CONSIDERATION AND PASSAGE OF BILLS

1.   THE PUNJAB PROTECTION OF WOMEN AGAINST VIOLENCE BILL 2015 (BILL No. 31 of 2015)

            A MINISTER to move that the requirements of rule 95(3) of the Rules of Procedure of the Provincial Assembly of the Punjab 1997 may be suspended under rule 234 of the Rules ibid, for immediate consideration of the Punjab Protection of Women against Violence Bill 2015.

            A MINISTER to move that the Punjab Protection of Women against Violence Bill 2015, as recommended by Standing Committee on Social Welfare and Bait-ul-Maal, be taken into consideration at once.

            A MINISTER to move that the Punjab Protection of Women against Violence Bill 2015, be passed.

2.   THE PUNJAB MOTOR VEHICLE TRANSACTION LICENSEES BILL 2015 (BILL No. 29 of 2015)

            A MINISTER to move that the requirements of rule 95(3) of the Rules of Procedure of the Provincial Assembly of the Punjab 1997 may be suspended under rule 234 of the Rules ibid, for immediate consideration of the Punjab Motor Vehicle Transaction Licensees Bill 2015.

            A MINISTER to move that the Punjab Motor Vehicle Transaction Licensees Bill 2015, as recommended by Standing Committee on Excise and Taxation, be taken into consideration at once.

            A MINISTER to move that the Punjab Motor Vehicle Transaction Licensees Bill 2015, be passed.

 

 3.   THE PROVINCIAL MOTOR VEHICLES (SECOND AMENDMENT) BILL 2015 (BILL No. 28 of 2015)

            A MINISTER to move that the requirements of rule 95(3) of the Rules of Procedure of the Provincial Assembly of the Punjab 1997 may be suspended under rule 234 of the Rules ibid, for immediate consideration of the Provincial Motor Vehicles (Second Amendment) Bill 2015.

Sardar Sher Ali Gorchani, Deputy Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Higher Education Department were asked and Ms Mehwish Sultana, Parliamentary Secretary for Higher Education answered the questions.

Laying of Reports

1.    Ch Abdul Razzaq Dhillon presented before the House the report of Standing Committee on Local Government & Rural Development in respect of “The Child Marriage Restraint (Amendment) Bill 2015 (Bill No. 11of 2015) moved by Mian Khurram Jahangir Wattoo, MPA (PP-193)”.

2.    Mr Shehzad Munshi presented before the House the report of Standing Committee on Labour & Human Resource in respect of “The Punjab Maternity Benefits (Amendment) Bill 2015 (Bill No. 26 of 2015)”.

3.    Mr Ahmed Khan Baloch presented before the House the reports of Standing Committee on Transport in respect of “The Punjab Masstransit Authority Bill 2015 (Bill No. 22 of 2015); and “The Provincial Motor Vehicles (Amendment) Bill 2015 (Bill No. 23 of 2015)”.

4.    Mr Zulfiqar Ali Khan presented before the House the report of Standing Committee on Revenue, Relief & Consolidation in respect of “The Stamp (Amendment) Bill 2015 (Bill No. 27 of 2015)”.

Call Attention Notices

Four Call Attention Notices were taken up. The first two Notices were kept pending on 21 & 25 May, 2015. The Notice moved by Ch Tahir Ahmad Sindhu, Advocate regarding dacoity at Ahli Rawana Thana, Kot Momin, Sargodha and dacoits tortured males and females present there, the Notice moved by Dr Syed Waseem Akhtar asking for the details of five people arrested by the police near Government Housing Society, thana Baghdad-ul-Jadid Bahawalpur, were disposed of. The Notice moved by Mr Muhammad Sibtain Khan regarding assassination of Ch. Shamshad Ahmad Khan, MPA, his son and his friend at Thana Sadar, Tehsil Kamoke, and the Notice moved by Sardar Shahab-ud-Din Khan regarding death of two brothers and injuring one by the police firing at Thana New Town, Rawalpindi, were kept pending.

The Notices were answered by Col. (R) Shuja Khanzada, Minister for Home.

Adjournment Motions

Four Adjournment Motions were taken up. The Motions moved by Mr Ehsan Riaz Fatyana regarding a mega sewerage scheme constructed worth almost three and a half billion rupees at Rahim Yar Khan city has become flop and roads of posh areas have become pools of water, for this matter inquiry was held by CMIT but its report has not yet been made public, two Motions moved by Sheikh Ala-ud-Din, one regarding rapid increase in the cases of child molestation and abuse in Punjab and demanded stern punishment for the elements involved in this heinous crime through summary trials which are adjudicated upon within few hours. He continued that parents of rape victims are unable to get justice and if these victims survive, they are unable to lead a normal life and demanded strict monitoring of places like schools, mosques, highways, motorways, and hotels located near bus stands through video tracking system, and the other Motion regarding involvement of officers of WASA in the theft of diesel supplied for operating generators worth millions of rupees and those officers were caught red handed by its MD Ch Muhammad Nasir who apprehended that this criminal act is not possible without the help of petrol pump owners and demanded that licenses of these petrol pump owners should be cancelled, were kept pending. The Motion moved by Sheikh Ala-ud-Din regarding  what he called “medical terrorism” consequently, most of the city Hospitals including Punjab Institute of Cardiology, Children Hospital and Sir Ganga Ram Hospital are treating three to four patients on one bed hence targeting the poor patients of the province by not providing them basic health facilities and demanded to review health policy to facilitate and treat patients; and that health conditions at Mayo Hospital were deplorable and the major reason behind it was the ego of its former MS, who separated the Institution from King Edward Medical University and brought it directly under the control of Health Department. He slammed the role  of doctors (Professors) who preach Islam but act like a butcher when treat their patients. He stated that Hepatitis patients were being treated through Dialysis machines leading to shocking results. He emphasized to create awareness among general public to improve their food habits, was disposed of.

The Motions were answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

Consideration and Passage of Bills

Suspension of Rules:-

Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs separately moved Motions that the requirements of rule 95(3) of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997 may be suspended under rule 234 of the Rules ibid, for immediate consideration of the following bills. The House granted the leave.

Suspension of Rules:-

On a Motion moved by Rana Munawar Hussain alias Rana Munawar Ghous under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, the House granted leave to suspend Rule 115 and others of the Rules ibid, for taking up the following Resolution.

Resolution:-

Rana Munawar Hussain alias Rana Munawar Ghous moved the resolution regarding establishing an authority for development of a hill station at Mari Gorchani as a tourist hot spot in district Rajanpur was unanimously passed by the House.

 

The House was then adjourned till Friday, June 12, 2015 at 2:00 pm.
