Sardar Sher Ali Gorchani, Acting Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Food Department were asked and Ch Muhammad Asad Ullah, Parliamentary Secretary for Food answered the questions.

Call Attention Notices

Four Call Attention Notices were taken up. The first two notices were kept pending on 11-06-2015. The Notice moved by Mr Muhammad Sibtain Khan regarding assassination of Ch Shamshad Ahmad Khan, MPA, his son and his friend at Thana Sadar, Tehsil Kamoke, and the Notice moved by Sardar Shahab-ud-Din Khan regarding death of two brothers and injuring one by the police firing at Thana New Town, Rawalpindi, the third Notice of Mian Tariq Mehmood regarding aerial firing by the dacoits at mini market, Lahore and the Notice of Mr Muhammad Sibtain Khan regarding a suicide bomber attack at the Dera of Col. (R) Shuja Khanzada, Minister for Home, Punjab in which the Minister himself and 22 people died including DSP Mr Shoukat and injuring 20 officials deployed for the security purpose, were kept pending on the request of Minister for Law.

Privilege Motions

Two Privilege Motions were taken up. The Motion moved by Malik Muhammad Nawaz regarding his insult by Malik Awais, S.P, Madina Town Faisalabad, who released a proclaimed offender naming Tauseef Usman even on the request of concerned Member not to let him escape was disposed of and other Motion of Abu Hafs Muhammad Ghiyas-ud-Din regarding misbehavior of Abdul Jabbar Shaheen, Secretary Schools with the member concerned was kept pending.

Adjournment Motions

Eight Adjournment Motions were taken up. The Motion moved by Mian Nasir Ahmed regarding illegal construction of residence at Jampur after demolition of mosque by PTI leaders and sitting MPAs Sardar Nasrullah Khan Dreshak and Sardar Ali Raza Khan Dreshak and illegally grabbing 4 kanals government land owned by Irrigation Department, the Motion moved by Mian Tariq Mehmood regarding non-provision of privileges to two deceased employees of Punjab Police, Mr Khayyam Razzaq a constable while getting training at Elite Training School, Bedian Road, Lahore and the other deceased Mr Muhammad Bhatti Sub-Inspector posted at Shadbagh Lahore Investigation died during police encounter due to sluggishness of officers of the department. The both have neither been conferred upon privileges of a martyr nor their families have received privileges of a civil servant including legal grants and offering employment to one of their dependents, the Motion moved by Sheikh Ala-ud-Din regarding zero utilization of a building worth millions of rupees allocated for Writers’ Guild of Pakistan located in highly commercialized area near Punjab Assembly is extremely in dilapidated condition and if it is not used for suitable purpose it would be illegally occupied by the “qabza mafia” therefore this building can have multifarious usages to financially strengthen literary people and their families, the Motion moved by Mr Amjad Ali Javed regarding illegal possession, demolition and later selling building material worth millions of rupees of PA house located at Mari Pachadh by Shahid Hussain Gorchani and Firdous Khan (Jamadar and Dafadar BMP) respectively, this building was constructed almost 20-years back by the then Chairman Zila Council to accommodate and provide safety to the Security Staff posted in the area and now this building is in personal use of Jamadar and Dafadar and no action has yet been initiated even after the registration of complaint by local public of the area against them were kept pending till next week. The Motion moved by Mr Amjad Ali Javed regarding announcement of protest against the Government by contract-employees and teachers working in 118 Commerce Colleges of Punjab for non-payment of their salaries for the last two and a half months, moreover, they are not fully paid contract-employees’ salary, the Motion moved by Sheikh Ala-ud-Din regarding sale of highly expensive land of Punjab University New Campus under the cover of commercialization and long lease, and this practice is being continued to fill non-existent budget deficit of University which otherwise could be resolved through soft loans borrowed from State Bank of Pakistan rather illegal sale of University property, the Motion moved by Dr Syed Waseem Akhtar regarding frequent traffic jams on the roads of Lahore which is result of illegal parking in front of the plazas and roads and stressed that parking places should be allocated and contractors who encroach roads  and extend parking area or demand extra fee from clients should be penalized and the Motion moved by Mr Ahmad Khan Bhachar regarding discontinuation of potable water supply in Musa Khel Chaddarwa and Abba Khel and disinterest of Government to make these water supplies operational due to which residents of the area are facing difficulties were disposed of. 

The Motions were answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

Laying of Report

Abu Hafs Muhammad Ghiyas-ud-Din presented before the House the report of Standing Committee on Religious Affairs and Auqaf in respect of “The Punjab Institution of Quran and Seerat Studies (Amendment) Bill 2015 (Bill No. 32 of 2015)”.
