CONSIDERATION AND PASSAGE OF BILL

      THE PUNJAB INSTITUTE OF QURA’N AND SEERAT STUDIES (AMENDMENT) BILL 2015 (BILL No. 32 of 2015)

            A MINISTER to move that the requirements of rule 95(3) of the Rules of Procedure of the Provincial Assembly of the Punjab 1997 may be suspended under rule 234 of the Rules ibid, for immediate consideration of the Punjab Institute of Qura’n and Seerat Studies (Amendment) Bill 2015.

            A MINISTER to move that the Punjab Institute of Qura’n and Seerat Studies (Amendment) Bill 2015, as recommended by Standing Committee on Religious Affairs & Auqaf, be taken into consideration at once.

            A MINISTER to move that the Punjab Institute of Qura’n and Seerat Studies (Amendment) Bill 2015, be passed.

Sardar Sher Ali Gorchani, Acting Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Transport and Information & Culture Departments were asked and Mr Muhammad Nawaz Chohan, Parliamentary Secretary for Transport and Rana Muhammad Arshad, Parliamentary Secretary for Information & Culture answered the questions.

Privilege Motion

The Motion moved by Abu Hafs Muhammad Ghiyas-ud-Din regarding misbehavior of Abdul Jabbar Shaheen, Secretary Schools with the member concerned was referred to the Committee on Privileges with the direction to submit its report within one month.

The Motion was answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

Adjournment Motions

Eleven Adjournment Motions were taken up. Six Adjournment Motions moved by Mr Tariq Mehmood Bajwa, one regarding purchase of medicines for the treatment of the Hepatitis from foreign pharmaceutical companies by the health mafia of Health Department, planning to embezzle Rs.2.5 billion funds allocated by the Punjab Government for the treatment of poor patients thus violating the laws of the country, the second Motion regarding accumulation of 14 feet water in underpass constructed in 2002-03 at Sangla Hill Railway Road in PP-170 constituency of the member concerned as it is in dilapidated condition due to its substandard construction and the matter was brought into the notice of district Government but of no avail, therefore, steps should be taken to drain out water accumulated therein and action should be initiated against the contractor, the third Motion regarding non-operational status of Government Degree College, Khanqah Dogran in PP-170 Constituency of the member concerned even after the completion of its building, the fourth Motion regarding two culprits caught red handed by the police, while slaughtering donkeys in Lahore Shalimar near Multan Colony and demanded stern action against them, the fifth Motion regarding fraud committed with matriculation students where a school teacher naming Bilqees issued fake Roll No Slips to the students and conducted fake exams of the 10th Grade at Narowal District and issued fake certificates to the students in connivance with the Inter District Government involved in such activities and the sixth Motion regarding arrest of two butchers and confiscation of 200 Kg dead animals meat by Livestock Team and alleged that police arrest law breakers who sell sub-standard meat at exorbitant price and due to non-availability of proper legislation culprits are successful to get bail and are released from jails and indulge themselves in the same activities and the Motion moved by Ms Nabeela Hakim Ali regarding illegal spending/utilization of Rs.9 milllion funds on the renovation of accommodations of favourite health workers by the DO (Planning) and District Officer (Building), Sahiwal, were kept pending till next week. The Motion moved by Mian Mehmood-ur-Rasheed that without obtaining permission, the Punjab Textbook Board had published maps of Siraikistan and Hazara province in the Textbook of Geography of  8th Standard and held Kashmir was stated to be a disputed territory thus violating the Constitution of Pakistan and demanded strict action against the culprits, two Motions moved by Ch Aamir Sultan Cheema one regarding illegal possession of Government land by land mafia in Anarkali Bazar located at Bhaghtanwala Sargodha City in connivance with the employees of Revenue Department and illegal construction of shops and drawing huge amount thereof thus rendering immense loss to public exchequer, and the other Motion regarding devastation of crops and villages in Rajanpur due to flood water occurred in consequence of heavy rains on Koh Suleman mountain range and the Motion moved by Mr Tariq Mehmood Bajwa regarding sale of sick animals meat at exorbitant rates in Kasur where butchers have formed their own slaughter houses in connivance with the Livestock Department and the matter is still unresolved even after the registration of its complaint with the District Government, were disposed of.

The Motions were answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

Suspension of Rules

On a motion moved by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, the House granted leave to suspend Rule 95 (3) of the Rules ibid, for taking up the following Bill.

Consideration and Passage of Bill

Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs moved THE PUNJAB INSTITUTE OF QURA’N AND SEERAT STUDIES (AMENDMENT) BILL 2015 (BILL No. 32 of 2015)”, which was passed by the House.

Suspension of Rules

On a motion moved by Mr Muhammad Waheed Gull under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, the House granted leave to suspend Rules 115 and others of the Rules ibid, for taking up the following Resolution.

Resolution

The resolution moved by Mr Muhammad Waheed Gull was unanimously passed by the House wherein, he condemned former High Commissioner to UK Wajid Shamsul Hasan for his statement that declaring Admadis/Qadianis as non-Muslims was a wrong decision by Zulfiqar Ali Bhutto’s Government and was taken under pressure of religious parties/islamist quarters. The resolution further added that his statement was tantamount to ridiculing the unanimous legislation/collective wisdom of the parliament and hurt religious sentiments of Pakistani and the Muslims across the globe. The resolution demanded the federal government to take suitable action against him under the Constitution and relevant laws.

The House was then adjourned till Monday, August 31, 2015 at 2:00 pm.

"صوبائی اسمبلی پنجاب کا یہ ایوان پاکستان کے سابق ہائی کمشنر واجد شمس الحسن کی جانب سے خبریں اخبار کو دیئے گئے اس بیان کی پُرزور مذمت کرتا ہے کہ ذوالفقار علی بھٹو نے مذہبی و دینی جماعتوں کے دباؤ پر مرزائیوں کو غیر مسلم و اقلیت قرار دینے کا جو فیصلہ کیا تھا وہ غلط تھا۔ یہ بیان نہ صرف پاکستان بلکہ بین الاقوامی مذہبی و دینی جماعتوں اور اُمت مسلمہ میں شدید اشتعال اور دل آزاری کا سبب بنا ہے اور قومی اسمبلی کے متفقہ فیصلے کی توہین کی گئی ہے۔

یہ ایوان وفاقی حکومت سے مطالبہ کرتا ہے کہ واجد شمس الحسن کے خلاف آئین اور قانون کے مطابق کارروائی کی جائے۔"
