CONSIDERATION AND PASSAGE OF BILLS

1.         THE PUNJAB LOCAL GOVERNMENT (FIRST AMENDMENT) BILL 2016 (BILL No. 8 of 2016)

            A MINISTER to move that the requirements of Rule 95(3) of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, may be suspended under Rule 234 of the said Rules, for immediate consideration of the Punjab Local Government (First Amendment) Bill 2016.

            A MINISTER to move that the Punjab Local Government (First Amendment) Bill 2016, as recommended by Standing Committee on Local Government and Rural Development, be taken into consideration at once.

            A MINISTER to move that the Punjab Local Government (First Amendment) Bill 2016, be passed.

2.         THE PUNJAB LOCAL GOVERNMENT (SECOND AMENDMENT) BILL 2016 (BILL No. 11 of 2016)

            A MINISTER to move that the requirements of Rule 95(3) of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, may be suspended under Rule 234 of the said Rules, for immediate consideration of the Punjab Local Government (Second Amendment) Bill 2016.

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Auqaf & Religious Affairs and Excise & Taxation Departments were asked and Mr. Muhmmad Saqlain Anwar Sipra, Parliamentary Secretary for Auqaf & Religious Affairs and Mian Mujtaba Shuja ur Rehman, Minister for Excise & Taxation answered the questions.

Extension in Time Limit for Laying the Reports

On a Motion moved by Mr. Ameer Muhammad Khan, the House granted two months extension to the Standing Committee on Housing, Urban Development and Public Health Engineering for laying its report in respect of “Adjournment Motions No. 237/14 and 728/14”.

On a Motion moved by Malik Muhammad Waris Kallu, the House granted two months extension to the Special Committee No.4 for laying its report in respect of “The Issue of LDA Employees Housing Scheme, Thokar Niaz Baig raised in the reply of Starred Question No. 269 asked by Mrs Ayesha Javed, MPA (W-317)”.

On a Motion moved by Mr. Ehsan Riaz Fatyana, the House granted two months extension to the Standing Committee on Transport for laying its report in respect of “Question No. 2338/2014 moved by Mian Tariq Mehmood, MPA (PP-113)”.

 

Call Attention Notices

Three Call Attention Notices were taken up. The Call Attention Notice pending from the agenda of 01 February 2016 moved by Ms. Faiza Ahmad Malik regarding murder on resistance of a Security Incharge naming Noor of a Rice Mill located at Kot Kizra, Gujranwala and looting Rs.5 million during a dacoity near Lohianwala by-pass and the second Notice of Ch. Akhtar Ali Khan regarding assassination of Ch. Shamshad Ahmad Khan, Ex-MPA, his son and his friend at Kamoki, Gujranwala were kept pending for two weeks. The Notice of Mr. Ehsan Riaz Fatyana regarding killing of Mr. Tikka Khan, a security guard and Mr. Aslam, an office boy and injuring one guard during bank dacoity at Zia Ullah Chowk, Kamalia, Toba Tak Singh, was disposed of.

The Notices were answered by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs.

Privilege Motion

The Privilege Motion moved by Mr. Inamullah Khan Niazi regarding misbehavior of Professor Dr. Zahoor ul Hassan Dogar, Vice Chancellor, Bhakkar Campus, Sargodha University with the member concerned was referred to the Committee on Privileges with the direction to submit its report within two months.

The Motion was answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

Adjournment Motion

Three Adjournment Motions moved by Sheikh Ala-ud-Din, one regarding that expenditures and payment of Civil Secretariat and other departments of Punjab Government are at the mercy of Accountant General office and high level corruption of billions of rupees in this office by passing fake bills and even genuine bills are withheld unless commission is paid to the staff of AG office and ten DDOs are specifically involved in corrupt practices and honest officers have to prove themselves innocent before Public Accounts Committee against audit paras framed against them, the second Motion regarding strict ban on smuggling of young girls through Talent Promoters to Middle East countries for the purpose of prostitution under the cover of cultural delegation or programmes, were disposed of. The third Motion regarding use of forbidden (haram) ingredients used in imported packed food being used by elite class as status symbol which has not only ceased difference between halal and haram (permitted and forbidden) but also brings billions dollars loss to the national exchequer and it is unfortunate that there is no government department to monitor import of such food items, was kept pending.

Suspension of Rules:-

On the Motions moved by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs that the requirement of Rule 95 (3) of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, may be suspended under Rule 234 of the said Rules, for immediate consideration of the following Bills, the House granted leave.

1.    THE PUNJAB LOCAL GOVERNMENT (FIRST AMENDMENT) BILL 2016 (BILL No. 8 of 2016)

2.    THE PUNJAB LOCAL GOVERNMENT (SECOND AMENDMENT) BILL 2016 (BILL No. 11 of 2016).
