CONSIDERATION AND PASSAGE OF BILL

1.   THE PUNJAB LOCAL GOVERNMENT (AMENDMENT) BILL 2015 (BILL No. 36 of 2015)

            A MINISTER to move that the Punjab Local Government (Amendment) Bill 2015, as recommended by Standing Committee on Local Government and Rural Development, be taken into consideration at once.

            A MINISTER to move that the Punjab Local Government (Amendment) Bill 2015, be passed.

2.   THE UNIVERSITY OF OKARA BILL 2015 (BILL No. 25 of 2015)

            A MINISTER to move that the University of Okara Bill 2015, as recommended by Standing Committee on Education, be taken into consideration at once.

Sardar Sher Ali Gorchani, Acting Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Planning & Development and Mines & Minerals Departments were asked and Mr. Sher Ali Khan, Minister for Mines & Minerals and Mr. Ahmad Karim Qaswar Langrial, Parliamentary Secretary for Planning & Development answered the questions.

Extension in Time Limit for Laying the Reports

On a Motion moved by Ch Amjad Ali Javaid, the House granted one month extension to the Standing Committee on Health for laying its report in respect of “The Punjab Prohibition of Sheesha Smoking Bill 2014 (Bill No. 6 of 2014) moved by Ch. Shahbaz Ahmad, MPA (PP-143).

On a Motion moved by Mr Ehsan Riaz Fatyana, the House granted one month extension to the Standing Committee on Transport for laying its report in respect of  “Question No.2338/2014 moved by Mian Tariq Mehmood, MPA (PP-113).

Call Attention Notice

The Call Attention Notice moved by Mian Tariq Mehmood regarding dacoity of Rupees 1.3 million at UBL Bank located at Kala Gujjran, G.T Road, Jehlum and injuring Security Guard was kept pending on the request of Law Minister.

 

Adjournment Motions

Thirteen Adjournment Motions were taken up. The Motion moved by Mian Tariq Mehmood regarding non-provision of privileges to two deceased employees of Punjab Police, Mr Khayyam Razzaq a constable while getting training at Elite Training School, Bedian Road, Lahore and the other deceased Mr Muhammad Bhatti Sub-Inspector posted at Shadbagh Lahore Investigation died during police encounter due to sluggishness of officers of the department. The both have neither been conferred upon privileges of a martyr nor their families have received privileges of a civil servant including legal grants and offering employment to one of their dependents, three Motions moved by Sardar Shahab-ud-Din Khan one regarding that due to heavy floods in South Punjab large number of villages have been demolished, crops and roads have been badly destroyed especially in District Layyah where no rescue has been provided to the flood affectees due to which animals are dying and Government has taken no steps to counter flood losses, the second Motion regarding provision of inaccurate blood group report in Jinnah Hospital, Lahore to a donor naming Zeeshan Rafique resident of Kasur, the third Motion that due to negligence of officers in Excise & Taxation Department Punjab, the conditions of motorcycles is deteriorating while lying under open sky which were to be distributed among employees of the department on easy installments and which are worth millions of rupees, the Motion moved by Sardar Vickas Hasan Mokal regarding sale of chemicals mixed milk in Sheikhupura harmful for human lives and the Motion moved by Mr Ahsan Riaz Fatyana regarding non-availability of basic facilities in BHU Chak Jhumra No.156/RB due to negligence and ignorance of Health Department, consequently, staff deployed under MNCH Programme have to face difficulties in the performance of their duty and they have appealed to CM and DCO Faisalabad to resolve these problems on emergency basis, were disposed of. Two Motions moved by Mr Amjad Ali Javed one regarding illegal possession, demolition and later selling building material worth millions of rupees of PA house located at Mari Pachadh by Shahid Hussain Gorchani and Firdous Khan (Jamadar and Dafadar BMP) respectively, this building was constructed almost 20-year back by the then Chairman Zila Council to accommodate and provide safety to the Security Staff posted in the area and now this building is in personal use of Jamadar and Dafadar and no action has yet been initiated even after the registration of complaint by local public of the area against them, the second Motion that as per Punjab Government directions and Rules of Housing Department, certain area is reserved in each city and locality for the establishment of educational institutions by the Government otherwise plots would be auctioned for the establishment of private schools but due to non-issuance of NOC, FDA is deprived of money amounting to rupees one billion and ninety three crores to be received after auctioning the property reserved for educational institutions, the Motion moved by Mr Tariq Mehmood Bajwa regarding accumulation of 14 feet water in underpass constructed in 2002-03 at Sangla Hill Railway Road in PP-170 constituency of the member concerned which is in dilapidated condition due to its substandard construction and the matter was brought into the notice of district Government but of no avail, therefore, steps should be taken to drain out water accumulated therein and action should be initiated against the contractor, the Motion moved by Mr Muhammad Nasir Cheema that contaminated potable water is being supplied to the residents of Narang Mandi due to worn out condition of water pipes, which is causing fatal diseases, the Motion moved by Ch Ashraf Ali Ansari regarding Government Colleges in Gujranwala are without B.Sc classes consequently girl students have either to discontinue their studies or get admission in expensive private colleges charging heavy fee unbearable for the parents, the Motion moved by Mr Javed Akhtar regarding illegal possession of Government land located at Mouza Rukh Bhatti Maitla by influential people and inability of  Government to eject the land from illegal occupation and the Motion moved by Ms Azma Zahid Bukhari that students who could not send admission for Annual Board Examination were not allowed to appear in supplementary examination by Punjab Board were kept pending.

The Motions were answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

 

 

Fateha

The House offered Fateha on the sad demise of Sheikh Muhammad Khalid, brother-in-law of Sheikh Ijaz Ahmad, MPA (PP-68).
