Sardar Sher Ali Gorchani, Acting Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Health Department were on the List of Business but it was kept pending till next week due to absence of the Secretary Health.

Privilege Motion

The Privilege Motion moved by Mr Muhammad Siddique Khan regarding registration of false FIR against the member concerned in Taxila Police Station located in his constituency PP-7 was referred to the Committee on Privileges with the direction to submit its report within one month.

The Motion was answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

Adjournment Motions

Eight Adjournment Motions were taken up. Two Motions moved by Sardar Shahab-ud-Din one regarding that due to heavy floods in South Punjab large number of villages have been demolished, crops and roads have been badly destroyed especially in District Layyah where no rescue has been provided to the flood affectees due to which animals are dying and Government has taken no steps to counter flood losses, the second Motion regarding provision of inaccurate blood group report in Jinnah Hospital, Lahore to a donor naming Zeeshan Rafique resident of Kasur, the Motion moved by Ch Ashraf Ali Ansari regarding Government Colleges in Gujranwala are without B.Sc Classes consequently girl students have either to discontinue their studies or get admission in expensive private colleges charging heavy fee unbearable for the parents, the Motion moved by Mr Sibtain Khan regarding damage occurring due to floods in river Sindh in its adjacent colonies of district Mianwali located at Sher Shah Suri Road and the Motion moved by Ms Azma Zahid Bukhari that students who could not send admission for Annual Board Examination were not allowed to appear in supplementary examination by Punjab Board, were kept pending. Two Motions moved by Ch Aamir Sultan Cheema one regarding leakage of videos of various women recorded during their delivery operations and the second Motion regarding non-registration of complaint against the culprits by Police in Hussain Khan Wala village in Kasur where offenders had recorded videos of children being molested and sale of these videos in foreign countries, were disposed of.

General Discussion on Annual Reports

CONTINUATION OF GENERAL DISCUSSION ON ANNUAL REPORT OF THE PUNJAB PUBLIC SERVICE COMMISSION FOR THE YEARS 2012 AND 2013 AND ON ANNUAL REPORT OF THE TECHNICAL EDUCATION AND VOCATIONAL TRAINING AUTHORITY FOR THE YEAR 2011-12

General Discussion on Annual Report of the Punjab Public Service Commission for the years 2012 and 2013 and Annual Report of the Technical Education and Vocational Training Authority for the year 2011-12 continued. The following members participated in the discussion: Malik Muhammad Iqbal Channar, Minister for Cooperatives proposed 40 percent quota for South Punjab in all government jobs, Ch Amjad Ali Javaid, Mr. Muhammad Sibtain Khan, Rana Munawar Hussain alias Rana Munawar Ghous, Mian Muhammad Rafique, Mr. Muhammad Siddique Khan, Mr. Muhammad Waheed Gull and Syed Abdul Aleem.

Extension in Time Limit for Laying the Report

On a Motion moved by Ch Muhammad Akram, the House granted two months extension to the Standing Committee on Education for laying its report in respect of “Adjournment Motion No.1199/2014 moved by Ch. Amjad Ali Javaid, MPA (PP-86)”.

On a Motion moved by Malik Muhammad Waris Kallu, the House granted one month extension to the Special Committee No. 4 for laying its report in respect of “The issue of LDA Employees Housing Scheme, Thokar Niaz Baig raised in the reply of Starred Question No. 269 asked by Mrs Ayesha Javed MPA (W-317)”.

The House was then adjourned till Monday, September 7, 2015 at 2:00 pm.
