Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Colonies and Revenue Department were asked. Ch. Zahid Akram, Parliamentary Secretary for Colonies could not attend the session due to medical reasons, therefore, questions were kept pending. Questions relating to Revenue Department were answered by Mrs.‏ Nazia Raheel, Parliamentary Secretary for Revenue.

Extension in Time Limit for Laying the Reports

On a Motion moved by Malik Muhammad Waheed, the House granted two months extension to the Standing Committee on Excise & Taxation for laying its report in respect of “Starred Question No. 2405/2014 moved by Dr. Sayed Waseem Akhtar, MPA (PP-271)”.

On a Motion moved by Mr. Khurram Abbas Sial, the House granted two months extension to the Standing Committee on Colonies for laying its report in respect of the following:  

1.    Starred Question No. 3254/2014 moved by Ch. Iftikhar Hussain Chhachhar, MPA (PP-188)

2.    Starred Questions No. 3529/2014 and 3690/2014 moved by Mr. Amjad Ali Javaid, MPA (PP-86)

Privilege Motion

The Privilege Motion moved by Mr. Muhammad Arif Abbasi regarding misbehavior of Mr. Nasir Mumtaz, Chowki Incharge of Airport Society with the member concerned, was kept pending.

The Motion was answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

Adjournment Motions

Two Adjournment Motions were taken up. The Motion moved by Mian Mehmood-ur- Rashid regarding shortage of graveyards in Lahore in general in proportion to population growth rate and Union Councils No.84 & 90 are specifically without them despite their approval and the second Motion moved by Mr. Ehsan Riaz Fatyana regarding non-maintenance of government houses in GORs by S&GAD occupied by the lower staff which need genuine renovation work, were kept pending till next week.

The Motion was answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

Private Members Day

Resolutions pending from the agenda of February 2, 2016

1.    Sheikh Ala-ud-Din moved a resolution to award Nishan-e-Pakistan to Mullah Abdul Qadir and Mr. Qamar ul Zaman, executed last year in Bangladesh for their love for Pakistan, was kept pending till the response from Federal Government.

2.    The Resolution moved by Dr. Syed Waseem Akhtar demanding exemption for mosques from payment of mandatory television license fees charged in the electricity bill, was disposed of.

3.    The Resolution moved by Mian Mehmood-ur-Rashid demanding to ensure security of educational institutions, was unanimously passed by the House.

4.    The Resolution moved by Mr. Muhammad Sibtain Khan demanding provision of Angiography facilities at all District Headquarters Hospitals of the Province on gradual basis, was unanimously passed by the House.

5.    The Resolution moved by Ms.‏ Nabeela Hakim Ali Khan demanding to declare 16 December as a National Day for children in the memory of students martyred in Army Public School, Peshawar, was unanimously passed by the House.

Present Resolutions

1.    Ch. Aamir Sultan Cheema  moved a resolution to ensure implementation of ban on the slaughtering of animals outside slaughter houses, was kept pending.

2.    The Resolution moved by Mr. Muhammad Sibtain Khan demanding to remove illegal signboards across the province, was unanimously passed by the House.

3.    Mian Mehmood-ur-Rashid moved a resolution to ensure implementation on the government’s decisions to reduce fee in private schools, was unanimously passed by the House.

4.    The Resolution moved by Dr. Syed Waseem Akhtar demanding amendments in the relevant laws to discourage registration of false FIRs, was unanimously passed by the House.

5.    Ms. Hina Pervaiz Butt demanded through a resolution that the federal government may appoint female staff in NADRA and Passport offices to facilitate female citizens especially for taking their photographs, was kept pending.

Suspension of Rules:-

On a motion moved by Mian Mehmood-ur-Rashid under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, the House granted leave to suspend Rule 115 and others of the Rules ibid, for taking up the following Resolution.

Resolution:-

Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs after incorporating certain amendments in the resolution moved by Mian Mehmood-ur-Rashid, tabled a resolution to appreciate the federal government for providing relief to the masses by reducing Rs.5 per liter on the petrol and to request the federal government to provide more relief to the masses according to the international market rates of petroleum products, was passed by the House.

The House was then adjourned till Wednesday, February 10, 2016 at 2:00 pm.

"یہ ایوان پٹرول کی قیمت میں حالیہ 5 روپے فی لٹر کمی کے فیصلے کو تحسین کی نظر سے دیکھتا ہے۔ اس حالیہ کمی کے بعد مجموعی طور پر پٹرول کی قیمت میں تقریباً  30 روپے فی لٹر کمی کی جا چکی ہے جس سے عام آدمی کو ریلیف ملا ہے جو موجودہ حکومت کی عوام دوستی کا ثبوت ہے۔

یہ ایوان امید کرتا ہے کہ وفاقی حکومت اس مد میں عوام کو مزید ریلیف فراہم کرنے کے لئے مزید اقدامات بھی کرے گی۔"
