            A MINISTER to lay the Punjab Sugar Factories Control (Amendment) Ordinance 2015.

1.   MOTION UNDER RULE 127 OF THE RULES OF PROCEDURE OF PROVINCIAL ASSEMBLY OF THE PUNJAB, 1997.

            A MINISTER to move that leave be granted to move a Resolution under Article 128(2)(a) of the Constitution for extension of the Punjab Pure Food (Amendment) Ordinance 2015.

            A MINISTER to move the following Resolution:-

RESOLUTION

            “The Provincial Assembly of the Punjab extends the period of validity of the Punjab Pure Food (Amendment) Ordinance 2015 (XXVI of 2015), promulgated on 24th August 2015, for a further period of ninety days with effect from 22nd November 2015.”

2.   MOTION UNDER RULE 127 OF THE RULES OF PROCEDURE OF PROVINCIAL ASSEMBLY OF THE PUNJAB, 1997.

            A MINISTER to move that leave be granted to move a Resolution under Article 128(2)(a) of the Constitution for extension of the Infrastructure Development Authority of the Punjab Ordinance 2015.

            A MINISTER to move the following Resolution:-

RESOLUTION

            “The Provincial Assembly of the Punjab extends the period of validity of the Infrastructure Development Authority of the Punjab Ordinance 2015 (XXV of 2015), promulgated on 24th August 2015, for a further period of ninety days with effect from 22nd November 2015.”

3.   MOTION UNDER RULE 127 OF THE RULES OF PROCEDURE OF PROVINCIAL ASSEMBLY OF THE PUNJAB, 1997.

            “The Provincial Assembly of the Punjab extends the period of validity of the Punjab Private Educational Institutions (Promotion and Regulation) (Amendment) Ordinance 2015 (XXVII of 2015), promulgated on 19th September 2015, for a further period of ninety days with effect from 18th December 2015.”

4.   MOTION UNDER RULE 127 OF THE RULES OF PROCEDURE OF PROVINCIAL ASSEMBLY OF THE PUNJAB, 1997.

            A MINISTER to move that leave be granted to move a Resolution under Article 128(2)(a) of the Constitution for extension of the Ghazi University, Dera Ghazi Khan (Second Amendment) Ordinance 2015.

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Panel of Chairmen

Under Rule 13(1) of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, Rai Mumtaz Hussain Babar, Senior Secretary Assembly, announced the Panel of Chairmen in the following order:-

1.    Engineer Qamar ul Islam Raja (PP-5)

2.    Ch Yasien Sohl (PP-156)

3.    Dr. Nausheen Hamid (W-356)

4.    Mrs. Naseem Lodhi (W-314)

Oath

Mr. Jahangir Khanzada, Member-elect from (Attock-II) PP-16 and Mr. Muhammad Shoaib Siddiqui Member-elect from (Lahore-XI) PP-147 in bye-elections, made an oath and signed the Roll of Members. The Speaker administered the oath.

Fateha

The House offered Fateha on the sad demise of Makhdoom Syed Ali Raza Shah, MPA PML(N) (PP-89).

Question Hour

Questions relating to Health Department were asked and Khawaja Imran Nazeer, Parliamentary Secretary for Health, answered the questions.

 

Call Attention Notices

Three Call Attention Notices were taken up. The Notice kept pending on 8-10-2015  moved by Mian Tahir Pervaiz regarding dacoity occurred at Sargodha Road, Faisalabad, where dacoits injured Mr Zahid Khan on resistance and tortured his family members after entering their residence, the second Notice of Mian Mehmood ur Rashid regarding suicidal attack occurred at the residence of Sardar Amjad Farooq Khan Khosa, MNA, Taunsa, Dera Ghazi Khan, where seven people were killed and the Notice of Dr. Syed Waseem Akhtar regarding death of a young man due to ariel firing to celebrate the Local Government election victory at Fort Abbas, Bahawalnagar District, were disposed of.

The Notices were answered by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs.

Privilege Motion

The Privilege Motion moved by Mian Mehmood ur Rashid regarding non-presentation of District Government Audit Reports for the years 2001-14 in Punjab Assembly even on the demand of Auditor General and Opposition Members was referred to the Committee on Privileges with the direction to submit its report within two months.

The Motion was answered by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs.

Adjournment Motion

In response to the Adjournment Motion moved by Sheikh Ala-ud-Din regarding zero utilization of building worth millions of rupees allocated for Writers’ Guild of Pakistan located in highly commercialized area near Punjab Assembly is extremely in dilapidated condition and if it is not used for suitable purpose it would be illegally occupied by the “qabza mafia” therefore this building can have multifarious usages to financially strengthen literary people and their families, the proposal of Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs that committee may be constituted to resolve this matter was accepted.

Introduction of Bill

Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs introduced “THE CANAL AND DRAINAGE (AMENDMENT) BILL 2015”, which was referred to the Standing Committee on Irrigation and Power with the direction to submit its report within two months.

MOTIONS UNDER RULE 127 OF THE RULES OF PROCEDURE OF PROVINCIAL ASSEMBLY OF THE PUNJAB, 1997

On Motions moved by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs, the House granted leave to move the following Resolutions under Article 128(2)(a) of the Constitution for their extension and the House granted leave in respect of them:-

1.    The Punjab Pure Food (Amendment) Ordinance 2015 (XXVI of 2015).

2.    The Infrastructure Development Authority of the Punjab Ordinance 2015 (XXV of 2015).

3.    The Punjab Private Educational Institutions (Promotion and Regulation) (Amendment) Ordinance 2015 (XXVII of 2015).

4.    The Ghazi University, Dera Ghazi Khan (Second Amendment) Ordinance 2015 (XXX of 2015).

5.    The Ali Institute of Education Lahore (Amendment) Ordinance 2015 (XXIX of 2015).

Resolutions

Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs moved the Resolutions that The Provincial Assembly of the Punjab extends the period of validity of “The Punjab Pure Food (Amendment) Ordinance 2015 (XXVI of 2015)”, and “The Infrastructure Development Authority of the Punjab Ordinance 2015 (XXV of 2015)”, promulgated on 24th August 2015, for a further period of ninety days with effect from 22nd November 2015”, the period of validity of “The Punjab Private Educational Institutions (Promotion and Regulation) (Amendment) Ordinance 2015 (XXVII of 2015)”, promulgated on 19th September 2015, for a further period of ninety days with effect from 18th December 2015”, and the period of validity of “The Ghazi University, Dera Ghazi Khan (Second Amendment) Ordinance 2015 (XXX of 2015)”, and “The Ali Institute of Education Lahore (Amendment) Ordinance 2015 (XXIX of 2015)”, promulgated on 29th September 2015, for a further period of ninety days with effect from 28th December 2015”, which were passed by the House.

Laying of Reports

Rana Muhammad Afzal presented before the House the reports of Standing Committee on Home Affairs in respect of “The Punjab Safe Cities Authority Bill 2015 (Bill No. 35 of 2015)”, and “The Punjab Special Protection Unit Bill 2015 (Bill No.42 of 2015)”.

Mr. Muhammad Arshad Malik presented before the House the reports of Standing Committee on Food in respect of “The Punjab Food Authority (Amendment) Bill 2015 (Bill No. 40 of 2015)”, and “The Punjab Pure Food (Amendment) Bill 2015 (Bill No.45 of 2015)”.

Ch. Muhammad Akram presented before the House the report of Standing Committee on Education in respect of “The Punjab Private Educational Institutions (Promotion and Regulation) (Amendment) Bill 2015 (Bill No. 46 of 2015)”.

Haji Imran Zafar presented before the House the report of Standing Committee on Industry in respect of “The Punjab Technical Education and Vocational Training Authority (Amendment) Bill 2015 (Bill No. 43 of 2015)”.
