembly Session was referred to the Committee on Privileges with the direction to submit its report within one month.

The Motion was answered by Ch Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

Adjournment Motions Under Rule 83 (e)

The Adjournment Motions No.366/15,397/15,421/15,436/15,471/15 and 556/15 dealing with law and order situation and wheat procurement were disposed of under rule 83 (e) of Rules of Procedure of Provincial Assembly of the Punjab, 1997, since debate and general discussion on these topics had to take place in the House.

Adjournment Motions

Seven Adjournment Motions were taken up. The Motion moved by Mian Naseer Ahmed regarding illegal construction of residence after demolition of mosque by PTI leaders and sitting MPAs Mr Nasrullah Dreshak and Mr Ali Raza Dreshak and illegally grabbing 4 kanals government land of Irrigation Department in Jampur, the Motion moved by Ch Amjad Ali Javaid regarding announcement of protest against the Government by contract-employees and teachers working in 118 Commerce Colleges of Punjab for non-payment of their salaries for the last two and a half months,  moreover, they are not fully paid contract-employee’s salary, the Motion moved by Mian Tariq Mehmood, regarding construction of substandard road worth 55 million rupees in district Gujrat from Chichian to Sadheri via Cheninakwani which was completed in 2014 and within one year it is in disrepair condition and is not fit for traffic load, which is in connivance with the staff of the concerned department with the contractor, and due to their support he is not being blacklisted rather working on other government projects and the Motion moved out of turn by Mr Ahmad Khan Bhachar regarding discontinuation of potable water supply in Musa Khel Chaddarwa and Abba Khel and disinterest of Government to make these water supplies operational due to which residents of the area are facing difficulties were kept pending. The Motion moved by Mr Ahmad Shah Khagga regarding presentation of bogus report of 21 districts before Prime Minister and Chief Minister comprising names of hoarders and profiteers and action taken against them was based on wrong information, and the reality is otherwise because inflation has increased manifold and the profiteers are rather provided protection and no action has yet been initiated and they are selling commodities on higher rates, the Motion moved by Mr Muhammad Arshad Malik Advocate regarding destruction of harvest in PP-222  due to heavy rains and hailstorm and to facilitate farmers by writing off their loans which they had taken from time to time from different financial institutions and payment of financial compensation to them after government level assessment of their loss, and the Motion moved by Mian Tariq Mehmood regarding dilapidated condition of buildings of elementary colleges for girls and boys at Lala Musa where hundreds of male and female teachers are under training and due to disrepair condition of buildings, trainees are mentally upset and uncomfortable and fail to focus on their studies, were disposed of.

The Motions were answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

Oath

Rana Mehmood-ul-Hassan, Member-elect from (Multan-III) PP-196 made an oath and signed the Roll of Members. The Speaker administered the oath.

Suspension of Rules

On a motion moved by Mian Mehmood ur Rashid, Leader of Opposition under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, the House granted leave to suspend Rule 115 and others of the Rules ibid, for taking up the following Resolution.

Resolution

Mian Mehmood ur Rashid, Leader of the Opposition through a Resolution condemned the killing of Rana Khalid Abbas President of Daska Bar Association and a lawyer Mr Irfan Chohan by SHO thana City Daska and called for immediate arrest of guilty Police officers and demanded to conduct inquiry into the incident and expressed heartfelt condolences with the families of the victims. The Resolution was unanimously passed by the House.

Introduction of Bills

Mian Mujtaba Shuja-ur-Rehman, Minister for Law & Parliamentary Affairs introduced the following bills which were referred to their concerned Standing Committees with the direction to submit their reports within two months:- 

1.  The Provincial Motor Vehicles (Second Amendment) Bill 2015;

2.  The Punjab Motor Vehicle Transaction Licensees Bill 2015;

3.  The Punjab Commission On The Status Of Women (Amendment) Bill 2015; and

4.  The Punjab Protection Of Women Against Violence Bill 2015.

Consideration and Passage of Bill

Mian Mujtaba Shuja-ur-Rehman, Minister for Law & Parliamentary Affairs moved The Fatima Jinnah Medical University Lahore Bill 2015 (BILL No. 19 of 2015), which was passed by the House.

General Discussion On Law and Order

General Discussion on Law and Order continued for the second day. Col. (R) Shuja Khanzada, Minister for Home concluded the discussion. The following members participated:-
