            A MINISTER to introduce the Punjab Animals Slaughter Control (Amendment) Bill 2016.

(b)  CONSIDERATION AND PASSAGE OF BILLS

1.         THE PUNJAB REVENUE AUTHORITY (AMENDMENT) BILL 2015 (BILL No. 51 of 2015)

            A MINISTER to move that the Punjab Revenue Authority (Amendment) Bill 2015, as recommended by Standing Committee on Finance, be taken into consideration at once.

            A MINISTER to move that the Punjab Revenue Authority (Amendment) Bill 2015, be passed.

2.         THE INFRASTRUCTURE DEVELOPMENT AUTHORITY OF THE PUNJAB BILL 2015 (BILL No. 44 of 2015)

            A MINISTER to move that the Infrastructure Development Authority of the Punjab Bill 2015, as recommended by Standing Committee on Communication and Works, be taken into consideration at once.

            A MINISTER to move that the Infrastructure Development Authority of the Punjab Bill 2015, be passed.

3.         THE PUNJAB FOOD AUTHORITY (AMENDMENT) BILL 2015 (BILL No. 40 of 2015)

            A MINISTER to move that the Punjab Food Authority (Amendment) Bill 2015, as recommended by Standing Committee on Food, be taken into consideration at once.

            A MINISTER to move that the Punjab Food Authority (Amendment) Bill 2015, be passed.

4.         THE PUNJAB PURE FOOD (AMENDMENT) BILL 2015 (BILL No. 45 of 2015)

            A MINISTER to move that the Punjab Pure Food (Amendment) Bill 2015, as recommended by Standing Committee on Food, be taken into consideration at once.

            A MINISTER to move that the Punjab Pure Food (Amendment) Bill 2015, be passed.

Sardar Sher Ali Gorchani, Deputy Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Agriculture, Youth Affairs & Sports and Archeology & Tourism Departments were asked and Dr. Farrukh Javed, Minister for Agriculture and Rana Mashhood Ahmad Khan, Minister for School Education (holding additional charge of Youth Affairs & Sports and Archeology & Tourism) answered the questions.

Ms. Rahila Hameed Khan Durrani, the first woman Speaker of Balochistan Assembly was warmly welcomed in Speaker’s Box by MPAs on her visit to Punjab Assembly and Ms. Azma Zahid Bokhari and Ms. Saadia Sohail Rana on behalf of Punjab Assembly welcomed her and lauded her role as a politician in a Province like Balochistan.

 

Laying of Reports

Mrs. Gulnaz Shahzadi presented before the House the report of Standing Committee on Local Government & Rural Development in respect of the following:

1.    The Punjab Local Government (Amendment) Bill 2016 (Bill No. 8 of 2016); and

2.    The Punjab Local Government (Second Amendment) Bill 2016 (Bill No. 11 of 2016).

 

 

Extension in Time Limit for Laying the Report

On a Motion moved by Mr. Shoukat Ali Laleka, the House granted two months extension to the Standing Committee on Irrigation & Power for laying its report on “The Punjab Flood Plain Regulation Bill 2015 (Bill No. 50 of 2015)”.

Privilege Motions

Two Privilege Motions were taken up. The Motion moved by Mr. Muhammad Arif Abbasi regarding misbehavior of Mr. Nasir Mumtaz, Chowki Incharge of Airport Society with the member concerned and the second Motion of Mr. Inamullah Khan Niazi regarding misbehavior of Professor Dr. Zahoor ul Hassan Dogar, Vice Chancellor, Bhakkar Campus, Sargodha University, were kept pending as movers were not present.

Adjournment Motions

Nineteen Adjournment Motions were taken up. Two Motions moved by Sheikh Ala-ud-Din one regarding social and economic exploitation and plight of transgender in our society and demanded that they should be treated with respect and by utilizing their capabilities at least 25% quota should be fixed for them in Gynae wards, female surgical wards, girl colleges/hospitals/cardiac wards, the second Motion that installation of cement plants in Choa Saidenshah, Kallar Kahar of District Chakwal is main cause of environmental pollution in the area hence deteriorating and decaying health of its inhabitants, its scenic beauty and causing water shortage, the third Motion moved by Mr. Amjad Ali Javed regarding spray of poisonous pesticides on fruits, vegetables and other eatables and the percentage of poison has reached upto 14 which is harmful for human health, the Motion moved  by Sardar Shahab-ud-Din regarding revealing of the facts by Mr. Yasir, a bank officer, Bank of Punjab, disclosing the name of high rank officers of the Bank involved in corruption of Rs.430 million especially Mr. Khalid Tirmizi Deputy Executive Officer who embezzled money by using different methods, two Motions moved by Ch. Aamir Sultan Cheema one regarding open sale of intoxicant injections on medical stores in front of Government Hospital of Lahore in connivance with the Drug Inspectors, the second Motion regarding farmers, exporters and mill owners dealing in rice crop are suffering from economic plight due to the negligence of government institutions responsible for the promotion of rice production consequently Indian rice is globally  getting acknowledgment, three Motions moved by Ms. Baasima Chaudhry one regarding continuation of protest against Punjab Government by civil society  especially inhabitants residing in the whereabouts of Jain Mandir for the demolition of their houses and historical buildings for construction of Orange Train, the second Motion regarding fire broke out in a garment factory located at Kot Lakhpat Industrial Area in Lahore and demand by the general public and employees working in different factories to inspect their work places off and on and ensure the availability of staff and equipment extinguishing fire to save them from any untoward incident and the third Motion regarding verification of presence of Polio virus in drainage system in Lahore, the Motion Moved by Mian Tariq Mehmood regarding purchase of medicines for patients of private and government hospitals at higher rates by Zakat & Ushr, Department Government of the Punjab when purchased separately and demanded consolidated purchase of medicines at lower rates to benefit large number of patients, the Motion moved by Mian Mehmood-ur-Rasheed regarding sale of edibles at higher rates in Lahore and the Motion moved by Mr. Ehsan Riaz Fatyana regarding blind firing by smugglers at the residence of Mian Muhammad Yaseen, Custom Investigation & Intelligence Officer hence, injuring his son Mr. Mohsin Yaseen and in-ability of Police Department to grasp criminals despite the indication by the victims, were disposed of. Two Motions moved by Sheikh Ala-ud-Din one regarding that expenditures and payment of Civil Secretariat and other departments of Punjab Government are at the mercy of Accountant General office and high level corruption of billions of rupees in this office by passing fake bills and even genuine bills are withheld unless commission is paid to the staff of AG office and ten DDOs are specifically involved in corrupt practices and honest officers have to prove themselves innocent before Public Accounts Committee against audit paras framed against them, the second Motion regarding Lawrence Garden commonly known as Bagh-e-Jinnah, Lahore is deteriorating day by day and has become parking slot for vehicles and needs renovation on war footing, two Motions moved by Mian Mehmood-ur-Rasheed one regarding shortage of graveyards in Lahore in general in proportion to population growth rate and Union Councils No.84 & 90 are specifically without them despite their approval and the second Motion regarding artificial shortage of fertilizer in Lahore by storing it in the godowns of PASCO at Manga Mandi, the Motion moved by Mr. Ehsan Riaz Fatyana regarding non-maintenance of government houses in GORs by S&GAD occupied by the lower staff which need genuine renovation work, the Motion moved by Ch. Aamir Sultan Cheema that due to rigidness of administration of Shaikh Zayed Postgraduate Medical College, the college did not get affiliation from PMDC as per requirement under the law that colleges where education related to medicines or dentistry was imparted should compulsorily get affiliation with the universities specializing in the subject and consequently the future of students studying in Shaikh Zayed Medical College has become bleak on the closure of this institution and the Motion moved out of turn by Malik Ahmad Saeed Khan regarding economic plight of farmers and agriculturists of the Province who do not get desired price of their yield/crops, were kept pending.

Introduction of Bill

Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs introduced THE PUNJAB ANIMALS SLAUGHTER CONTROL (AMENDMENT) BILL 2016 which was referred to the Standing Committee on Livestock & Dairy Development  with the direction to submit its report within two months.

Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs moved the following Bills which were passed by the House:
