Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Privilege Motion

Privilege Motion moved by Ch. Amjad Ali Javaid against Waqas Alam, DCO and Wasif Bashir Khokhar, Assistant Commissioner, Toba Tek Singh for their revengeful actions against him, who raided and illegally occupied property of the member and sealed the buildings constructed over there thus using authorities ultra vires powers. The Motion was referred to the Committee on Privileges.

The Motion was answered by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs.

Adjournment Motions

Six Adjournment Motions were taken up. Two Motions moved by Sheikh Ala-ud-Din, one regarding sale of highly expensive land of Punjab University New Campus under the cover of commercialization and long lease, and this practice is being continued to fill non-existence budget deficit of University which otherwise could be resolved through soft loans borrowed from State Bank of Pakistan rather illegal sale of University property, the second Motion regarding zero utilization of building worth millions of rupees allocated for Writers’ Guild of Pakistan located in highly commercialized area near Punjab Assembly is extremely in dilapidated condition and if it is not used for suitable purpose it would be illegally occupied by the “qabza mafia” therefore this building can have multifarious usages to financially strengthen literary people and their families and the Motion moved by Dr Syed Waseem Akhtar regarding frequent traffic jams on the roads of Lahore which is result of illegal parking in front of the plazas and roads and stressed that parking places should be allocated and contractors who encroach roads  and extend parking area or demand extra fee from clients should be penalized, were kept pending. Two Adjournment Motions were moved by Sheikh Ala-ud-Din, one regarding rapid increase in the cases of child molestation and abuse in Punjab and demanded stern punishment for the elements involved in this heinous crime through summary trial which are adjudicated upon within few hours. He continued that parents of rape victims are unable to get justice and if these victims survive, they are unable to lead a normal life and demanded strict monitoring of places like schools, mosques, highways, motorways, and hotels located near bus stands through video tracking system and the other Motion regarding involvement of officers of WASA in the theft of diesel supplied for operating generators worth millions of rupees and those officers were caught red handed by its MD Ch Muhammad Nasir who apprehended that this criminal act is not possible without the help of petrol pump owners and demanded that licenses of these petrol pump owners should be cancelled and the Motion moved by Ch Aamir Sultan Cheema that heavy rains and hailstorm had badly effected crops cultivated in his constituency PP-32, whereupon farmers are facing heavy financial loss who had set target to get forty maund produce from one acre land and are now expecting to get only ten maund yield, therefore Government should conduct survey to give relief to the farmers, were disposed of.

The Motions were answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

Government Business

Discussion and Voting on Demands for Grants 2015-2016

The treasury presented 43 Demands for grants and Opposition submitted six cut motions against the budget allocated for Police, Health Services, Education, Agriculture, Irrigation and General administration. Dr. Aisha Ghaus Pasha, Minister for Finance moved Demands for grants in respect of Police Department and Agriculture Department for the fiscal year 2015-16 before the House for discussion which were opposed by the Opposition members and they moved the Cut Motions.

The Cut Motions were rejected with majority and the grants were passed with the amount of Rs.87,085,347,000 and Rs.8,277,465,000 for the Police and Agriculture Department respectively.

Three of the Cut Motions regarding Health Services, Irrigation and General Administration were not allowed to be discussed by the Speaker under Rule 144 (2) of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, due to shortage of time.

Forty three Demands for Grants for the fiscal year 2015-16 were finally approved by the House with majority.

The House was then adjourned till Wednesday, June 24, 2015 at 10:00 am.
