Sardar Sher Ali Gorchani, Acting Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Cooperatives and Zakat & Ushr Departments were asked and Malik Muhammad Iqbal Channar, Minister for Cooperatives and Malik Nadeem Kamran, Minister for Zakat & Ushr answered the questions.

Laying of Reports

1.         Ms‏ Gulnaz Shahzadi presented before the House the reports of Standing Committee on Local Government & Rural Development in respect of “The Punjab Local Government (Amendment) Bill 2015 (Bill No. 36 of 2015)” and “The Punjab Local Government (second Amendment) Bill 2015 (Bill No. 38 of 2015)”.

2.         Syed Hussain Jahania Gardezi presented before the House the reports of Committee on Privileges in respect of “Privilege Motions No. 15 for the year 2014, 4,7 and 15 for the year 2015”.

Extension in Time Limit for Laying the Report

On a Motion moved by Syed Hussain Jahania Gardezi, the House granted two months extension to the Committee on Privileges for laying its reports on “Privilege Motions No.12 for the year 2013, 20,25, 31 for the year 2014 and 1,5,8,10,11,12,14,16,17, 18 for the year 2015”.

Leave of Absence

Rai Mumtaz Hussain Babar, Senior Secretary, Provincial Assembly of the Punjab, read out the leave applications of the following Members which were granted/sanctioned by the House:-

Adjournment Motions

Four Adjournment Motions moved by Mr Tariq Mehmood Bajwa, one regarding accumulation of 14 feet water in underpass constructed in 2002-03 at Sangla Hill Railway Road in PP-170 constituency of the member concerned as it is in dilapidated condition due to its substandard construction and the matter was brought into the notice of district Government but of no avail, therefore, steps should be taken to drain out water accumulated therein and action should be initiated against the contractor, was kept pending till next week, the second Motion regarding non-operational status of Government Degree College, Khanqah Dogran in PP-170 constituency of the member concerned even after the completion of its building, the third Motion regarding two culprits caught red handed by the police, while slaughtering donkeys in Lahore Shalimar near Multan Colony and demanded stern action against them, the fourth Motion regarding fraud committed with Matriculation students where a school teacher naming Bilqees issued fake Roll No Slips to the students and conducted fake exams of the 10^th Grade at Narowal District and issued fake certificates to the students in connivance with the Inter District Government which is involved in such activities, were disposed of.

The Motions were answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

Private Members’ Day

Resolution pending from the Agenda of 19 May 2015

The Resolution moved by Dr. Syed Waseem Akhtar that while enacting laws for libraries, all corporations, municipal committees, district councils and union councils should fix at least 3% revenue of their department for the development and establishment of libraries besides formulating service rules and service structure for library staff. Moreover libraries should be established in all private and Government educational institutions and funds be arranged for them was disposed of as mover was not present.

Current Resolutions on the Agenda of 1 September 2015

The Resolution moved by Dr. Syed Waseem Akhtar regarding provision of interest free loans to the farmers on urgent basis was disposed of as mover was not present.  

The Resolution moved by Mr Tariq Mehmood Bajwa demanded the federal government to make it binding on the pharmaceutical companies to prepare and market their medicines with their generic names, in order to bring an end to the monopoly of pharmaceutical companies and that quality medicines are available on cheap rates, was disposed of.

Through a resolution, Sardar Shahab-ud-Din Khan demanded financial aid for the treatment of Seraiki poet Shakir Shujabadi and monthly financial assistance for his family members to help them to lead a respectable life, was disposed of.

The Resolution moved by Mr Muhammad Sibtain Khan demanded installation of water filtration plant in all government schools of the province was disposed of as the mover was not present.

The Resolution moved by Mian Muhammad Aslam Iqbal was kept pending wherein he while condemning terrorist activities praised the role of institutions and persons fighting against terrorism and demanded to officially declare “Shaheed” who sacrificed their lives for the country and same privileges be conferred upon the dependents of legislators, Ministers and other political figures who laid their lives while fighting for terrorism as are bestowed upon the dependents of martyrs of security forces.

The House was then adjourned till Wednesday, September 2, 2015 at 10:00 am.
